OF THE DISTRICT BOARD OF THE
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD ON DECEMBER 22, 2010
The Board of Directors of the Central Contra Costa Sanitary District convened in a special
meeting in the Executive Conference Room, 5019 Imhoff Place, Martinez, County of Contra
Costa, State of California, at 2:00 p.m. on Wednesday, December 22, 2010.
President McGill participated by teleconference from 435 Westgate Avenue, St. Louis, Missouri
63130. The teleconferencing location was appropriately noticed and posted, and the tele-
conferencing conducted, in compliance with California Government Code Section 54953.
President McGill called the meeting to order and requested that the Secretary call roll.
President McGill asked that President Pro Tem Hockett conduct the meeting.

PRESENT: Members: Hockett, Menesini, Nejedly, Williams, McGill (by teleconference)
ABSENT: Members: None
2. PUBLIC COMMENTS
There were no public comments.
3. CLOSED SESSION
The Board recessed to reconvene in closed session at 2:01 p.m. to confer with Legal Counsel
regarding anticipated litigation - initiation of litigation pursuant to Government Code Section
54956.9 (c) — one potential case. This item was continued from December 16, 2010.
The Board recessed at 3:00 p.m. to reconvene in open session.
4. REPORT OUT OF CLOSED SESSION
District Counsel Kent Alm reported that, during the closed session, the Board considered its
legal options and provided direction to its attorneys, and discussed the written communication
that could be sent to the CCCERA Board.

5. ADMINISTRATIVE
I a. RECEIVE REPORT ON CONTRA COSTA COUNTY EMPLOYEES' RETIREMENT
ASSOCIATION (CCCERA) DE- POOLING AND 2009 RATE CALCULATIONS AND
PROVIDE DIRECTION TO ACCEPT OR REJECT CCCERA'S POSITION
Continued from December 16, 2010.
It was moved by President McGill and seconded by Member Nejedly to direct staff to
accept the de- pooling methodology and calculations arithmetically, but not to take a
position on acceptance or rejection of CCCERA's position regarding accepting or
opposing the retroactive depooling implementation and the 2009 retirement contribution
rates. Motion passed by unanimous roll call vote of the Board.
b. CONSIDERATION OF ATTENDANCE AT "BOOT CAMP FOR ELECTED OFFICIALS —
PENSION REFORM AND EMPLOYEE RELATIONS"
General Manager James Kelly referred to the flyer included in the agenda packet
regarding the one -day conference in Irvine scheduled for Thursday, February 17, 2011.
He stated that several good speakers are scheduled to make presentations regarding
pension reform, and recommended that Board Members consider attending.
I President McGill and Members Hockett and Nejedly expressed interest in attending.
Member Menesini suggested sharing the information obtained at the conference with
others in the District.
It was agreed that the regular Board meeting scheduled for February 17, 2011 would be
moved to February 24, 2011.
Local One President David Rolley requested that, after the conference, an informational
meeting be held in open session to share information with staff.
6. REPORTS /ANNOUNCEMENTS
a. RECEIVE PROPOSED 2011 BOARD COMMITTEE AND OTHER ASSIGNMENTS
President -Elect Hockett announced the proposed 2011 Board Committee and other
assignments and asked Board Members to contact her if they had comments or
questions. The assignments were as follows:
