ORINDA
PROBLEM: DISTRICT SEWERING PROJECT 2338, MUTH DRIVE, ORINDA has been
completed by J & W Pipelines, Inc., and the Notice of Completion may be
executed.
RECOMMENDATION: Accept District Sewering Project 2338 and execute the Notice
of Completion.

SUBJECT: ACCEPTANCE OF EASEMENT AT A COST OF $100 FROM
CHARLES E. LABAT, JOB NO. X1579, PARCEL 26,
WALNUT CREEK AREA
BACKGROUND: The District's existing sewer main and manhole serving
Mr. Labat and others, encroaches upon the northeastern portion (340
sq. ft.) of Mr. Labat's property. No easement exists and he wanted us
to move our facilities or pay him the amount this would cost (he
had an estimate of $1,527.16 from Pioneer Underground, Inc.).
Special District Counsel was authorized to write a letter to attorney
for Mr. Labat, offering $100 for the 340 sq. ft. of required easement
and if not acceptable, to proceed with condemnation. The condemnation
was filed and as a result Mr. Labat has granted, out of court, the
necessary easement for the originally offered $100.
RECOMMENDATION: Acceptance of easement at a cost of $100 and authorize
recording.

SUBJECT: REQUEST AUTHORIZATION TO EMPLOY JOHN GRIFFIN ON A
TEMPORARY BAS IS AT AN HOURLY WAGE OF $4. 55 PER HOUR
EFFECTIVE APRIL 8, 1977.
PROBLEM: Ken Roan, our maintenance equipment mechanic, has undergone
surgery and will be off work through the month of April.
BACKGROUND: We only have two men working in our shop, so Ken's absence
is really felt. John Griffin has worked as a shop assistant in our
summer work program for the past two years and would be coming back in
May again this year. Because we need some help right away, I'd like
to bring him in now.
RECOMMENDATION: Approve request to employ John Griffin.

SUBJECT: APPOINTMENT OF JAMES NAIL TO POSITION OF PLANT ATTENDANT
SALARY RANGE R46, ($884), EFFECTIVE APRIL 1, 1977
Problem: A vacancy exists in the operations department due to an employee
termination.
Background: Mr. James Nail's placement on the current plant attendant
eligibility list is No. 3 with No. 1 held by Ramona Macaluso who has waived
appointment to the position and placement No. 2 held by Gregory Walker
which is held pending reprimand on misconduct while working as a C.E.T.A.
on-the-job training employee.
James Nail originally placed eighteenth on the eligibility list with an
overall grade of 86.33 per cent.
Recommendation: James Nail be appointed to the Plant Attendant position,
salary range 46A, ($884), effective April 1, 1977.
