ISSUE: Minor Subdivision 58-79 adjoins the western line of Danville Blvd. The subdivider is dedicating a 5 feet in width strip of land to the County for future road widening. The 5-foot strip lies within an existing District easement. BACKGROUND: The County requires a Consent to Dedication whenever an area dedicated for public road purposes encroaches upon an existing easement. This is our standard consent document, the District retains prior rights. RECOMMENDATION: Approval, execute document and authorize its recording by the County. Engineering/Collection System BACKGROUND: The State has revised the UT 106.75.2 to include a requirement that contractors must comply with regulations relative to nondiscrimination in Federally-Assisted Programs. This require- ment does not apply to District forces. The original agreement was executed March 6, 1980. This project is a relocation of District facilities to accommodate the State Relocation of Oak Park, 680 Inter- change. RECOMMENDATION: Execute revised agreement, UT 106.75.2. DOLAN General Manager-Chief Engineer DATE May 30, 1980 SUBJECT TYPE OF ACTION APPROVE MEMBERSHIP IN ASSOCIATION OF METROPOLITAN SEWERAGE AGENCIES (AMSA) AND AUTHORIZE $1500 FOR FIRST YEAR AND ONE-HALF DUES AUTHORIZE FUNDS SUBMITTED BY Jay S. McCoy INITIATING DEPT./DIV. Engineering/Collection System BACKGROUND: AMSA is fast becoming an effective agency in dealing with the Federal bureaucracy. It is comprised of large cities and sewerage districts. An agency must serve a minimum of 250,000 people to qualify for membership. Participation in activities which AMSA is pursuing such as a workable pretreatment program, more useful EPA research, reevaluation of advanced waste treatment/water quality standards policies and elimination of ICR requirements will provide a valuable asset to this District. Dues are approximately $1,000 per year for this agency based on a calendar year with a provision for payment of a half-year's dues for this year if CCCSD joins before July 1, 1980. RECOMMENDATION: Approve membership in the Association of Metropolitan Sewerage Agencies and authorize $1500 for payment of dues for the remainder of calendar year 1980 and all of calendar year 1981. Administration/Accounting BACKGROUND: The Board of Directors approved the placement of the 1980-1981 property insurance coverage through Kaine and McAuliffe at the Board Meeting on May 29, 1980. Kaine and McAuliffe recommends that the District consider obtaining insurance to cover the incremental expenses incurred during the period of restoration follow- ing a property loss. The "extra expense" coverage would insure the excess of the total expenses during the restoration period over and above the total expenses that would normally have been incurred to conduct operations during the same period had no damage or destruction occurred. This coverage would have insured the incremental expense of operating the temporary boilers in the recent Solids Conditioning Build- ing explosion. A firm quotation of $2,500 for $500,000 of coverage with a $25,000 self-retention limit has been obtained by the broker. A copy of the extra expense insurance policy is attached. RECOMMENDATION: Authorize the addition of $500,000 extra expense insurance coverage for a premium of $2,500 to the District's property insurance for 1980-1981. DOLAN General Manager-Chief Engineer DATE June 2, 1980 SUBJECT TYPE OF ACTION REVIEW OF SCHEMATIC DESIGN DRAWINGS FOR THE INTERIOR OF THE NEW OFFICE BUILDING REVIEW OF PLANS SUBMITTED BY Jay McCoy INITIATING DEPT./DIV. Engineering/Collection Sys. BACKGROUND: MWM has been working with staff on the layout of spaces and offices for the new building. Drawings will be presented at the Board Meeting for discussion. These drawings show the functional relationship of offices and work spaces that has been reviewed extensively bv District staff and is considered to be the most desirable layout. In the near future, drawings showing exterior designs and a cost estimate will be presented to the Board. After review of the interior and exterior drawings and the cost estimate, the final schematic design drawings will be submitted for Board approval. RECOMMENDATION: Review and comment upon schematic drawings for interior of new office building. NB- 8a. 6 5/80 DATE June 2. 1980 SUBJECT REQUEST AUTHORIZATION OF $29,700 FROM SEWER CONSTRUCTION FOR REROOFING THE DISTRICT OFFICE BUILDING IN WALNUT CREEK TYPE OF ACTION CAPITAL IMPROVEMENT SUBMITTED BY Robert H. Collection System Operations ISSUE: This request is for authorization to have the deteriorating roof (8,250 sq. ft.) on the District office building replaced. BACKGROUND: The present roof is 23 years old and has given excellent service. However, we have made many repairs over the last few years and this past winter had severe leakage in the building. The chance of getting any long term results from continuing maintenance is marginal. The new roof shall be bonded by the roofing manufacturer for 20 years. This bond will provide for the cost of repairs of leaks to the entire roofing system installed under this contact. This excludes leaks at existing flashings and miscellaneous metal work reused in the work. RECOMMENDATION: Authorize $29,700 from sewer construction funds for reroofing the District office building and authorize for bids to be received. BACKGROUND: Because of the deteriorating condition of the District office building roof, a request has been made to replace it. The plans and specifications must be approved before the project can be implemented. RECOMMENDATION: Approve plans and specifcations for reroofing the District office building. DOLAN General Manager-Chief Engineer DATE June 5, 1980 SUBJECT APPROVE DISTRICT BOUNDARY REORGANIZATION AT THE TREATMENT PLANT TYPE OF ACTION ANNEXATION AND DETACHMENT SUBMITTED BY Jay McCoy INITIATING DEPT./DIV. Engineering/Collection Sys. ISSUE: The southern portion of the 1.15 acre parcel of land which this District intends to use as a Construction Engineering office site is presently within the Mt. View Sanitary District. This parcel will gravity serve into our own public system, and therefore it should be included within this District's boundaries. BACKGROUND: District staff has contacted Mt. View Sanitary District regarding this matter. Mt. View has agreed to the proposed detachment subject to a concurrent detachment of a .143 acre parcel that is presently within this District's boundary and annexation of said parcel to Mt. View Sanitary District. The parcel that Mt. View Sanitary District wants to annex will become part of a larger parcel of land which will be served by their public system.
