ISSUE: A registration differential salary increase requires approval by the Board of
Directors.

RECOMMENDATION: Grant Associate Engineer Alexandr Mestetsky a one -step
increase of his basic salary effective January 7, 2011.
FINANCIAL IMPACTS: One -step salary increase. Alexandr Mestetsky's current salary
is $9,557 per month or $11 5,884 per year, and will increase to $10,133 per month or
$121,558 per year. The new salary, including benefits, will be $10,222 per month or
$104,554 per year.
ALTERNATIVESICON SIDE RATIONS: None.
BACKGROUND: Alexandr Mestetsky is an Associate Engineer in the Engineering
Department. The Memorandum of Understanding (MOU) between the Management
Support/Confidential Group and Central contra costa Sanitary District provides for a
salary increase for employees who achieve registration or license as a Professional
Engineer (PE) while employed by the District in a position not requiring such registration
or license. An Associate Engineer position requires registration as a Professional
Engineer. Mr. Mestetsky has held a Professional Engineer license in the branch of Civil
Engineering for approximately 10 years, meeting the requirements of the position. In
addition to Mr. Mestetsky's duties, including Collection System design, construction,
and operation, which require the professional level of judgment and skill of a Registered
Civil Engineer, he has taken on major responsibilities in the area of mechanical
engineering design, managing various pumping stations design and construction
projects. The District's capital improvements program includes several complex
mechanical improvement projects at the Treatment Plant and Pumping Stations that
need to be designed and constructed in the near future. These projects require
extensive knowledge in the area of mechanical engineering, and it is beneficial to the
District for Mr. Mestetsky to be licensed as a Mechanical Engineer as well as a civil
Engineer.

Mr. Mestetsky was notified in a letter dated January 7, 2011, that he has passed all
required examinations and is now licensed as a Professional Engineer in the branch of
Mechanical Engineering (see Attachment 1). The MOU states "Such merit increase
shall be subject to the employee's demonstration of ability to assist in the
accomplishment of District activities requiring a level of skills and importance normally
expected from a person with such certification." Mr. Mestetsky has consistently
demonstrated the professional judgment and skill expected of a Mechanical Engineer.
The Human Resources Committee reviewed this matter at its February 9, 20111
meeting.
RECOMMENDED BOARD ACTION: Grant Associate Engineer Alexandr Mestetsky a
one -step increase of his basic salary effective January 7, 2011, as the registration
differential increase provided for in the MOU.

We are pleased to inform you that you have successfully .passed the October 20 Mechanical Engineer
examination. This letter will serve as temporary evidence that you now hold a valid license as a
Professional Mechanical Engineer. A formal certificate, which will include your license number, will be
prepared and mailed to you within four to six weeks.
Please refer to the California code of Regulations (Board Rules) for Professional Engineers and Land
Surveyors (Title 15, Division 5, Sections 400- 474.5) for information on the following subjects that are your
responsibility. These Rules can be found on our website at http://www.pels.ca.gov/licenseesAaws.shtmi

Of particular importance Is that all licenses are subject to renewal, and payment of a renewal fee is required.
A renewal notice will be mailed to you several weeks before the expiration date of your Mechanical
engineer license: If you do not receive a renewal notice, you are still responsible for renewing your license*-
You may purchase a seal or stamp from any stationary store or rubber sta mp company. Board Rule 411
provides specific criteria on seals.
Notices and newsletters from the Board Office cannot reach you unless we have your current mailing
address. Board Rule 412 requires you to advise us in writing of any address changes within 30 days after
the effective date of the address change.
