BACKGROUND: The subject easement was created to serve Lot 10 of Subdivision 4604 with a public sewer main. District staff has now determined that Lot 10 can be served by a private sewer lateral across said Lot 9. The owner of Lot 9 has agreed to this change and will grant a private sewer easement to replace the subject easement. RECOMMENDATION: Approval, execute Quitclaim Deed and authorize its recording. Querio, owners of Assessors Parcel number 159-100-03, have requested this District to quitclaim the portion of an existing public sewer easement which lies within their property. BACKGROUND: The sewer trunk which was located within the subject easement has been relocated to accommodate the widening of State Highway 4. Therefore, the subject easement is no longer required for District purposes. The property owner has paid our quitclaim processing fee of $75.00. DOLAN General Manager-Chief Engineer DATE December 2, 1980 SUBJECT EAST BAY FORD TRUCK SALES, INC. REQUEST TO WITHDRAW BID TO SUPPLY THE DISTRICT WITH FOUR COURIER TRUCKS TYPE OF ACTION 1980-81 Vehicle Bids SUBMITTED BY Robert H. Hinkson INITIATING DEPT./DIV. Collection System Operations ISSUE: East Bay Ford Truck Sales, Inc. was awarded the bid to supply the District with these trucks on November 6, 1980 for $23,259.00. They submitted a corrected bid of $24,813.00 because of pricing errors which was denied by the Board on November 20, 1980. They are now asking to withdraw their corrected bid by submitting additional information to substantiate their mistake. BACKGROUND: East Bay Ford states that they did not have the correct pricing on the 1981 models they quoted the District. They used the cost of the 1980 model plus what they understood the increase would be on 1981 models ($205.00). They have submitted an invoice on a 1980 model that is close to our specifications with their bid calculations on it. They have also submitted a copy of the worksheet and price 1 ist used for the correct pricing. The invoice indicates that the basic wholesale price for the 1980 Courier is $4,460.81 per unit. Adding the $205.00 increase, East Bay Ford anticipated a basic wholesale cost of $4,660.81 per unit for 1981 model Couriers. The correct pricing they subsequently found out was $5,255.47, an increase of $594.66 per unit over their estimate. I believe this substantially illustrates their error and that they be allow to withdraw their bid. RECOMMENDATION: Approve the withdrawal of East Bay Ford Truck Sales, Inc. bid to supply the District with four Courier trucks. REVIEWED AND RECOMMENDED FOR BOARD ACTION INITIATING DEPT./DIV. DOLAN General Manager-Chief Engineer DATE November 17, 1980 SUBJECT AUTHORIZATION OF $1,700 FOR THE INSTALLATION OF RAILING AROUND THE ROOF HATCH ON THE SOLIDS CONDITIONING BUILDING TYPE OF ACTION Capital Expenditure SUBMITTED BY D. G. Niles INITIATING DEPT./DIV. Plant Operations Department Issue: The roof hatch on the Solids Conditioning Building is not in conformance with CAL/OSHA requirements. Background: During an inspection tour the District Safety Consultant, Al Barnes, noted that the railing installation on the stairs to the roof hatch and around the roof hatch does not conform to the requirements of CAL/OSHA. The roof hatch access is routinely used by Plant Operations personnel for equipment that must be maintained on the roof. The Special Projects Engineering Division has a recommendation for railing installation that will comply with the requirements of CAL/OSHA. The cost of this construction is approximately $1,700. Recommendation: Authorization of $1,700 for the installation of railing for the roof hatch in the Solids Conditioning Building. DOLAN General Manager-Chief Engineer DATE SUBJECT December 2, 1980 TYPE OF ACTION AUTHORIZATION OF $600 FOR PURCHASE OF METAL SHELVING UNITS FOR STORAGE OF INACTIVE FILES CAPITAL IMPROVEMENTS SUBMITTED BY Clyde M. Hopkins INITIATING DEPT./DIV. ADMINISTRATION ISSUE: The District currently has numerous inactive files in the damp unheated metal building at the rear of the Office Site and in other unsatisfactory locations. These files must be moved to dry storage at the Treatment Plant for protection from further damage. BACKGROUND: The subject files have been necessarily removed from our filing vaults in the Main Office to make room for current files. Since there is no designated space within our present facility for such files, these files have been placed in cardboard files and boxes and stored wherever space was available. Excessive moisture and dust in addition to poor handling has caused serious deterioration to these files and they must be moved to a better storage and filing space at the Plant for protection from further damage. Good space is available at the Plant, but heavy duty steel shelving must be purchased and installed for satisfactory storage of these files. RECOMMENDATION: Approve expenditures up to $600 for steel shelving for storage of itJact ive. fi 1 es. Plant Operations Department Issue: The Plant Operations Department requests that $3,000 be allocated to purchase a microprocessor testing system and to send Kenneth Moon, Maintenance Technician I I I, Instrumentation, to a three-day school in Newport Beach, Cal ifornia for training on the use of the system. Background: The Treatment Plant computer control system has 20 field microprocessors which are a necessary link in the control system operation. Due to a construction/ design deficiency the field microprocessors are in poor environments, being exposed to heat and dust; consequently, failure rates in the field microprocessors are increasing and are severely taxing the ability of the plant staff to keep the system operational. The requested funds will provide for the purchase of a computer diagnostic system which will indicate which component in a field microprocessor has failed. This will reduce the time necessary to troubleshoot field microprocessor problems and will improve the reliability of field microprocessor repair work. The computer diagnostic system is a specialized piece of equipment, so factory training is necessary for the Central Contra Costa Sanitary District to be able to util ize the system. Recommendation: Authorize $3,000 for the purchase of a computer field microprocessor diagnostic system and a three-day factory training session for Kenneth Moon, Maintenance Technician I I I, Instrumentation. DOLAN General Manager-Chief Engineer DATE December 2 1980 TYPE OF ACTION Authorization of Sewer Construction Funds SUBJECT AUTHORIZE THE USE OF SEWER CONSTRUCTION FUNDS FOR INTERIM IMPROVEMENTS TO CHLORINE AND SULFUR DIOXIDE FACILITIES AT THE TREATMENT PLANT. SUBMITTED BY INITIATING DEPT./DIV. John Larson, Senior Engineer-Project Manage ent Special Projects Engineering Division BACKGROUND Kennedy/Jenks Engineers are currently conducting a study of Central Contra Costa Sanitary District's Chlorine and Sulfur Dioxide Facilities. Based on their observations interim improvements to both the safety and security of both systems have been recom- mended. The recommended improvements are: 1. Provide a sulfur dioxide leak detector and emergency alarm at the sulfur dioxide storage area, 2. provide a security fence around the sulfur dioxide storage tank, 3. provide seismic restraint for the sulfur dioxide storage tank, and ~. provide automatic shutoff valves and emergency alarm at the chlorine storage facility. The cost of the interim improvements is estimated to be $38,500 for the design and construction. The work would be accomplished by District forces, Kennedy/Jenks Engineers, and various contractors. The existing Kennedy/Jenks agreement, dated August 4, 1980, does not include design services for interim improvements in the Scope of Work. The cost ceiling should be increased by $8,500 to cover this design effort. RECOMMENDATION Authorize the use of sewer construction funds for interim improvements to the chlorine and sulfur dioxide facilities at the Treatment Plant. Authorize the General Manager-Chief Engieer to execute an amendment to the Kennedy/Jenks Agreement increasing the cost ceiling by $8,500 to cover the design effort.
