Bid advertising for construction of the Landfill Gas (LFG) Project began
January 15, 1982. Four bids were received February 1, 1982. A low bid
of $96,502 was submitted by Amos and Andrews, Inc. The engineer1s
estimate is $148,000. A tabulation of bids is attached (Exhibit A).
Unless otherwise indicated all followinq $ figures are expressed in 1,000.
District staff estimates the total cost of the LFG Project at $281.0
(Exhibit B). This includes a potential maximum bonus of $10.0 to the
contractor for early completion. Additional funds required for comple-
tion of the LFG project, including construction management; equipment,
and District forces are estimated at $105.0.
However, approximately 29% of the current LFG project is work originally
planned for the IISo1ids Conditioning Building (SCB) Repair - Phase II
Projectll. Because the LFG project will be completed earl ier, it was
determined expedient to bring forward the work that improves safety and
that helps optimize boiler operations. Costs that can be directly
assigned to the SCB repair work total $114.9. The SCB repair funds have
been previously authorized.
The original feasibility study for the LFG Project estimated a project
cost of $200.0 (+40 to -30%). Based on the revised project total of
$281.0 , the average yearly savings in using LFG is $140.0 /Yr (1982$).
The total present worth savings are $1.4 million, based on a 10-year
project life.
RECOMMENDATION
Award contract to Amos and Andrews, Inc. for the Landfill Gas Project
DSP 3639. Authorize $105.0 to complete the LFG Project. and authorize
expenditure of $114.9 from previously approved SCB funds.

Background
John Carollo Engineers (JCE) is currently under contract to provide design
engineering services for the Landfill Gas Utilization Project, DSP 3639.
Engineering has been completed, and bids have been received. The majority
of the civil and mechanical inspection will be performed by District
personnel. Amendment No.2 to the John Carollo Engineering agreement will
provide electrical and instrumentation inspection, shop drawing review,
O&M operational concepts, contract record drawings and a project completion
report. A price not-to-exceed of $22,000 has been negotiated.
Recommendation
Authorize Amendment No.2 to the John Carollo Engineering Agreement to
provide construction management for the Landfill Gas Utilization Project,
DSP 3639. Approve funds td $22,000. This expenditure was provided for
in the 5-year capital plan.

ISSUE
Thrust Blocks and vacuum relief valves are required to protect the treatment
plant outfall under pumped flow conditions.
BACKGROUND
The treatment plant outfall is capable of discharging up to 150 MGD under
pumped flow conditons; however, the present gravity flow capacity is 60 to
70 MGD depending on tidal conditions.
Presently the higher discharge rates would be used only during peak flow
events after the holding basins are full. In the near future peak daily
flows will require pumping to the outfall. The thrust blocks are required
at each of the bends in the outfall to restrain the pipe during high flows.
The vacuum relief valves are required to protect the outfall in the event
of a pump/power failure under pumped flow conditions.
These two requirements have resulted from work by Metcalf & Eddy. The
design will be completed by the District staff.
This project is not a line item in the 5-year capital expenditure plan;
however, it can be accommodated using the allowance for treatment plant
projects. It will be included in the next revision to the plan.
RECOMMENDATION
Authorize $30,000 from sewer construction funds for the design of thrust
blocks and vacuum relief valves for protection of the outfall, DP 3637.
