The question and response is provided below: 1. A full accounting of the annex roofing project was requested as well as an explanation on payments to David Deutscher Co. See attached memo from Jim Warrington, Purchasing Manager. C' .-') Property Management Agreement Property Management Agreement # 030140, held by David Deutscher Co., allows for the property manager to perform or manage repair, maintenance, alteration, modernization and redecoration work on our leased property. The District does so, as it is a more efficient and cost-effective way to address repair/improvement work. So, the property management firm, at our direction, contracts to have this work performed, supervises and inspects the work, and pays the contractors once the work was complete. We then reimburse the property management firm the cost plus a 10% project management fee. That fee is also specified in the property management agreement. As required by the agreement, as the cost exceeded $1,500.99, I gave prior written consent for the Annex roofing work to be done. The work of replacing two of the Annex's six roof levels was originally estimated to be $36,801.00. However, the total roofing costs came to $53,865.59. The extra costs were due to discovery of extra work when the project was underway, specifically; 1) the removal and replacement of electrical conduit that was discovered to be imbedded in the old roofing material as it is was replaced ($13, 695) and, 2) dry rot repairs ($481.49). These costs include the 10% cost to have the property manager supervise these repairs. This work is complete. No additional roofing work, other than minor repairs, is expected until 2011 when it is likely that several of the other levels may need replacement. Provision for this has been made in the District Rental Property Improvement Project budget, which has been created to implement rental property projects necessary to protect the life of these properties. Also, on page 21 of the new Expenditure List, new charges for David Deutscher are included.
