Kelly, General Manager ISSUE: The Central Contra Costa Sanitary District's (District) 2010 National Pollutant Discharge Elimination System (NPDES) Annual Report has been prepared for submission to the California Regional Water Quality Control Board (RWQCB), San Francisco Bay Section. This annual report is presented for the Board of Directors' for information and acceptance, The Sewer System overflow and Recycled water Annual Reports will be submitted separately at later dates. RECOMMENDATION: Accept the 2010 NPDES Annual Report. FINANCIAL IMPACTS: None ALTERNATIVES/CONSIDERATIONS: None BACKGROUND: During 2010, the treatment plant received a total of 14.8 billion gallons of wastewater, which equates to an average flow of 40.0 million gallons per day. This average flow is approximately 5 percent higher than in 2009. The treatment plant produced an effluent with annual average carbonaceous biochemical oxygen demand (C -BOD) and total- suspended solids (TSS) concentrations of 5 mg /L and 8 mg /L, respectively. These concentrations are markedly lower than our NPDES permit standards of 25 mg /L and 30 mg /L, respectively. C -BOD and TSS removal efficiency for the treatment plant averaged 98 percent and 97 percent, respectively. Solids disposal during the year involved the incineration of dewatered sludge in the District's multiple- hearth furnaces. Approximately 3,900 tons of furnace ash was produced. The ash met regulatory requirements for final disposal as an amendment to a commercial product throughout the year. More than 15,000 permit - required tests were completed to comply with the NPDES permit. The treatment plant effluent met all (100 percent) of the NPDES permit requirements throughout the year, which makes this the thirteenth consecutive year of full compliance. The required components of the annual report were part of that amendment are as follows: The Annual Compliance Summary has been provided in tabular and graphic forms since the inception of NPDES permits. The Amendment received indicates that data is no longer required as part of the Annual Report if the reporting entity has provided their data using the electronic reporting system. Providing the data in the Annual Report is not an automatic function of the systems in place, but in large part, is manually accomplished. Staff will summarize the tabular data as part of the 2010 NPDES report to the Board. The tabular data will no longer be provided in the Annual Report starting in 2011. ■ A comprehensive discussion of treatment plant performance and compliance with the permit. This includes a statement about all projects that were completed to improve performance and reliability of the District's wastewater treatment, collection and disposal practices in 2010. ■ List of Approved Analyses. ■ Plant schematic. ■ States that all storm water at the plant is treated. ■ Annual review of Facility Reports. For the first time, the District must certify that the District operates and maintains its wastewater collection, treatment, and disposal facilities to ensure that all facilities are adequately staffed, supervised, financed, operated, maintained, repaired, and upgraded as necessary to provide adequate and reliable transport, treatment, and disposal of all wastewater from both existing and planned future wastewater sources within the service area. Upon acceptance of this annual report by the District Board of Directors, it will be submitted to the RWQCB. The NPDES permit requires the annual report be submitted to the RWQCB by February 1, 2011. Annual Compliance Summary (Section V.D.1.f(1) and (3)) The District recognizes that the annual compliance summary and the tabular data has previously been submitted electronically and is not required herein per the newly adopted permit amendment Section V.C.'l .h(3). In this document, the District presents yearly totals, averages, maximum and minimum values for influent, final effluent, sludge, ash, and receiving water quality parameters as a courtesy and considers the electronic submittals previously made as compliance with Sections V.C.1.f(1) and (3) of the permit amendment as the official Annual Report data. Comprehensive Discussion of Treatment Plant Performance and Co m fiance with the Permit (Section V. D.2 The District is delighted to inform the Regional Water Quality control Board (RWQCB) that the final effluent quality was in full compliance with all applicable NPDES permit limits for the year 2010. This is the thirteenth consecutive year that the District has accomplished this milestone. The treatment plant performance was excellent. The chief Plant operator role shifted for the first time in 31.5 years, Theodore B. Smith (V -624) retired after 42 years of service with the District. Alan Weer (V- 28035) was named Provisional Plant operations Superintendent on August 8, 2010. The District anticipates recruiting for a permanent Superintendent in the spring of 2011. NAPDSUPlaboratory\Annual Report - NPDES - 20100ischarge Summary Final.doc Discharge Monitoring Program Annual Report Summary of Comments and Significant Events - 2010 Page 2 January 14, 2010 Over the course of the year, a few minor unplanned events occurred and the corrective actions taken are delineated as follows. • During our regularly scheduled receiving water monitoring on March 17, 2010, the field pH meter malfunctioned. Therefore, the pH of the samples collected on this date was measured in the laboratory about 45 minutes after collection time. • Because of high effluent turbidity (9 NTU), potentially interfering with the UV disinfection, the treated effluent was diverted to the holding basins from 1115 through midnight on May 3, 2010. The effluent turbidity gradually dropped to normal range and the effluent discharge resumed at about 0001 on May 4, 2010. The water from the holding basins was drained back to the influent- structure over the next few days. • On July 20, 22, and 23, 2010, the BOD test did not meet the BOD seeded blanks and glucose- glutamic acid standard QA/QC requirements. The D.O. depletion in the blank was greater than 1 mg /L probably causing over estimation of the BOD value on these days. In spite of this overestimation, the effluent BOD was well below the NPDES permit limits of 25 mg /L. The causes of this excessive blank D.O. depletion remain unknown, The District continued with an aggressive capital Improvement Program. The following projects were prosecuted to improve performance and reliability of the District's wastewater treatment, collection, and disposal practices in 2010. Standby Power Facility Improvements (Total Project Cost $5 su bstantially_compl te) This project replaced the treatment plant standby power generators as required to meet new air regulations and provide increased capacity from 1500 KW to 2000 KW The facility building was modified to accept the new engine generators and to meet current building codes. A permanent connection point was constructed for connecting trailer- mounted generators that allows for greater flexibility during maintenance activities. Changing to power generation at 12kv improved the reliability of the plant standby power system because it eliminated issues related to cross current compensation, kilovolt- ampere buildup and relay trips related to the existing transformer. The engines are online and have performed well in testing. • Wet Weather I m rovements Total Project Cost $3,320 anticipated completion March 2011 } The Wet Weather Improvements Project was constructed to support the plant during peak wet weather events of long duration and for summertime use during outfall maintenance. The project is being constructed in two phases. The preload construction work was completed in 2008. The second phase of the project provides necessary improvements to the emergency wet weather discharge system, such as widening of existing bypass channels, constructing the gravity overflow structure, and constructing the box culvert and associated rip /rap. • Treatment Plant Piping Renovations Phase 5 Total Project cost 2 902 990 anticipated completion fall 201 During the construction of the secondary treatment facilities in the early 1970s, numerous piping systems were installed throughout the treatment plant. These pipes carry the processed wastewater, sludge, steam, air, and other utility services between the various sections of the plant. These pipes have been in place for over thirty -five years and show signs of deterioration. The District has been upgrading the piping systems for many years. Phase 5 of the Piping Renovations Project focused on replacing the 24 -inch aeration air supply headers and downcomers on the aeration tanks, the #3 water high pressure pipelines, condenser piping, and sump pump drain piping. In addition, valves and gates that are leaking or have become inoperable are also being replaced as part of this project. • Solids Handling Improvements Project Total Project Cost $5 anticipated, completion Spring-201 1) In September 2005, the District finished a Solids Handling Plan. A key recommendation from that plan was that the District needed to add capability for emergency solids handling. Events that could require sludge storage and load out facility are as follows: a structural failure due to an earthquake, non - routine operation such as a short -term spike in solids production, lack of final disposition availability due to holidays, regulatory changes that impact solids processing methods. The new sludge loading station was designed for processing the entire sludge production for several days and has odor control capabilities. The sludge truck loading station was constructed in 2010 and startup optimization continues into 2011. • Solids control Building Mechanical Room Im rovements Project Total Project Cost $570 anticipated completion Spring 2011) The original air - handling unit that was installed during the treatment plant expansion in the mid 1970s is still in service. The scope of work for this project included installation of a new air handling unit, a chilled water recirculation pump, and replacement of five existing roof top exhaust fans that have reached the end of their useful life. In addition, the project will replace door operators, stopping and slow down devices, guide shoes, hoist and governor ropes and chains. In addition, the electrical, communication, and fire systems will be brought up to code. ■ Treatment Plant cathodic Protection S stem Upgrade Project Total Project Cost $600,000, anticipated completion March . 2011 } In 2007, the District generated a cathodic Protection Master Plan. This project implemented recommendations from the Master Plan. Seven deep wells and three distributed bed anodes are being installed to protect the underground metal piping infrastructure of the treatment plant. Additionally, the project modified and replaced worn components in the existing cathodic protection system throughout the plant. ■ Re lacin and Renovating Sewer Pie Total Project Cost $7,600,0 00 com l ete This project consisted of the renovation of a total of 48,000 feet of 6 -, 8 -, and 12- inch sewer pipe. 38,000 feet of this pipe was laid in the public right -of -way and easements at multiple sites in southern orinda, Lafayette, and Pleasant Hill. The other 10,000 feet was laid at multiple sites in the city of walnut Creek, including unincorporated county and other neighboring areas. • TV Inspection Program Phase 2 Jotal Project cost $500,000 - 1,000,000 in .. ( _ � .._.. _ L�.....��,..�.,, �. ,.._ 2010 This is a large- scale, multiyear effort to inspect the entire CCCSD collection system using closed- circuit television (CCTV). A publicly bid CCTV inspection contract utilizing digital imaging and database software is awarded each year. The contractor's data is integrated with existing CCTV inspection data and sewer information databases. Data from this CCTV program is used to inform decisions about which sewer lines need renovations and timing for the coming years). ■ Miner Road Trunk Sewer orinda Total Project cost $600,000 com fete This project was used to address capacity issues in an Orinda neighborhood. Approximately 4,000 feet of 15 -inch trunk sewer line was installed as well as passive overflows to relieve a parallel 18 -inch sewer of excess wet - weather flows. The project was coordinated with East Bay Municipal Utility District's water main replacement to reduce construction impacts. The project also includes site improvements such as new paving and landscaping. The District is replacing an old facility that was at the end of its useful life. The walnut creek location is strategic for the District because it is centrally located within the service area. List of Approved Analyses (Section V.D.4.i.ii.iii] All analyses electronically reported were conducted at the plant laboratory, except the pesticides, dioxin, polynuclear aromatic hydrocarbons (PAHs), and chronic toxicity. These analyses were performed at contract laboratories. These laboratories and the District's laboratory are certified by the Department of Health to perform these analyses. No analyses are waived. Laboratory certifications are attached in Appendix A. For dioxin analyses, CCCSD split its samples between two contract laboratories. The results reported herein are the average reported values from the two laboratories. In the case where one laboratory reported a numerical value and the other reported "Not Detected" (ND), the reported value was the average of the numerical value and detection level of the laboratory reporting the ND. In the case where the detection level of the laboratory reporting ND was higher than the numerical value, only the numerical value was reported. Drawings {Section_ V.D.51 Figure 1 is an aerial photograph with the receiving water stations delineated. Figure 2 is the treatment plant schematic with sampling locations delineated. Storm Water Pollution Prevention Plan Section V.D. All storm water is routed to the head works of the treatment plant and treated as incoming wastewater. Results of Facility Reports Review (Section V.D. CAM MantjA The operations and maintenance procedures are stored in the Plant Information Management System (PIMS). The overall content of PIMS is 150 CB, with over 100 CB stored as video. The treatment plant - specific training videos pertain to treatment plant systems, equipment upgrades and modifications. Standby Power, Emergency Sludge Storage and Unloading Facilities, and DAF Polymer Systems are the latest additions to the PIMS. Standard Operating Procedures and Guidelines continue to be updated as changes occur, usually in the form of text illustrated with embedded photos or video clips. The District continues to upgrade outdated videos and associated testing materials. Each revised video is filmed in high quality HD and incorporates the changes that have taken place since the original videos were first filmed. The PIMS also links to the administrative portion of the District's intranet and to the treatment plant geographic data interface (GDI) site, which contains information on plant construction and safety information. The website also links directly to the internet to provide information such as real time weather data, safety information, treatment plant operator certification requirements, and treatment plant remote camera displays. Contingency Plan The Central contra Costa Sanitary District contingency Plan was updated in 2010. Spill Prevention Plan The Spill Prevention Plan was 50% updated in 2010 and will be finished by March 10, 2011. Wastewater Facilities Status Report Central Contra Costa Sanitary District is well positioned to serve the residents within the service area. The Annual Budget, comprehensive Annual Financial Plan, and the Capital Improvement Plan document that the District operates and maintains its wastewater collection, treatment, and disposal facilities to ensure that all facilities are adequately staffed, supervised, financed, operated, maintained, repaired, and upgraded as necessary to provide adequate and reliable transport, treatment, and disposal of all wastewater from both existing and planned future wastewater sources within the service area. Permit Provisions Update The District is a member of the Bay Area clean Water Agencies (BACWA), and through its membership makes financial contributions for the development and support of a variety of water quality attainment strategies and studies. The District also provides support for ambient receiving water monitoring conducted by the San Francisco Estuary Institute's (SFEI's) Regional Monitoring Program (RMP).
