ISSUE: The purchase of this equipment was authorized in the 1980/1981 District
budget.
BACKGROUND: Ingersoll-Rand submitted a bid of $6,326.10 without trade for
this unit. They offered $180.50 for our old compressor which we have declined.
The trailer on the old compressor is worth more than $180.50 to us.
RECOMMENDATION: Award bid of $6,326.10 for the purchase of a trailer mounted
air compressor to Ingersoll-Rand Corporation.

BACKGROUND: The architect (M~~) has prepared more detailed
plans for the new District Office Building, meeting room and
the renovation of the existing Plant Administration Building
office space areas. These design development stage drawings
show specific office space layout, interior cross-sections,
exterior elevations, with a general site plan showing related
roadway and parking lot improvements. Miscellaneous con-
struction details are also included on the plans.
In addition to the plans, the architect has submitted an
outline of the project specifications and an updated cost
estimate.
RECOMMENDATION: Review plans and provide comments. Approval
of design development stage plans, specification outline and
cost estimate will be requested at September 4, 1980 Board
Meeting to enable architect to proceed with preparation of
working drawings.

ISSUE: The purchase of this equipment was authorized in the 1980/1981
District budget.
BACKGROUND: San Rafael Equipment Company submitted a bid of $16,614.00
without trade for this unit. They offered $266.25 in trade for our O'Brien
rodder which we declined. They offered a dual control alternate with a
$239.63 deduction which we accepted. We did not purchase certain accessories
which reduced our cost by another $905.25. The final figure $15,469.12 is
within the budget authorization.
RECOMMENDATION: Award bid of $15,469.12 for the purchase of a trailer
mounted hydraulic sewer rodder to San Rafael Equipment Company.

ISSUE: The subject easement is required to provide sewer service to
the Camino Las Juntas - Little Lane Area of Pleasant Hill.
BACKGROUND: The board executed the subject easement on July 3, 1980.
The United States Water and Power Resources Service, Mid-Pacific Region,
executed the easement on July 30, 1980. The easement has been returned
to this District for our acceptance and recording.
RECOMMENDATION: Pass resolution accepting contract and Grant of Easement
and authorize its recording.

BACKGROUND: The sealed bids for the District Main Office Re-roofing project
will be opened on September 10, 1980. The next Board Meeting is scheduled
for September 18, 1980.
Authorizing the President of the Board of Directors to award the contract
to the lowest bidder would allow the project to proceed eight days earl ier,
increasing the probability for favorable weather prior to the wet weather
season.
This authorization would not include the right to waive irregularitles
nor to award to anyone other than the lowest bidder.
RECOMMENDATION: Authorize the President of the Board of Directors to award
a contract to the lowest bidder on the District Main Office Re-roofing Project,
DSP 3386, provided there are no complications in the bidding procedure.

ISSUE: Blackhawk Road, a County Road, is being widened 12 feet by a
deed to the County. This l2-foot widening crosses an existing 10 feet
wide District sewer easement.
BACKGROUND: The county requires a "Consent to Execution of Deed" whenever
a parcel of land is deeded to the County for public use if said parcel
encroaches upon an existing easement.
This is our standard "consent to execution of deed" document; the District
retains prior rights.
RECOMMENDATION: Approval, execute document and authorize its recording
by the County.

for future public streets to be known as Annalisa Drive, Plaza Del

The subject property lies over an existing District sewer easement.
BACKGROUND: The county requires "Consent to Execution of Deed" whenever
a parcel of land is deeded to the County for public use if said parcel
encroaches upon an existing easement.
This is our standard "consent to execution of deed" document; the
District retains prior rights.
RECOMMENDATION: Approval, execute document and authorize its recording

Issue: One of the plant's Sharples centrifuges is worn out and needs to be repaired.
Background: The Sharples centrifuges are essential equipment for the dewatering and
disposal of sludge. Bids were formally advertised for the repair of the unit. One
bid was received from General Electric in the amount of $30,732.31 for this work.
General Electric is the licensed representative of Sharples for this work. $30,000
was budgeted in the 1980-81 budget for this work in Account 7-068, Outside Repairs.
Recommendation: Acceptance of bid of $30,732.31 by General Electric Apparatus
Service Division for the repair of the Sharples centrifuge and authorization to
General Electric Apparatus Service Division to proceed with the work.
