Weddl e SUBMITTED BY ISSUE: From time to time there is a need for engineering specialty services related to complex technical problems at the Treatment Plant. BACKGROUND: The District has worked with Bechtel, Inc., to develop an agreement that could be used to provide technical services on an hourly charge to handle complex engineering problems outside the capabilities of our own staff. The attached agreement is the product of negotiations between Bechtel and CCCSD and has been reviewed and approved by District Counsel. This agreement would cover tasks done by Bechtel as requested by CCCSD. It is the intention of the staff to request approval of the Board before using Bechtel Services under this agreement, except in emergencies. RECOMMENDATION: Authorize the President of the Board to sign the agreement. ENGINEERING/COLLECTION SYSTEM SUBMITTED BY ISSUE: Concord Industrial Park is dedicating property to the County for future public streets to be known as Annalisa Drive, Plaza Del Sol, Gateway Drive and Commercial Drive. The subject property 1 ies over an existing District sewer easement. BACKGROUND: The District Board of Directors executed a IIConsent to Execution of Deedll for this same area on September 4, 1980, at the request of the Developer. The County has requested that the District execute the subject IIConsent to Dedicationll instead, because it is against their policy to accept a deed at this time. The County requires a IIConsent to Dedicationll whenever a parcel of land is dedicated to the County for publ ic use if said parcel encroaches upon an existing easement. This is our standard "Consent to Dedicationll document; the District retains prior rights. RECOMMENDATION: Approval, execute document and authorize its recording by the County. BACKGROUND: The property owners have met with District staff and they have made requested modifications to the design of the subject wooden decks so that the deck supports are outside of the easement area and the decks cantilever over portions of the District easement. Staff has determined that the improvements do not interfere with the present use of our sewer, however, if it should become an interference, the agreement requires the property owner to remove the structure within 30 days of notice to do so. Stratton Road will be dedicated to the County for public use when the subdivision map is f i 1 ed. BACKGROUND: The County requires a Consent to Dedication whenever a new road is dedicated to the County for public use if said road encroaches upon an existing easement. This is our standard consent document, the District retains prior rights. RECOMMENDATION: Approval, execute document and authorize its recording by the County. ENGINEERING/COLLECTION SYSTEM This District received a petition for annexation in May, 1980 covering properties in the Lake Orinda Highlands area. Since the properties are not contiguous to the District boundary and since a sewer main extension would be required to serve the properties and since the area has been controversial in the past, it was determined that an environmental impact report would be required. Staff took the position that the lead agency for the annexation is LAFCO. Four months later, after a number of phone conversations and letters, LAFCO still contends that CCCSD should be the lead agency on a project concept including both the annexation of the properties and the public sewer extension to serve said properties. District Counsel has sent a letter to LAFCO (copy attached) once again stating that LAFCO would be the appropriate lead agency for the annexation. The proponents of the annexation have been very patient but they are becoming more concerned over the amount of time it is taking to process their annexation petition. It is appropriate for some action to be taken. Staff proposes that the Board authorize the inclusion of the properties in question in the next formal annexation to the District under the concept that LAFCO will be the lead agency for the annexation. Furthermore, CCCSD will be the lead agency for the sewer extension and in keeping with the IITheissenll project, an EIR will be required for the new sewer extension project. RECOMMENDATION: Authorize P.A. 80~34 to be included in the next formal annexation to the District. DOLAN General Manager-Chief Engineer DATE Sept. 12, 1980 SUBJECT DESIGN DEVELOPMENT DRAWINGS/OUTLINE SPECIFICATIONS AND COST ESTIMATE FOR NEW DISTRICT OFFICE BUILDING (DSP 3000) TYPE OF ACTION APPROVAL SUBMITTED BY JAY MCCOY INITIATING DEPT./DIV. ENGINEERING/COLLECTION SYSTEM BACKGROUND: The architect (MWM) presented design development drawings, outline specifications and a partial cost estimate for the new District Office Building at the August 28 Board Meeting for review and comment. In addition, several optional meeting room configurations were presented for discussion. The architect was requested to make a detailed review of the cost estimate to confirm various quantities and unit prices as well as evaluate the possibility of achieving a cost savings by incorporating perimeter wall columns in the building design. Additional information was also to be presented to the Board concerning the meeting room arrangements currently being used by other agencies (Cities of Antioch, Reno, Seaside and Concord were mentioned.) As requested by the Board, the architect has reviewed and modified the cost estimate thereby insuring that the unit prices and quantities used are based on the best available information. A review of the basic building design was also performed to evaluate the cost savings associ- ated with the use of additional perimeter columns in lieu of cantilever steel design. This analysis indicated that approximately $6,000 might be saved with the perimeter column option. Another alternative was investigated involving a reduction in the column spacing from 40 feet to 30 feet together with the use of perimeter columns. The analysis of this option suggests a possible total savings of $20,000, however, the new column locations would require a major reevaluation of the office space layout to eliminate column/workspace conflicts and garage parking problems. In the long term, the flexibility for future office space revisions would be greatly sacrificed. District staff and the architect have investigated meeting room configu- rations in use by other agencies. These layouts will be presented for Board information and comment relative to the design desired in the proposed new District meeting room. MCCOY INIE~GlmEW{~lrf)~'OLLECT I ON SYSTEM The attached agreement has been prepared to cover $23,408.03 of electrical work which CCCWD has requested this District to include in the contract for the renovation of the holding basins. By the agreement, CCCWD will pay CCCSD the estimated cost of the work ($23,408.03) prior to any work being done. Once the agreement is approved and the money is received, CCCSDwill issue the holding basin contractor a notice to proceed on said CCCWD work which has been included under bid items in the holding basin contract. Any adjustment in final costs will be made at the completion of the contract. BACKGROUND: The original easement was created in 1964 to serve a Local Improvement District. With the filing of Subdivison 4879, the subject easement bisected Lot 18 of said subdivision. The original pipe has been abandoned and a new pipe has been installed along the northern boundary of said Lot 18, this relocation will permit Lot 18 to be used as a building site. The property owners have granted a replacement easement to the District in the new location. The property owners have paid our quitclaim processing fee and cost of relocation.
