ISSUE: A need has been identified to lease a number of trailers for the
duration of the new office building contract.
BACKGROUND: The concept of "Trailer City" has been previously discussed.
During the construction of the new office building, it will be necessary
to lease seven additional trailers to house Plant Operations and Construc-
tion Division personnel. The four existing trailers which Metcalf & Eddy,
Special Projects and Construction Division Inspection occupy will remain.
The new trailers will be leased from 8 to 18 months.
Engineering, drafting, and other preparatory work is necessary to bring
utilities to the trailers and to arrange for leasing of the trailers. It
is estimated that this "desigrl'work will cost approximately $20,000.
RECOMMENDATION: Authorize $20,000 for the development of "Trailer City"
Project No. 3520.

APPROVE AGREEMENT WITH THE CITY OF CONCORD FOR ACQUISI-
TION OF SANITARY SEWER IMPROVEMENTS THROUGH ASSESSMENT

ISSUE: The Bond Counsel for the above-referenced assessment district has
forwarded an agreement for approval by the District.
BACKGROUND: Assessment District No. 67 is located north of Highway 4,
west of Port Chicago Highway on Industrial Way. All improvements in this
Assessment District have been installed by Bedford Associates, Inc.
Public sanitary sewers have been accepted by this District.
The Assessment District is being used by the developer (Bedford) to finance
the public improvements. Bond Counsel advises that an agreement is
necessary between the City of Concord and CCCSD to officially transfer
ownership of the sewer system to this District through the Assessment
District.
RECOMMENDATION: Approve agreement with the City of Concord for acquisition
of sanitary sewer improvements through Assessment District No. 67, Concord
Diablo Industrial Park.

CONSIDER GARBAGE FRANCHISEES' REQUESTS FOR RATE INCREASES

ISSUE: Applications for garbage rate increases have been received from Valley
Disposal Service, Inc. and its wholly-owned subsidiaries, Diablo Disposal Service, Inc.,
and Lafayette Garbage Disposal Service, Inc., and from Orinda-Moraga Disposal Service,
Inc., for consideration by the Board of Directors.
BACKGROUND: An across-the-board 15% rate increase has been applied for by Valley
Disposal Service, Inc. and each subsidiary to be effective April 1, 1981. Orinda-
Moraga Disposal Service, Inc. has submitted an application for a 17% rate increase
effective April 1, 1981. All of these garbage franchisees were authorized rate
increases as of April 1, 1980 by the Board of Directors.
The firm of Fox & Company, Certified Public Accountants, was commissioned to perform
the review of the rate increase applications. A copy of the report on the results of
their review is transmitted herewith.
RECOMMENDATION: Consider the results of the review of the rate increase applicationsan
schedule a Public Hearing on April 9, 1981.
