DOLAN General Manager-Chief Engineer DATE December 3, 1982 SUBJECT TYPE OF ACTION AUTHORIZE CHANGE TO SAFE DEPOSIT BOX SIGNATORIES Adopt Resolution SUBMITTED BY Walter N. Funasaki, Finance Officer INITIATING DEPT./DIV. Accounting Division ISSUE: The maternity leave of D. Barone, Junior Accountant, requires that a replacement be authorized to have access to the contents of the District's safe depos it box. BACKGROUND: The District rents a safe deposit box at the Wells Fargo Bank in Walnut Creek to safeguard certificates of deposit and other negotiable instruments which are retained by the District as developer bonds. A Soard resolution is required by the Wells Fargo Bank to authorize signatories to the safe deposit box. The present signatories are: Clyde Hopkins, Secretary of the District; Walter Funasaki, Finance Officer; and D. Barone, Junior Accountant. As a result of D. Barone's five month maternity leave effective December 13, 1982, S. Elsberry, Senior Accountant, is recommended as an additional signatory. D. Barone and S. Elsberry will have responsibility for depositing new developer bonds and retrieving bonds which are to be returned to developers. When the bonds are released to the developer, the negotiable instruments are endorsed by the Secretary of the District, Construction Division Manager, Engineering Department Manager, Finance Officer .or General Manager-Chief Engineer. The existing Board resolution should be rescinded and a new resolution adopted to add the Senior Accountant to the safe deposit box signatories. RECOMMENDATION: Rescind the existing resolution and adopt a new resolution authorizing the Secretary of the District, Finance Officer, Senior Accountant and Junior Accountant to have the right of access to, and control of, the contents of the District's safe deposit box. DOLAN General Manager-Chief Engineer DATE December 6, 1982 SUBJECT TYPE OF ACTION AUTHORIZATION OF $4,500 IN SEWER CONSTRUCTION FUNDS TO RELOCATE PLANT LABORATORY GAS CYLINDERS AUTHORIZE CAPITAL FUNDS SUBMITTED BY Charles W. Batts INITIATING DEPT./DIV. Plant Maintenance Division Issue: The Treatment Plant Laboratory uses various compressed gases in the normal course of standard analyses. At present the gas cylinders are located and stored within the actual laboratory area; the existing situation has been cited as being a safety problem. Background: Laboratory analysis now requires the use of Nitrous Oxide, Argon, and Acetylene in the spectrophotometer and other specialty gases for the gas chromatograph. These gases should be separated by groups - oxidizers and flammable; and be kept away from sources of ignition. It is proposed to relocate and separate these gases in the laboratory basement area and pipe the required gases to a manifold for use within the Treatment Plant Laboratory. Recommendation: Autorization of $4,500 in sewer construction funds to relocate plant laboratory gas cylinders. REVIEWED AND RECOMMENDED FOR BOARD ACTION C.W.B. R.A.B. fflt$
