BACKGROUND: Winter storms during 1981 and 1982 have damaged collection
system facilities at 13 locations. The extent of the damage is described
in the attached listing and the locations are shown on the attached map.
The Knox Drive slide occurred during 1981 and the remainder during 1982.
In each case continued system operation has been provided by CSO. However,
long term repairs are required in order to continue service through the
next wet weather season. An estimate of the level of effort required for
design of repairs to each of the storm damage sites was made on the basis
of information currently available. Details of the estimate are attached;
the total request for authorization is $58,400 which includes retention
of a soils consultant, engineering design by the Engineering Division
and support of design by the Survey Section.
Funding for the 1982 storm damage repair projects has been requested
through the Federal Emergency Management Agency; however, the status of
this funding is uncertain.
There is potential for additional damage to occur at the currently
identified sites or at new locations depending on weather, drainage and
soil conditions. The District staff will respond to any occurrence to
maintain service and will report such actions as are required to the
Board of Directors at the next scheduled Board meeting at which time
additional funds may be required.
RECOMMENDATION: Authorize $58,400 for design of permanent storm
damage repairs to the collection system at 13 locations.

BACKGROUND: At its Board Meeting on April 1, 1982, the Board of Directors
established a Public Hearing on April 15, 1982, to consider a garbage rate
increase application submitted by Valley Disposal Service, Inc.
Public notices were placed in newspapers of general circulation on two
separate days during the week preceding the Public Hearing.
RECOMMENDATION: Conduct a Public Hearing on the garbage rate increase
application on April 15, 1982, and determine appropriate garbage rate
schedules and implementation dates.

SUBJECT: REVIEW OF APPLICATIONS FOR GARBAGE RATE INCREASES
The District staff analysis of the garbage rate increase application
submitted by Valley Disposal Servi'ce, Inc. was presented for Board considera-
tion and review at the April 1, 1982 Board Meeting.
The following queries were made by Board Members which are being responded
to in this memorandum:
QUERY: What would the garbage franchisees' operating ratios be if no rate
increases were granted at the beginning of the fiscal year ended
March 31, 1983?
RESPONSE: The following summary presents the projected operating ratios for
the fiscal year ended March 31, 1983 based on no rate increase being
granted:

QUERY: What efficiencies have be~n realized by Valley Disposal Service as a
result of the consolidation of the pick-up of garden trimmings and
garbage?
RESPONSE: Consolidated pick-ups of garden trimmings and garbage have been
practiced by Diablo Disposal Service since February 1977. Valley
Disposal implemented the ~rocedure in April 1981 and Lafayette Garbage
Disposal initiated it in February 1982.
Formerly, two-men truck cnews picked up garbage and trimmings on
separate days. Under the Iconsolidated pick-up system, two and
three-men truck crews pic~-up garbage and trimmings on a single day.
In the Valley operation, there were formerly 8 two-men crews for
residential garbage collection and 3 two-men crews for residential

trimmings. As a result of the consolidation, an additional two-men
crew route was added, and la third man was added to two routes. Two
men became surplus and in late 1981 and early 1982 these positions
were eliminated; a truck was made available as a reserve unit for
emergency use and maintenance work.
In the Lafayette operation, there were formerly 6 two-men crews for
residential garbage collection operating five days a week, and 1
two-men crew operating three days a week for trimmings. The trim-
mings crew worked for two :days a week in commercial pick-ups. As
a result of the consolida~ion in pick-ups, residential routes were
expanded by one two-men crew.
The number of hours worked by garbage collectors range from five or
six hours to eight hours per day, depending on the pace used by
individual crews. This has not been significantly impacted by the
consolidation in pick-ups.
The number of trips to th~ dump site per day is dependent on seasonal
factors which affect the ~olume of trimmings. As a result of the
consolidation, Valley Disposal Service estimates that trips to the
dump site have incr~ased by two per week.

ISSUE: Fish Creek Place, a hew road in proposed Subdivision 6101, runs
along a portion of an existing District sewer easement. Fish Creek
Place will be dedicated to the County for public use when the sub-
division map is filed.
BACKGROUND: The County requ!ires a Consent to Dedication whenever a new
road is dedicated to the Courty for public use if said road encroaches
upon an existing easement.
This is our standard consent: document, the District retains prior rights.
RECOMMENDATION: Approval, e~ecute document and authorize its recording
by the County.

ISSUE: The property owner w~nts to maintain in place two wooden decks
over a portion of a Districtleasement.
BACKGROUND: The property ow~ers have met with District staff and they
have made requested modifications to the design of the subject wooden
decks so that the deck supports are outside of the easement area.
Staff has determined that th~ improvements do not interfere with the
present use of our sewer, ho~ever, if it should become an interference,
the agreement requires the property owner to remove the structure within
30 days of not ice to do so. I
