Collection System Engineering BACKGROUND: On May 15, 1981, the Board authorized staff to advertise for bids for subject project. Bids were received June 17, 1981 and summarized on the attached tabulation. Low bid was by Wilson Pacific Construction, at $79,900.00, 105% of the Engineer's Estimate. There were minor discrepencies in all of the bid proposals as follows: 1) Wilson Pacific - Unit price in words omitted. 2) D.W. Young - Unit price in words omJtted. Did not include addendum. 3) Monterey Mechanical - Unit price in words omitted. Did not include addendum. 4) Pacific Mechanical - Item 3 price extension incorrect. Did not sign addendum. 5) Danze11 - Did not sign addendum. The discrepency in apparent low bid proposal does not result in an alteration of the proposal total. A post bid-preconstruct ion cost estimate is attached. Total project cost at this estimate is $109,500.00. K. Barker Construction ISSUE: Plant Operations' needs require that Holding Basin "C" be cleaned out in order to provide additional wet weather flow and emergency bypass holding basin capacity. BACKGROUND: For the period June, 1976 to December, 1980, Holding Basin "C" was used as the receiving basin for the Contra Costa County Water District generated alum sludge. In order to ascertain the scope of work and costs for dewatering and removal of the alum sludge, it is proposed that an investigation be performed by Contra Costa Topsoil. This firm has had extensive experience in removing digester sludge from District's holding basins. Additionally, Contra Costa Topsoil is most economically located to perform the investigatory work, since the work is sporadic in that it is related to sun drying of the alum sludge. The work is planned to be performed on a time and equipment basis with signed daily cost sheets in accordance with the attached schedule of rates. BACKGROUND: Two public storage buildings encroach 2.15 feet into the existing 15 feet in width District sewer easement. An 8-inch sewer main was installed in said 15 feet in width easement. Normally we would obtain a 10 foot wide easement for an 8-inch sewer main. Staff has determined that quitclaiming the eastern 2.25 feet of said 15 foot easement will leave sufficient easement width for the maintenance and operation of our existing facilities. RECOMMENDATION: Approval, execute Quitclaim Deed and authorize its recording. Now that there is an agreement with the County to share tax revenues, these parcels can be processed for formal annexation. BACKGROUND: The Local Agency Formation Commission (LAFC) has requested that the District submit no more than 10 separate areas under anyone proceeding to avoid over-loading their schedule. This is the second group of 10 parcels to be sent to LAFC for processing. LAFC has indicated that they may add adjoining unannexed parcels to the separate areas we submit, to eliminate islands or straighten boundary lines. Ten District manholes will need adjustment because of this construction. This request is for funds to have this work done. BACKGROUND: The County's contractor on this project has submitted a price of $1160.00 per manhole for the adjustments. I believe this is a good price, the alternative is to do it with District forces and we couldn1t do it for this amount. The $4,600.00 will be forwarded to the County to administer and pay for the work. RECOMMENDATION: Authorize $4,600 from sewer construction for structure adjustment on Tassajara Road, Danville. Funasaki, Finance Officer SUBJECT: 1981-1982 OPERATIONS AND MAINTENANCE BUDGET REVIEW OF SPECIFIC ACCOUNTS A review of the District salaries and wages and employee benefits accounts contained in the 1981-1982 Operations and Maintenance Budget has been performed to determine their reasonableness. Salaries and Wages Salaries and wages are budgeted by each department based on a listing of all employees on roll as of April 1981 at current wage rates and adjusted by the following: o salary step increases which will occur during the 1981-1982 fiscal year o overtime and premium pay o staffing changes approved in the Personnel Budget o vacancies in authorized positions resulting from hiring lags o effect of payment for accrued vacation. sick leave and compensatory overtime balances paid upon retirement o a 4t% across-the-board wage increase provision effective July 1, 1981. The major uncertainties in the budgeted salaries and wages are the effect of unanticipated terminations and the hiring lag for replacements or new hires. Provision for payments to retirees for accumulated vacation and sick leave balances in 1981-1982 total approximately $42,000; as retirement decisions have not been definitely made. the budgeted provision is a known uncertainty. The budgeting of salaries and wages in the manner described can be relied on to produce reasonabJy accunate totals as witness the budgeted salaries and wages for 1980-1981 compared to the projected actual results of $6.357,342 and $6,167,621. respectively; the overbudgeted amount of $189,721 represents a difference of 3%. The amounts budgeted for medical and health insurancet dental insurancet and life insurance are based on premium rates which are known for the 1981- 1982 fiscal year. Variances from budget which will occur because of term- inations and new hires which are not anticipated will have a minor effect on the total District expenditures for these benefits. Worker's compensation insurancet state unemployment insurancet retirement plan contributiont long term disability insurance and deferred compensation plan contribution are based on the application of known rates to budgeted salaries and wages. Variances from budgeted salaries and wages will produce a related variance within these accounts. Worker's compensation insurance is budgeted at an inordinately low amount as a dividend of $59,000 is included based On information received from the State Compensation Fund. Additional employee benefits wouldt of course, have a direct incremental effect. Conclusion Based on the present assumptions related to wage increase rates and the level and type of employee benefits providedt it is my conclusion that the budgeted salaries and wages and related employee benefits provided in the 1981-1982 Operations and Maintenance Budget are reasonably established. Accounting Division ISSUE: The District Code and State law requires adoption of a resolution setting the Environmental Quality Charges for 1981-1982, followed by a public hearing for their collection on the tax roll. BACKGROUND: The collection of the Environmental Quality Charges on the Contra Costa County tax roll is considered the most effective method for the District to employ. The District will continue to collect the EQC from some commercial and industrial users of the District's system and all tax-exempt properties by direct billing. RECOMMENDATION: Adopt a resolution establishing the Environmental Quality Charges for 1981-1982, and set a public hearing date to consider their collection on the tax roll for July 2, 1981, with further consideration of the EQC rates at that hearing. Accounting Division ISSUE: The District's 1981-1982 Operations and Maintenance Budget expenditures must be provided by revenues and, if required, transfers from available reserves. The Environmental Qual ity Charge rate must be reviewed in consideration of the 1981-1982 Operations and Maintenance Budget to determine the extent to which the rate should be revised. BACKGROUND: At the June 11, 1981 Board Meeting, a proposed 1981-1982 EQC rate of $121, representing a 15.2% increase, was approved. A summary of EQC rates for the three previous fiscal years and the application of reserves to cover deficits is presented as Attachment 1; additionally, the 1981-1982 budgeted revenues and expenditures are shown before and after appli- cation of the proposed EQC rate, as well as a projection of the EQC rate required in 1982-1983 assuming a 14% increase in expenditures. RECOMMENDATION: Adopt the proposed EQC rate of $121 per year for residential users and an equivalent increase of 15.2% for all other users. McCoy INITIATING DEPT./DIV. Collection System Engineering BACKGROUND: As of June 16, 1981, the District has three (3) delinquent sewer service charge accounts (see attached list). Two of the property owners have failed to pay 1980-1981 sewer service charges, whereas the third property owner is delinquent in past year charges which were not identified and billed until this year. A ten per cent penalty has been assessed on two of the delinquent accounts due to failure of the property owners to respond to numerous letters from the District. The remaining property owner has requested having the sewer service charge placed on the tax roll based on special circumstances, consequently, no penalty has been assessed. A public hearing is legally required to place the delinquent sewer service charges on the tax roll for collection. RECOMMENDATION: The Board should adopt a resolution directing the preparation of a written report, the giving of notice and the holding of a hearing on July 2, 1981 regarding the placing of delinquent sewer service charges on the tax roll.
