Administrative/Purchasing ISSUE: One vehicle was authorized on August 26, 1982 by the District Board for the Treatment Plant Operations Department; staff work has been completed, and we hereby recommend to the Board that the purchase be approved. BACKGROUND: Formal public bidding started October 13, 1982 with bid opening on October 27, 1982. Four bids were received. A technical and commercial evaluation was conducted which showed that Parker Robb Chevrolet was the lowest responsive and responsible bidder meeting all of the District's criteria and is under the approved dollar 1 imitation of $7,394.64. We recommend the purchase of the 'IAlternate" bid vehicle (special government package) based upon the fact that the extras worth about $400 included in the alternate bid makes it the lowest cost for value received for the District and therefore complies with the rule to award to the lowest responsible and responsive bidder. Please note that Anderson Olds-GMC submitted an exception of white as their color. The cost to the District for outside painting to green is about $100.00. As regards the other bidders, Sun Valley, Anderson, and Fitzpatrick were deemed non-responsive to the District's bid request and their bids should be rejected for the reasons outlined on the tabulation enclosure. Administrative Department ISSUE: The Central Contra Costa Sanitary District is required to establish its' appropriations limit in accordance with Article XrrIB of the California Constitution. BACKGROUND: At the October 21, 1982 Board Meeting, the Board of Directors authorized posting a public notice of the availability of documentation in support of the District's appropriations limit. As required by statute, the public notice was made at least fifteen days prior to the November 17, 1982, Board Meeting at which adoption of the appropriations limit is recommended. The Sewer Construction Fund (Capital Fund) appropriations limit is $7,266,875 for the 1982-1983 fiscal year. RECOMMENDATION: Adopt a resolution establishing the Sewer Construction Fund appropriations limit in the amount of $7,266,875 for the 1982-1983 fiscal year. DOLAN General Manager-Chief Engineer DATE November 15, 1982 SUBJECT APPROVE AMENDMENT NO. 3 TO AGREEMENT WITH JOHN CAROLLO ENGINEERS FOR THE FINAL DESIGN OF SLUDGE DEWATERING FACILITIES AND AUTHORIZE $734,454 IN SEWER CONSTRUCTIO TYPE OF ACTION APPROVE CONTRACT AMEND- MENT, AUTHORIZE FUNDS Jim Hi 11 INITIATING DEPT./DIV. Engineering Division SUBMITTED BY ISSUE: Approval is required for Amendment No.3 to the John Carollo Engineers Agreement. Additional funds are required for continuation of the Stage 5B Project. BACKGROUND: The District began preliminary design of the Stage 5B Project in February, 1982. The Stage 5B Project will provide conventional secondary treatment and sludge incineration for wastewater flows up to 45 MGD. The project consists of the following five major elements: hydraulic capacity expansion, sludge thickening, sludge dewatering, emergency power improvements, and other facility improvements as discussed in the Facilities Plan Supplement John Carollo Engineers was authorized to proceed with final design of the hydraul ic capacity element on June 3, 1982, and to proceed with final design of the sludge thickening facility on August 2, 1982. At this time the sludge dewatering portion of the project can proceed to the final design phase. The estimated capital cost of the installed sludge dewatering centrifuges and appurtenances is $7,500,000. District staff has negotiated a cost plus fixed fee (CPFF) price with a maximum ceiling of $64,472, to prequalify, test, and prepurchase the centrifuges. A majority of the final design work is to be completed at a negotiated lump sum fee of $493,800. Prequalification and prepurchase are considered essential to assure that the District obtains the most cost effective dewatering equipment. If a protest occurs during this procedure, District staff has negotiated with John Carollo Engineers to resolve the protest on a per diem basis for a total cost not to exceed $5,300. The District may be required by SWRCB to perform value engineering on the sludge thickening design. District staff has negotiated with John Carollo Engineers to provide assistance with value engineering on a per diem basis for a total cost not to exceed $5,000. The total cost of Amendment No.3 is $568,572. REVIEWED AND RECOMMENDED FOR BOARD ACTION JLH ~~ Jv JL e.~ C LW INITIATING DEPT./DIV. To facilitate project management and engineering assistance and reviews througho~t the projected 14-month design and bid duration, and to implement and conduct the centrifuge pilot testing program, the District force account will require an additional $165,882 in funds. The total authorization request is for $734,454 as detailed in the attached cost summary. This work is included in the 5-year Capital Expenditure Plan. If a grant is given for construction, this desig~ work may be partially funded by an aJlowance in that grant. RECOMMENDATION: Authorize the General Manager-Chief Engineer to execute Contract Amendment No.3 with John Carollo Engineers for the final design of the sludge dewatering facilities and authorize $734,434 in sewer construction funds.
