RECOMMENDATION- Accept the subject Grant of Easement.
FINANCIAL IMPACTS• Compensation in the amount of $250 has already been paid.
BACKGROUND: While preparing to quitclaim an easement to the property owner of 12
Southwood Drive, Orinda, staff discovered that another public sewer on the same
property was partially outside its easement (map attached). The portion of the sewer
outside the easement was a new segment built as part of the South Orinda Sewer
Improvements Project. To accommodate the new segment, the existing easement had to
be lengthened by five feet and widened by one foot (total new area = 88 square feet).
Staff has reached a settlement with the property owners that includes compensation in
the amount of $250 for the additional easement area needed. Funds for the purchase of
right of way were included in the South Orinda Sewer Improvements Project.
Staff concluded that this transaction is exempt from the California Environmental Quality
Act (CEQA) under District CEQA Guidelines Section 18.6, since it involves a minor
alteration in land use limitations. Acceptance of this Grant of Easement will establish the
Board of Director's independent finding that this action is exempt from CEQA.

ISSUE: Board approval is required for the District to accept Grants of Easements.
RECOMMENDATION: Accept the subject Grants of Easements.
FINANCIAL IMPACTS: A $250 transaction fee has been paid to two owners, the third
Grant of Easement was at no charge.
BACKGROUND: The subject Grants of Easements are post construction easements for
the Lakewood Sewer Renovation Project in Walnut Creek (map attached). Some of the
sewer segments included in the project were in properties that lacked recorded
easements. The facilities were originally built via rights defined in the subdivision's
Covenants, Conditions, and Restrictions. The District relied on these rights and any
acquired prescriptive rights to accomplish the renovation project. The fact that these
property rights were not recorded and did not appear on land titles created confusion with
some owners.
To avoid similar confusion with future maintenance or construction projects, staff has
been perfecting the District's easement rights through these properties by recording
Grants of Easements. This action will provide public notice of our easements, properly
delineate their location, and define our existing rights. A transaction fee of $250 was
offered for signed and returned Grants of Easements.
The Grant of Easement from Dennis and Michelle Downs (map attached) is being granted
as a replacement for an existing easement that is to be quitclaimed. The sewer on this

easement was still needed to accommodate the sewer's new location.

BACKGROUND: In 1997 the District replaced a sewer located in backyards of properties
on Southwood Drive, Orinda. The existing sewer along a creek bank was abandoned and
replaced with a sewer further away from the creek bank and deeper into the backyards
of the Southwood Drive properties (map attached). Quitclaiming the easements for the
abandoned sewer should be done by the District to remove them from the titles of the
properties.
Staff concluded that this transaction is exempt from the California Environmental Quality
Act (CEQA) under District CEQA Guidelines Section 18.6, since it involves a minor
alteration in land use limitations. Approval of these quitclaims will establish the Board of
Director's independent finding that this action is exempt from CEQA.

ISSUE: The District has received petitions for annexation for the parcels as shown on the
attached tabulation and maps. It is appropriate to initiate formal annexation proceedings
with the Local Agency Formation Commission ( LAFCO).
RECOMMENDATION: Adopt a Resolution of Application for the annexation of properties
to Central Contra Costa Sanitary District under District Annexation 150.
FINANCIAL IMPACTS: None related to this action.
ALTERNATIVES /CONSIDERATIONS: Not applicable.
BACKGROUND: The owners of the properties listed in Attachment 1 have petitioned for
their properties to be annexed to the District. These properties are located in Martinez,
Alamo, Danville, Orinda, and Walnut Creek. LAFCO has indicated that it may add
adjoining unannexed parcels to the separate areas the District submits to eliminate islands
or straighten boundary lines. The District will hold a public hearing to consider annexation
of any parcel added by LAFCO.
RECOMMENDED BOARD ACTION: Adopt a Resolution of Application for District
Annexation 150.

Pipeline Rehabilitation, (DP 5328) in Martinez and the work is now ready for acceptance.
RECOMMENDATION: Accept the contract work for the Martinez Transmission Sewer
Project - Pipeline Rehabilitation and authorize the filing of the Notice of Completion.
FINANCIAL IMPACTS: None related to this action.
ALTERNATIVES /CONSIDERATIONS: Not applicable. Filing the Notice of Completion is
advisable under the California Civil Code Section 3093.
BACKGROUND: The sewage conveyance system from the city of Martinez to the
treatment plant includes three miles of reinforced concrete gravity sewer pipes (see
Attachment 1 for project location). The gravity sewers, junction structures, and manholes
have been subjected to corrosive conditions and needed to be protected from further
corrosion to prolong their life.
The Martinez Transmission Sewer Project - Pipeline Rehabilitation, consisted of replacing
approximately 180 feet of deteriorated 36 -inch diameter reinforced concrete pipe and
providing a corrosion resistant epoxy coating to the interior of three junction structures
and sixteen standard trunk manholes. On September 2, 1999, the Board of Directors
(Board) authorized the award of a contract for construction of the project to D'Arcy and
Harty Construction, Inc. of San Francisco. Notice to Proceed was issued on October 12,
1999, and the contract work was completed on April 13, 2000.

ISSUE: On April 19, 2000, sealed bids were received for construction of the Household
Hazardous Waste Collection Facility Improvements Project ( HHWCF), District Project No.
8180. The Board of Directors must authorize award of the contract or reject bids within
50 days of the bid opening.
RECOMMENDATION: Authorize award of a construction contract.
FINANCIAL IMPACTS: An additional allocation of $355,000, including bid price,
contingency, and construction management costs will be required to complete the project.
ALTERNATIVES /CONSIDERATIONS: Reject all bids.
BACKGROUND: The HHWCF began operation on October 25, 1997. After the first six
months of operation, a Performance Evaluation and an On -Site Audit were conducted by
EMCON, a HHW operations and facilities design consultant to identify opportunities to
improve operations and reduce costs. Several capital improvements were recommended
in the Audit Report. In addition, HHWCF staff has identified a number of needed
improvements for work flow, and safety enhancement.
Plans and specifications for the project were completed by a team of District staff and
NPG Engineering, Inc. (NPG) personnel. The project was advertised on February 8 and 14,
2000.. Nine bids, ranging from a low of $249,750 to a high of $363,000, were received
on April 19, 2000. The engineer's pre -bid estimate for the construction contract was
$275,000. A summary of the bids is shown in Attachment 1. Engineering staff
conducted a commercial and technical evaluation of the bids, and concluded that RemCon,
is the lowest responsible bidder with their bid of $249,750.

Construction management will be performed by a team of District staff and NPG. A
professional services agreement has been negotiated with NPG to provide construction
support and inspection services with a cost ceiling of $34,000.
The additional allocation of funds required to complete the project is $355,000, as shown
in Attachment 2. The proposed final project budget is $401,000. The project is included
in the Fiscal Years 1999 -2000 & 2000 -2001 Capital Improvement Budget (CIB) beginning
at page GI -27. The total project cost estimate of $100,000 presented in the CIB was
prepared prior to completion of predesign of the project. During predesign, the project
team, with input from EMCON, the Fire Marshal and an industrial hygienist, identified the
need to expand several project elements including:
♦ Providing more extensive ventilation improvements for the sorting room, and the
latex paint and flammables bulking areas than originally envisioned;
♦ Enlarging the new drum /bin storage area and providing an additional delivery
driveway, gate and security fencing;
♦ Providing a larger, more permanent flammables bulking area separated from the
main building;
♦ Adding a canopy matching the appearance of the existing HHWCF building over the
new flammables bulking and empty drum /bin storage areas;
♦ Providing pump -out piping with quick- connect couplings and an air relief valve for
the underground Secondary Containment Tank;
♦ Relocating roof leader and storm drain catch basins and piping.
These expanded project elements are needed to reduce costs by optimizing operational
efficiency, provide adequate storage, and improve the sorting and bulking area's working
environment.
Staff has conducted a cash flow evaluation of the proposed project budget and has
concluded that adequate funds are available for the project. Other planned capital

improvement project schedules may require adjustment if cash flow becomes critical in
the future.
Staff has determined that this project is exempt from the California Environmental Quality
Act (CEQA) under District CEQA Guidelines, Section 18.2, since it involves minor
alterations to existing facilities with no increase in capacity. Board of Directors' approval
of this project will constitute an independent finding that this project is exempt from
CEQA.
RECOMMENDED BOARD ACTION: Authorize award of a construction contract in the
amount of $249,750 for the construction of the Household Hazardous Waste Collection
Facility Improvements Project (DP 8180) to RemCon, the lowest responsible bidder.

ISSUE: Landfill leachate is generated from the normal operation of landfills and continues
to be generated through the closure and post - closure periods of a landfill facility. The
Acme Landfill located in Martinez, California and operated by Acme Fill Corporation (Acme)
generates landfill leachate that must be properly managed to protect the public and the
environment. Discharge of treated landfill leachate to the sanitary sewer system provides
a cost - effective strategy to properly manage the leachate generated during closure and
post - closure periods. Board of Directors authorization is required for the General Manager
to execute permit contracts.
RECOMMENDATION: Authorize the General Manager to execute the Permit Contract with
Acme Fill Corporation regarding the acceptance of treated leachate.
FINANCIAL IMPACTS: No adverse financial impacts are anticipated from entering into this
contractual agreement with Acme. Source Control, laboratory, and legal costs are
recovered for billable activities (e.g. staff hours or analyses performed). Treatment plant
and collection system costs are recovered through the assessment of the Sewer Service
Charge using the industrial billing formula in the District Code with the Biochemical Oxygen
Demand (BOD) strength being calculated as a multiplier of the effluent COD concentration.
Acme is required through the Permit Contract to maintain a specified minimum level of
liability insurance coverage and to post and maintain a bond to cover unanticipated costs
associated with an upset of the treatment plant operations, or damage to CCCSD
equipment or structures, that results from accepting Acme's treated landfill leachate.
ALTERNATIVES /CONSIDERATIONS: Two primary alternatives were considered: to not
accept the treated leachate; or to authorize the discharge of treated leachate through the
existing Class II Industrial User Permit Program. Neither alternative were considered to
be preferred over the proposed Permit Contract for the following reasons.

treatment works (POTW) includes serving industrial dischargers. The closure of landfills
requires that the leachate be handled through some means. Pretreatment and disposal to
a POTW is the most common means of handling this wastewater. Multiple layers of state
and local regulatory agencies incorporated into the Acme landfill closure requirements that
high quality pretreated leachate would be discharged to CCCSD as the approved disposal
method. Both Acme and the regulatory agencies deemed discharge of pretreated leachate
to the District to be the most cost - effective and environmentally sound disposal
alternative. Settlement of the Acme Lawsuit is premised on disposal of the leachate to
CCCSD, provided Acme continues to meet the stringent District pretreatment
requirements.
The alternative permitting mechanism to authorize the discharge of treated leachate was
determined to not be as protective of the District's operation and revenue recovery. A
Class II IU Permit relies solely on the District's Local Limits whereas the Permit Contract
enables lower discharge limits for existing parameters, or discharge limits for additional
parameters, to be established.
BACKGROUND: Acme pretreated landfill leachate has been accepted by the District since
the early 1990's, first through pilot testing programs and, subsequently through the
existing Permit Contract issued in 1994. The pilot testing programs were required by the
District to demonstrate that the leachate could be adequately treated so that it would not
present a pass- through or upset problem for the District. The pilot tests and subsequent
studies demonstrated that Acme could do so. The conditions of the initial Permit Contract
were drafted to very protective of the District and to allow for modifications to the
discharge conditions in the event of changes to the regulations or other circumstances
requiring imposition of modified pretreatment requirements. The conditions of the original
Permit Contract remain in effect through administrative actions extending the original
Permit Contract term.
After an initial start -up period, Acme has been able to successfully operate the
pretreatment facility in such a manner as to be in basic compliance with our pretreatment
requirements. Within the last three years, only minor compliance issues have arisen. This

Permit Contract attempts to take into account and improve on the protections in the
original Permit Contract, with consideration of Acme's performance history, and the need
to address certain additional issues.
The Permit Contract presented in this position paper contains the following significant
changes over the current Permit Contract:
• The term of the Permit Contract is three (3) years;
• The sources of acceptable wastewater are expanded to include East Parcel
leachate and seeps, and monitoring well purge water from locations within the
landfill;
• The flow limitations have been modified to allow some flow periods greater than
25 gpm while maintaining a monthly average of 25 gpm;
• The Permit Contract contains an option to change the discharge flow rates from
a steady 25 gpm average monthly flow throughout the year to adjusted seasonal
flows of less than 25 gpm monthly average in the summer months (high demand
for reclaimed water) and more than 25 gpm in the winter months (low reclaimed
water demand and high flows through the treatment plant) if such a change in flow
rates is beneficial to the District's operations;
• Exceedence fees for Total Suspended Solids (TSS) in the effluent which were
established through formal enforcement actions are contained in the Permit
Contract document;
• Percent COD removal standards with exceedence fees are established with an
option for Acme to undertake a demonstration project to conclusively demonstrate
the effect of Powder Activated Carbon (PAC) on the measured COD removal;
• Requirement to install a discrete sampling structure or a functional equivalent to
enable District monitoring to be conducted without advance notice of Acme;

• The self- monitoring program required by Acme (contained in Exhibit A) is modified
with reduction in frequency of monitoring for certain parameters and deletion of
several parameters determined to not be present in the treated leachate based on
more than 5 years of monitoring data.
As with previous the Permit Contract, this Permit Contract includes conditions which allow
the District to change the leachate monitoring parameters or effluent limits to protect
District facilities and operations, or to meet new regulatory requirements. The District
also has the right to suspend or terminate the leachate discharge if acceptance of the
treated leachate affects the District's ability to meet NPDES limits, results in the District's
treatment plant being classified as a hazardous waste treatment facility, or affects the
District's ability to reclaim water.
Staff has concluded that approval of this contract is exempt from the California
Environmental Quality Act (CEQA) on several grounds.
• CEQA Guidelines Section 15308 provides an exemption where a regulatory agency
which is authorized by state or local ordinance to assure the maintenance or
protection of the environment takes action to effect such a purpose. The execution
of a Permit Contract with Acme Fill Corporation is intended to maintain and protect
the waters and other aspects of the environment.
• Public Resources Code Section 21080(b)(16) exempts projects undertaken by a local
agency to implement a rule of a state agency action under a certified regulatory
program. Part of the intent in entering into the Permit Contract is to enable Acme to
comply with a Regional Water Quality Control Board's Clean Up and Abatement
Order.
• CEQA Guidelines Section 15061(b)(3) provides an exemption for projects where it can
be said with certainty that there is no possibility for significant effect on the
environment. Given the pretreatment standards included in the proposed Permit
Contract, such is the case.

Repair one of four centrifuges that is presently out of service at an estimated cost of
$75,000 and charge the work to the Plant Operations Department Operations and
Maintenance Budget. This would take approximately 22 weeks and would restore the
dewatering capacity but would not provide service life extension nor improved
dewatering.
2. Upgrade all four of the existing centrifuges, while making repairs and incorporating the
technological improvements the manufacturer has developed since the centrifuges were
placed into service by the District in 1988, and purchase critical spare parts. This work
will significantly extend the life of these machines and produce a drier product that will
require less fuel to incinerate. The upgrade cost, as shown in Attachment 1, is
estimated to be $1,300,000. (Recommended Alternative)

3. Redesign the dewatering system that could incorporate new equipment from other
potentially qualified manufacturers. The estimated cost to design and construct a new
system would exceed $14,000,000.
BACKGROUND: The Plant Operations Department (POD) operates four Alfa -Laval
Model PM 75000 dewatering centrifuges to dewater sludge; the dewatered sludge is then
pumped to the multiple -hearth furnaces for incineration. Both the centrifuges and pumps have
been in operation since 1988; the combination of centrifuges and pumps was selected because
they produced an acceptably dry sludge cake and minimized odor potential through the
dewatering process.
During the 12 years the centrifuges have been in service, one of the centrifuges (on a rotating
basis) has been out of service for repairs much of the time. This is not unexpected because
centrifuges are high- speed, high- maintenance equipment that have some parts with long lead
times. Two operating centrifuges are required to provide the necessary dewatering capacity.
Recently, one of the centrifuges had a failure that requires replacement of major components,
indicating that significant reconditioning is required of all four machines. Since 1988, Alfa -Laval
Separation, Inc., has developed technology to upgrade Model PM 75000 centrifuges to
produce a drier sludge cake, to be more reliable, to be easier to maintain, and to extend the
service life of the centrifuges.
The recommended project elements include the repair, reconditioning, and upgrade of an out -
of- service centrifuge; reconditioning and upgrade of the remaining three centrifuges to current
dewatering standards using unique technology developed by Alfa -Laval Separation, Inc.; the
purchase of a complete spare rotating assembly that will also incorporate Alfa -Laval
Separation's latest technology; and the purchase of one spare main -drive and one spare back -
drive electric motor. The spare units and assemblies will provide almost immediate
replacement and uninterrupted service. This work has been initiated as District Project 6151
and is included in the draft Capital Improvement Budget Addendum.
Specifically, approval is sought to sole source the modifications, upgrades, and repairs of the
four Alfa -Laval centrifuges to Alfa -Laval Separation, Inc., using shop facilities in Houston,
Texas, and Philadelphia, Pennsylvania.

exempt from CEQA.
RECOMMENDED BOARD ACTION: Adopt a resolution finding that pursuant to the Public
Contracts Code and District Purchasing Standard S -013, entering into a series of contracts with
Alfa -Laval Separation, Inc., is required to provide the District with reliable dewatering capacity.
The resolution also includes a finding that the public interest is best served by utilizing the
unique technology that Alfa -Laval Separation, Inc., the supplier of the District's existing four
centrifuges, has developed to upgrade these specific machines. The resolution also states that
the District's dewatering capacity is presently reduced by one fourth, and time is of the essence
to return these machines to full capability so the District's mission of treating sewage can
continue to be properly fulfilled.
Authorize the General Manager to execute a series of contracts with Alfa -Laval Separation,
Inc., to accomplish this work.
Approve the sole sourcing of the described upgrades, modification, and repairs to four Alfa -
Laval PM 75000 centrifuges at the repair facilities of Alfa -Laval Separation, Inc., and
incorporate Alfa -Laval Separation's latest technological developments to improve performance
and reliability.

A RESOLUTION APPROVING A DEWATERING UPGRADE PROJECT
WHEREAS, the Central Contra Costa Sanitary District's (District) Purchasing
Standard, S -013, Bids, provides that in those cases involving a unique or novel product
application required to be used in the public interest, a governmental entity may specify such
unique or novel product as an appropriate sole source; and
WHEREAS, the District has four Alfa -Laval Separation, Inc., Model PM 75000
dewatering centrifuges and one centrifuge is out of service and in need of immediate repair,
reducing the District's dewatering capacity by one - fourth; and
WHEREAS, the proprietary technology incorporated in the Alfa -Laval Separation, Inc.,
current technology can be furnished and incorporated in the District's four existing Alfa -Laval
dewatering centrifuges and can be upgraded by Alfa -Laval Separation, Inc., to extend the life
of the centrifuges and to increase sludge cake dryness; and
WHEREAS, Section 3400(b) of the California Public Contract Code provides that a
particular material, product, name brand, item, or service may be purchased without the
necessity of competitive bidding when the governmental body of the public entity makes a
finding by resolution that the designated material, product, thing, or service being purchased
to match existing and utilize proprietary technology, and is only available through a single or
sole source, may be made; and
WHEREAS, staff analysis concludes that the District can significantly benefit from
entering into agreements with Alfa -Laval Separation, Inc., to upgrade, modify, and repair the
District's dewatering centrifuges with current state -of- the -art technology, which is proprietary;
and
WHEREAS, staff analysis further concludes that the public interest in achieving the most
cost - effective, practical upgrade and repair alternative is by using this application in the
District's treatment plant, which requires using the unique and proprietary technology offered
by Alfa -Laval Separation, Inc., as a sole supplier.

2000. Members of the bargaining unit ratified the agreement on April 13, 2000. Final approval
by the Board of Directors is required.
RECOMMENDATION: Adopt the M.O.U. with the Employees' Association, Public Employees'
Union, Local One effective April 18, 2000 through April 17, 2003.
FINANCIAL IMPACTS: The cost of additional salary and benefit adjustments for negotiated
changes in the Fiscal Year 2000 -2001 as described below is approximately $625,000.
ALTERNATIVES /CONSIDERATIONS: Based on Board input at its meeting of April 20, 2000,
no further alternatives need be presented.
BACKGROUND: The M.O.U. between the District and the Employees' Association, Public
Employees' Union, Local One expired on April 17, 2000. Board representatives and
representatives of Local One have met to discuss changes to the existing agreement.
Tentative agreement between the parties was reached on April 12, 2000 prior to the expiration
of the contract. The Union membership ratified the tentative agreement on April 13, 2000. The
Board was notified of the status of the negotiations in Closed Session at its Board meeting on
April 20, 2000.

disability insurance and safety shoes will be implemented.
The Union should be commended for the professional manner in which they participated
in the negotiations. They made a significant effort to achieve an agreement which
represented the interests of both parties.

ISSUE: The Board reviewed the personnel needs of the District for Fiscal Year 2000 -2001
at its April 6, 2000, meeting. Accordingly, staff is submitting the Personnel Budget for
Board approval.
BACKGROUND: Each department has reviewed its staffing requirements for Fiscal Year
2000 -2001. The Personnel Budget includes departmental overviews providing summary
information, personnel actions taken during Fiscal Year 1999 -2000, requested changes
and their justifications, organizational charts reflecting current staffing and proposed
changes, and new job classification descriptions.
The attached summary sheet highlights the effect of each department's staffing requests
on the number of total authorized positions in the District and the costs in salaries and
benefits. As shown in the summary, the total number of authorized regular positions in
the District will remain the same as last year. Eight Co -op student positions are requested
this year which are two fewer than last year.
The salaries and wages in the 2000 -2001 O & M Departmental Budgets will increase from
the previous year due to the anticipated cost -of- living salary adjustments and any merit
and longevity increases scheduled in 2000 -2001.
Local One was invited to meet and confer on those items that were negotiable, but
informed staff they did not feel it was necessary to meet.

ISSUE: Board approval is required to create and add new positions; and adopt Snd

RECOMMENDATION: Create and add two Engineering Assistant II positions; delete two
Engineering Assistant 1 /II positions; adopt the job classification descriptions for
Engineering Assistant I and Engineering Assistant II; and amend the Engineering Assistant
III job classification description.
FINANCIAL IMPACTS: If an Engineering Assistant II is hired instead of an Engineering
Assistant I, the difference would be $8,236 for the first eighteen months of the
appointment; none thereafter.
ALTERNATIVES /CONSIDERATIONS: Retain the current classifications and job
assignments for Engineering Assistant I, II and III.
BACKGROUND: In the Personnel Budget for Fiscal Year 2000 -2001, the Engineering
Department combines the Sewer Service Charge Section with the Permit Section, and
reclassifies former Sewer Service Charge Technician Brenda Wener to the position of
Engineering Assistant I. These actions are proposed to alleviate staffing problems caused
by lack of trained staff due to a retirement in the Permit Section and a termination in the
Sewer Service Charge Section. Combining the staffs also provides cross training,
emergency backup of critical functions, streamlines work processes, reduces redundancies
and errors, and helps to standardize record keeping and policy application.
By combining these duties, the jobs become more complex. The experience and
qualification demands of the Engineering Assistant II level position have been amended

from eighteen months experience as an Engineering Assistant I at the District to four years
of technical engineering work, including two years involving work comparable to that of
an Engineering Assistant I at the District, and thus, these positions no longer meet the
criteria of the Personnel Advancement policy, which is eighteen months at an entry level
position. Therefore, these classes will be removed from the Personnel Advancement
Policy. District management has met and conferred with the Public Employees' Union,
Local No. One and obtained agreement to this concept as part of the negotiations for the
2000 -2003 Memorandum of Understanding.
The proposed staffing levels in the newly combined Permit & Sewer Service Charge
Section are shown on the attached organizational chart. The two current Engineering
Assistant 1 /II positions would become Engineering Assistant Ils, providing customer service
at a full journey level. It is necessary to provide new job classification descriptions for
Engineering Assistant I, Engineering Assistant 11, and Engineering Assistant III; these are
attached.
RECOMMENDED BOARD ACTION: Create and add two Engineering Assistant II positions;
delete two Engineering Assistant 1 /II positions; adopt the job classification descriptions for
Engineering Assistant I and Engineering Assistant II; and amend the Engineering Assistant

inspections and enforce District regulations relating to construction of public and private
sewers; inspect construction work performed on District structures, materials,
instruments, and appurtenances as assigned; manage complex databases and administer
programs including, but not limited to, sewer service charges, land use and system

DISTINGUISHING CHARACTERISTICS
This is a specialized, advanced engineering class which recognizes work requiring
significant technical skills and knowledge. Positions assigned to the class of Engineering
Assistant III work with a minimum degree of supervision, using established procedures,
guidelines, and District policies. Depending on assignment, work may involve moderately
complex design work, research on a variety of District projects, right -of -way identification
and acquisition, contract administration, construction inspection and /or development plan
review and comment, using established review criteria, operation of various survey

Respond to inquiries, ar-d requests and complaints, requiring the use of tact, judgment and
the interpretation of standards, policies and procedures; prepare letters and other forms
of correspondence.
Process and route plans submitted by engineers for the construction and modification of
facilities.
Research, compile, and relay information regarding inspection activities to outside
contractors and other District staff.
Perform a variety of special projects as assigned; collect and organize data and back -up
materials in conjunction with inspection studies and reports.
Respond to a variety of technical and routine inquiries and requests from the general
public including outside contractors regarding construction plans, specifications, and

EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical way to obtain
the knowledge and abilities would be:
Experience:
Five years of increasingly responsible experience in technical engineering
work, one year of which involving work comparable to that of an
Engineering Assistant #4 II, including two years of experience in inspection
of sewage treatment, industrial or public works facilities or comparable
complexity when assigned to Inspection.
Education:
Equivalent to an Associate of Science degree in engineering or closely
related field.
LICENSES AND CERTIFICATES
May need to possess a valid California Driver's License as required by the position.
When assigned to Inspection, must possess a valid California Driver's License.
A Land Surveyor in Training (L.S.I.T.) certificate is desirable for those working
principally in the area of survey services.
