SUBJECT: Teleconferencing Guidelines
I am requesting Board direction on whether there is interest in developing a policy for
the use of teleconferencing to participate in Board or committee meetings.
Section 54953 of the California Government Code (The Brown Act) states that the
legislative body may elect to use teleconferencing for the benefit of the pubic and the
legislative body, but noticing and accessibility requirements must be complied with.
These include posting the teleconference site at least 72 hours ahead (for regular
meetings); the meeting site must be ADA- accessible; and the public must be given an
opportunity to participate at the teleconference location.
In 2008, Member McGill expressed interest in the ability to participate in Board Meetings
by teleconference. The Board chose not to pursue teleconferencing at that time. On
December 22, 2010, Member McGill participated in a Special Board Meeting held in the
Executive Conference Room by teleconference. For today's meeting, Member Williams
expressed an interest in participating by teleconference. Fortunately, Member Williams
was able to return from his out -of -state conference so he could attend the meeting. The
District has the necessary equipment to allow teleconferencing in the Board Room.
In light of the prior and recent interest in teleconferencing, I am requesting direction
from the Board regarding whether you would like staff to develop a draft policy for Board
consideration at a future Board meeting.
