Authorize the General Manager-Chief Engineer to execute an agreement with John Carollo Engineers for design of improvements to the Orinda Crossroads/Moraga Pump Stations, District Project 4667 2. Authorize the General Manager-Chief Engineer to execute a contract amendment with ESA, Inc. to prepare the Contra Costa Blvd. Relief Inter- ceptor Project and "A" Line Right-of- Way Acquisition Project EIR (District Project 4271) VII.
