ADJOURNMENT A "41 Recycled Paper Central Contra Costa Sanitary District February 9, 2007 TO: FROM: BOARD BUDGET AND FINANCE COMMITTEE RANDALL MUSGRAVES f-~M DEBBIE RATCLIFF ~ SUBJECT: January 29,2007 Finance Committee Meeting There was one outstanding question from the last Board Budget and Finance Committee meeting which required additional staff research. The question and answer is provided below: 1. Page 9, 164441 Redwood Coast Petroleum -Is this the same company as Golden Gate and is this company in financial trouble? Redwood Coast Petroleum is a separate company from Golden Gate. Golden Gate is a mobile distributor of gas and oil. We no longer use this company. Staff is not aware of any financial concerns surrounding Redwood Coast Petroleum. 2. Do we accept propane tanks at the Household Hazardous Waste Facility for free? Please see the attached write-up from Curt Swanson. February 6, 2007 C. Swanson/D. Wyatt Propane Tanks The HHWCF has been accepting propane tanks since we opened in 1997. Until last year, the District was able to recycle these at no charge. In March 2006, vendors began charging to take these tanks. Our current vendor charges the following rates, which includes pick up at our location: Under 5 gallons - $2 5 gallons in good condition - $2 5 gallons in bad condition - $3 > 5 gallon, but < 10gallon - $7 Customers that have tanks larger than 5 gallons are now referred to Suburban Propane in Concord. Suburban charges $5 to take propane tanks. Propane tank volumes and costs over the past 5 years: YEAR NUMBER OF TANKS COST TO DISTRICT FY2002-03 1,410 tanks (118 per month) $0 FY2003-04 1,570 tanks (131 per month) $0 FY2004-05 1,023 tanks (85 per month) $0 FY2005-06 843 tanks (70 per month) $464 FY2006-07 408 tanks to date (58 per month) $568 The projected cost for the current year is $970 and is based on a total of 700 tanks. The number of propane tanks that are collected at the HHWCF has decreased over the past few years as customers have now acquired newer tanks that conform to recent safety codes. Staff uses the leftover propane from the collected tanks to fill our propane- powered forklift at the HHWCF. Staff has never paid to refuel the forklift. Staff does not recommend charging for disposal of propane tanks. The order of magnitude of the cost, less than $1000, is modest compared to the $1,550,000 operating budget for the HHWCF. The HHWCF is not set up to collect cash. Residents pay for the HHWCF through the sewer service charge. Central Contra Costa Sanitary District February 9,2007 TO: Board Finance Committee FROM: Randy MusgravesP,t1M Debbie Ratcliff ...o~ SUBJECT: External Auditor Proposals Attached is a list of the five audit companies that responded to the District's Request for Quotation. Staff will review this information with the Finance Committee at the regularly scheduled meeting on February 14, 2007, with the goal of narrowing the list to the top two or three audit firms. Staff recommends that the Board Finance Committee participate in the interview process, which is tentatively scheduled for the February 26,2007, Board Finance Committee Meeting.
