Fiscal Impact Updates
c) CCCERA De- Pooling
On January 4, 2011, the District received a letter from the Contra Costa County
Employees' Retirement Association (CCCERA) offering the District the ability to
phase -in the impacts of de- pooling to the employer contribution rates over the
next three years. Staff has reported on this action by the CCCERA Board at
previous meetings.
Staff will be recommending that the Board decline the offer due to increased cost
and the negative impact to the District's Annual Financial Statement. A proposed
letter responding to the offer will be prepared and submitted for consideration at
the Budget and Finance Committee meeting on January 19, 2011 and to the
Board at the January 20, 2011 Board meeting.
d) No Federal Funding for the Bay Area Recycled Water
Coalition This Year
The Bay Area Recycled Water Coalition's Authorization Bill traveled far this year
but ultimately did not make it through the Senate. Senator Colburn, Republican
from Oklahoma, objected to all Title 16 authorization bills. The Coalition's plan is
to work through the same channels and reintroduce the bill in the new Congress.
The District is working to complete our Feasibility Determinations and National
Environmental Policy Act for the Concord Water Recycling Project, as that may
help us in the authorization process.
