ISSUE: A Resolution of Application is required to request the contra costa Local
Agency Formation Commission ( LAFCO) to initiate annexation proceedings.
RECOMMENDATION: Adopt a Resolution of Application to initiate LAFCO annexation
proceedings for the revised nine (9).areas designated as District Annexation 180 and
rescind Resolution No. 2010 -028.
FINANCIAL IMPACTS: The District incurs costs to prepare annexation applications
and pays fees to LAFCO, the County Surveyor, the Department of Fish and Game, and
the State Board of Equalization for annexation processing. Annexation costs are
recovered as "annexation charges" when property is connected to the public serer
system.
AL°TER[VAT VESICONSIDERA°TIONS: The Board could decline to initiate annexation
for these areas, which would require that the property owners apply directly to LAFCO
for annexation to the District.
BACKGROUND: On May 20, 2010, the Board of Directors adopted Resolution No.
2010 -028 requesting that the Contra Costa Local Agency Formation Commission
( LAFCO) initiate annexation proceedings for District Annexation 180. Recently, the
Contra costa Assessor's Office informed staff that one (1) of the properties in Area
180 -1 (365 vernal Dr, Alamo) has already been annexed to the District as part of
District Annexation 136 (Area 6) in 1007. The contra Costa Assessor's Office also
found one unannexed parcel in the proximity of the current proposed annexation areas
that could be included in District Annexation 180. This parcel is located on Stone valley
Road, Alamo, and it will be designated as Area 180 -9. In addition, staff has concluded
that one (1) property in Area 180 -6 (977 Danville Blvd.) may not be exempt from the
California Environmental Quality Act (CEQA). As a result, staff proposes that the Board
adopt a new Resolution of Application and rescind Resolution 201 0 -028.

ALAMO AND RESCINDING 201-0 180)
In the current proposed annexation thirty (30) properties in .Alamo have been organized
into nine (9) separate "annexation areas" to eliminate `islands" within District
boundaries. Six (6) of these properties are connected to the District's public sewer
system. All of the annexation areas are within the District's Sphere of Influence (SOI)
and the county Urban Limit Line. The general location of each annexation area is
shown on Attachment 1.
Staff has drafted a Resolution of Application requesting that LAFCU initiate annexation
proceedings for the nine (9) separate areas in Alamo described below:
Annexation Area 189- -1 is comprised of three (3) existing single family homes
and one (1) government parcel on Laverock Lane, Vernal Drive and Entrada
Verde.
• Annexation Area 180 -2 is comprised of one (1) existing single family home and
one (1) vacant parcel at on Ridgewood Road.
• Annexation Area 180 -3 is comprised of eight (8) existing single family homes and
two (2) vacant parcels on Ridgewood Road.
• Annexation Area 180 -4 is comprised of one (1) existing single family home on
Stone Valley Road.
• Annexation Area 180 -5 is comprised of 'one (1) existing single - family home and
one (1) vacant parcel on Danville Boulevard.
Annexation Area 189 -8 is comprised of seven (7) existing single family homes on
Danville Boulevard, Pangburn Lane and Leona Court.
Annexation Area 189 -7 is comprised of two (2) existing single family hones on
Danville Boulevard.
® Annexation Area 180 -8 is comprised of one (1) existing single family home on
Danville Boulevard,
Annexation Area 189 -9 is comprised of one parking lot and a soccer field owned
by San Ramon Valley Unified School District on Stone Valley Rd.

ALAMO AND RESCINDING RESOLUTION • ( DISTRICT ANNEXATION 180
District staff has concluded that annexation of each property in Annexation Areas 180y -1
through 1 80--0 (inclusive) is exempt from CEQA under District CEQA Guidelines Section
15310, since each would involve annexation of existing lots for exempt facilities.
Adoption of the recommended resolution will establish the Board of Directors`
independent finding that annexation of these properties is exempt from CEQA.
RECOMMENDED BOARD ACTION: Adopt a Resolution of Application to initiate
LAFCO proceedings for District Annexation 180 including the finding that annexation of
each property in Annexation Areas 180 -1 through 180 -0 (inclusive) is exempt from
CEQA under District CEQA Guidelines Section 15310 and rescind resolution 2010 -028.
