ISSUE: Executive Parkway, Bishop Drive & Camino Ramon, new roads in
proposed Subdivision 5967, run along a portion of an existing District
sewer easement. These roads will be dedicated to the County for public
use when the subdivision map is filed.
BAC~ROUND: The County requires a Consent to Dedication whenever a new
road is dedicated to the County for public use if said road encroaches
upon an existing easement.
This is our standard consent document, the District retains prior rights.
RECOMMENDATION: Approval, execute document and authorize its recording
by the County.

BACKGROUN): A digital control class is being offered by the Hellman Associates
Tutorial Short Courses Program in Palo Alto May 4-6, 1981. It is felt that Michael
Johnson, Control Systems Engineer for the Plant Operations Department would greatly
benefit from this training. The material covered in this class will be applicable to the
redesign of the Solids Conditioning Building furnace Control System and will assist Mr.
Johnson in reviewing "Fix and Finish" design changes. There are sufficient funds in the
Plant Operations Department Employee Education account to cover this expenditure.
RECOMMENJATlON: Authorize Michael Johnson, Control Systems Engineer to
attend a digital control class at a cost of $750.00.

MEMORANDUM TO: Robert A. Baker, Manager, Plant Operations

SUBJECT: DIGITAL CONTROL INSTRUCTION
I would like permission and funding to attend a three-day class
entitled, "Digital Control," May 4-6, 1981. The cost is $695.
My control education consists primarily of experience gained
on the job. As such I have had little exposure to modern mathematical
approaches to control system design and application.
This class would give me knowledge to make better use of the
District's control computer and speed up my efforts to understand
certain interactions in the system.
I feel that the District would rapidly regain the investment
of funds for this class by my increased productivity and more accurate
control of the computer.

ISSUE: Additional temporary office space is required at the Treatment Plant
BACKGROUND: The Board has previously recognized the need for additional temporary
office space at the Treatment Plant and has previously authorized $60,000 for
engineering and lease of trailers. A further $60,000 is estimated to complete
the work, which consists of:
1. Installing water, sewers, telephone, electrical power, computer hookup,
and walkways.
2. Relocating four (4) existing trailers.
3. Relocating equipment, furniture, and personnel.
4. Construction management.
This work is required prior to the start of construction of the new Headquarters
Office Building.
A copy of the Summary of Estimated Costs is attached.
RECOMMENDATION: Authorize $60,000 in additional funds to complete Trailer City.

ISSUE: The existing natural gas line at the Treatment Plant must be relocated
in order to start construction on the new Headquarters Office Building. Additionally,
the natural gas line must be cathodically protected.
BACKGROUND: This project consists of installation of a cathodic protection system
for existing underground high and low pressure natural gas service and distribution
pipelines, relocation and modifications of an existing natural gas pressure reducing
station, and other related work at the Wastewater Treatment Plant. It is necessary
that this project be completed prior to the start of the new Headquarters Office
Building construction, because the existing natural gas line is located in the area
to be occupied by the Headquarters Office Building.
The Engineer's estimate of cost, including Construction Management, is $50,000.
RECOMMENDATION: Approve Contract Documents and authorize public advertising
for bids for District Project 3516.

ISSUE: The amended Draft EIR for the sewer extension in Lake Orinda Highlands area
prepared by Mr. Thomas Lavin's consultant is ready for presentation to the Board.
Staff has determined that the amended Draft EIR is acceptable for review and
recommends that the Board take the actions contained in the next paragraph:
RECOMMENDATIONS:
1. Make a finding that the amended Draft EIR is in order and that it
reflects the independent judgment of the District.
2. Instruct staff to file a Notice of Completion (attached) with the
Secretary for Resources.
3. Instruct staff to mail a copy of the Notice of Completion and the amended
Draft EIR to all public agencies which reviewed the original draft report, and a
copy of the Notice of Completion to owners located contiguous to the proposed
project and others requesting such notice.

ISSUE: Because of the proposed sewer line extension on El Toyonal/Alta Vista
Roads by Mr. Thomas Lavin, the local homeowners' association has asked the
Orinda Association and its planning committee to consider in detail the
overall planning impact of any sewer extension in the area. The planning
committee intends to develop a specific plan for the area so it will be
better able to anticipate and plan for the development which will most
likely follow any sewer main extension. The Orinda Association is therefore
asking for an eight month sewer moratorium for this area while their planning
committee has time to develop a specific plan.
RECOMMENDATION: Staff recommends that no action be taken at the present
time on the moratorium for the following reasons:
1. The existing 3 lots in Mr. Lavin's project are legally buildable.
The lots can be developed at any time provided sewers are made
available. No additional agency action is required other than
obtaining building permits.
2. The Lavin project has been considered by this District for the
last 6 months and any added delay of up to 8 months by an issue
existing for years, would be unwarranted. With a maximum of 8
potential building sites adjacent to the project sewer, the
development of any or all of these lots would have minor affect
in terms of the major concerns of the existing homeowners in the
area.
3. The District should not delay a project based on a planning issue
of another public agency when the project itself requires no
direct approval of a planning body.

ISSUE: The Project Contractor, D. W. Young Construction Company, has
satisfactorily completed work and District is ready to file the Notice of
Completion. The total construction cost of the Project is $92,044.88.
BACKGROUND: On September 29, 1980, District entered into an agreement with
D. W. Young for the Additions and Modifications to the Sludge Handling Facility,
DSP-3399. The Contractor satisfactorily completed all construction work on
April 10, 1981, including all change order and punch list items. The District
took over actual operation of the system on February 15, 1981, shortly before
the scheduled completion date by Contract.
RECOMMENDATION: The following Board actions are recommended:
1. Acceptance of the Contract Work for DSP-3399.
2. Authorization for filing a Notice of Completion with the Contra
Costa County Recorder.
3. Authorization of final payment to be made to the Contractor 35 days
after the Notice filing date if no claims are received.
