ISSUE: Board of Directors' authorization is required for a medical leave of absence without pay in excess of 30 days. RECOMMENDATION: Authorize medical leave of absence without pay for Derhyl Houck, Maintenance Technician III, Mechanical. FINANCIAL IMPACTS: Minimal ALTERNATIVES /CONSIDERATIONS: Deny medical leave of absence without pay. BACKGROUND: Derhyl Houck, Maintenance Technician III, Mechanical, has been off work since August 4, 2003, due to a serious medical condition. Mr. Houck applied for, was granted, and used 12 weeks of Family Medical Leave. At the Board meeting of January 15, 2004, the Board approved Mr. Houck to be on medical leave of absence without pay until April 17, 2004, and at subsequent meetings extended his medical leave of absence until November 1, 2004. Mr. Houck requests extending his medical leave of absence without pay. We request extending Mr. Houck's medical leave of absence without pay until January 7, 2005. Mr. Houck's status will be reviewed at that time, or the Board will be notified of any future personnel action. RECOMMENDED BOARD ACTION: Authorize medical leave of absence without pay for Derhyl Houck, Maintenance Technician 111, Mechanical, through January 7, 2005. CONSENT CALENDAR Type of Action: HUMAN RESOURCES Subject: APPROVE PLAN TO RECRUIT STAFF ENGINEERS Submitted By: Initiating Dept✓Div.: Ann E. Farrell, Director of Engineering Engineering REVIEWED AND RECOMMENDED FOR BOARD ACTION: General ISSUE: Board authorization is required to authorize staffing and to approve a selection process as an exception to Chapter Four of the District Code. RECOMMENDATION: Authorize staff to underfill existing openings in the Engineering and Operations Departments with Staff Engineers (new college graduates) through an on- campus interview process, which would allow the District to compete with private industry in attracting the best entry level engineering candidates. FINANCIAL IMPACTS: All positions considered for underfilling will have salary ,levels higher than that of a Staff Engineer and, therefore, a salary savings will result. ALTERNATIVES /CONSIDERATIONS: Fill engineering positions through the current District procedures and re- advertise if needed until suitable candidates can be identified. BACKGROUND: The Engineering Department and the Operations Department currently have a number of vacancies at the Assistant Engineer level or above. In the District's most recent recruitment for Associate Engineer, it was found that the market is extremely competitive, and there were limited qualified candidates. Management is concerned that further recruitments may be even more difficult. Management believes a better approach would be to recruit at the Staff Engineer level, i.e., new college graduate level, and train the recruits through a rotational program to become Assistant Engineers and then move up through the organization. The use of the District standard recruiting procedures does not allow the timely recruitment needed to attract new college graduates. Therefore, it is recommended that we continue the successful procedure used in the past (in 2000 and in 2002), which is similar to private industry, where we participate in on- campus interviews as well as student recruiting activities sponsored by industry organizations, such as the California Water Environment Association, and make offers as candidates are identified. APPROVE PLAN TO RECRUIT STAFF ENGINEERS District management has met and conferred with the Management Support/Confidential Group and has received their concurrence with this proposed action. This proposal was reviewed and approved by the Board Personnel Committee at its October 14, 2004 meeting. RECOMMENDED BOARD ACTION: Authorize exception to the standard selection process and authorize staff to underfill existing openings in the Engineering and Operations Departments with Staff Engineers (new college graduates) through an on- campus interview process which allows the District to compete with private industry in attracting the best entry level engineering candidates. Alm ISSUE: Board approval is required for adoption and submission of the Federal Emergency Management Agency (FEMA) Multi- Hazard Mitigation Plan. RECOMMENDATION: Adopt the attached resolution approving the Central Contra Costa Sanitary District Multi- Hazard Mitigation Plan. FINANCIAL IMPACTS: There is no cost associated with this action; but by adopting and submitting the Multi- Hazard Mitigation Plan, the District would be eligible for FEMA assistance should such assistance be required. ALTERNATIVES /CONSIDERATIONS: Modify or decline to adopt the Multi- Hazard Emergency Mitigation Plan. BACKGROUND: The Code of Federal Regulations (44 CFR) Parts 201 and 206, requires that public agencies perform and submit a Multi- Hazard Mitigation Plan. The plan is a requirement for state and local agencies to continue or to be able to receive FEMA assistance. The plan is to document the District's assessment of hazards to the District as well as the District's vulnerability to the hazards. As a public utility district in the State of California, the District has complied with the State of California requirement for an emergency management response plan, and adopted a Comprehensive Emergency Management Plan on November 2, 1995. That plan, along with key studies performed in the intervening years, served as the basis for review and assessment of potential hazards to the District, and for development of the Multi- Hazard Mitigation Plan submitted for the Board's approval. Page 1 of 3 POSITION PAPER Board Meeting Date: November 4, 2004 subject: ADOPT FEDERAL EMERGENCY MANAGEMENT (FEMA) MULTI - HAZARD MITIGATION PLAN There is a regional planning effort spearheaded by the Association of Bay Area Governments (ABAG) in which other local public agencies are participating to develop a Regional Multi- Hazard Mitigation Plan. While it.may be determined that it would be beneficial for the District to join in that regional effort, in the interim it is recommended that the Board adopt the Central Contra Costa Sanitary District Multi- Hazard Mitigation Plan. RECOMMENDED BOARD ACTION: Adopt the attached resolution approving the Federal Emergency Management Agency (FEMA) Multi- Hazard Mitigation Plan and authorize submission of the plan. Page 2 of 3 RESOLUTION NO. 2004- RESOLUTION OF THE BOARD OF DIRECTORS OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT ADOPTING THE FEDERAL EMERGENCY MANAGEMENT AGENCY MULTI- HAZARD MITIGATION PLAN WHEREAS, there are many natural and technological hazards which threaten the Central Contra Costa Sanitary District, including earthquakes, fires, hazardous materials releases, floods, high winds and severe storms, power outages and water contamination potential; and WHEREAS, the Code of Federal Regulations (44 CFR) Parts 201 and 206, requires that public agencies perform and submit a Multi- Hazard Mitigation Plan; and WHEREAS, said Multi- Hazard Mitigation Plan is necessary for Federal Emergency Management Agency (FEMA) assistance, and sets forth critical mitigation planning; and WHEREAS, the District is a public utility district in the State of California, and has complied with the State of California requirement for an emergency response plan and adopted a Comprehensive Emergency. Management Plan on November 2, 1995, in compliance with State of California regulations; and WHEREAS, that Plan, along with other key studies performed over the intervening years, served as the basis for the assessment of potential hazards to the District and forms the basis of the Central Contra Costa Sanitary District Multi- Hazard Mitigation Plan; and NOW, THEREFORE, BE IT RESOLVED that the Central Contra Costa Sanitary District hereby adopts and submits a Multi- Hazard Mitigation Plan in compliance with the Code of Federal Regulations and Federal Emergency Management Agency (FEMA) requirements.
