ISSUE
Sealed bids for District Project No. 2553 - Flushkleen Pump Station Capacity
Improvement were received and opened on August 26, 1983. The Board of
Directors must award the contract or reject bids within 60 days of the
opening of proposals.
BACKGROUND
A parallel sewer force main and pump station modifications are required to
increase the wet weather capacity of the Flushkleen Pump Station in Orinda
to prevent flooding of Camino Pablo Drive with raw sewage during the wet
weather season. Overflows at Flushkleen are particularly sensitive because
they occur in a watershed for EBMUD's San Pablo Reservoir.
Plans and Specifications for the project were completed and advertisements
inviting submission of sealed bids were placed on August 5 and August 10,
1983. The Engineer's Estimate for the work is $225,200.
Three sealed bids were received on August 26, 1983. A low bid of $248,313
was received by W. R. Thomason, Inc. A tabulation of the bids is attached
in Exhibit A.

A Post Bid-Preconstruction Estimate of Costs is attached in Exhibit B.
$299,550 is re~uired to complete the project including contract construction,
construction management, consulting services during construction, and
as-built drawings. WHM Engineers will be retained to review electrical shop
drawings and submittals, and for field inspection of the electrical installa-
tion. This cost is included in Exhibit B.
The new District overhead rate for force account work on capital projects
has not yet been calculated. The project budget will be credited with the
appropriate funds when the new overhead rate is available.
RECOMMENDATION
Award the contract for construction of District Project 2553 - Flushkleen
Pump Station Capacity Improvement to W. R. Thomason, Inc. per their bid
received on August 26, 1983 and authorize $299,550 from the sewer construc-
tion funds for project completion.

ISSUE: The property owner, Contra Costa County, has requested the District to
quitclaim the subject easement.
BACKGROUND: The sewer facil ities within the subject easement have been abandoned
and a new alignment has been constructed. This change was required because of
the expansion of the Sheraton Inn.
A replacement easement has been granted in the new location in exchange for this
quitclaim.
RECOMMENDATION: Approve and execute Quitclaim and authorize its recording.

ISSUE: The Bond Counsel for the above-referenced assessment district has
forwarded an agreement for approval by the District.
BACKGROUND: County Assessment District 1981-1 will construct public sewer
facil ities in San Ramon Valley Boulevard between Crow Canyon Road and to a
point 1,000 feet north of Greenbrook Drive and in Smith and Oak Road in the
Alamo Oaks subdivision. Work in San Ramon Valley Boulevard consists of manhole
and sewer stub installations in connection with street and frontage improvements.
Alamo Oaks subdivision work includes sewer main and lateral construction to
serve ten parcels presently served by private septic systems. It is necessary
to enter into this agreement pursuant to the provisions of Sections 10109-10111,
inclusive, of the Municipal Improvement Act of 1913.
RECOMMENDATION: Approve agreement with Contra Costa County for installation
of sewers under Assessment District No. 1981-1 and authorize execution of
agreement.

ISSUE: It is necessary to obtain authorization to expend funds for construction,
construction contingencies, and incidental expenditures for Project 3874.
BACKGROUND: Bids for Project 3874 were opened on August 18, 1983. The successful
bidder was Mountain Cascade, Inc., San Ramon, California; and the Board authorized
the award of the contract to do the work to Mountain Cascade on August 18, 1983.
Attached is a Post Bid-Preconstruction Estimate of Costs for the subject project.
The construction contingency has been set at 22 percent to accommodate field
engineering changes which may be necessary.
RECOMMENDATION: It is recommended that total additional funds of $142,825, as
detailed in the attached estimate, be authorized for expenditure from District's
sewer construction fund.

ISSUE
The regulatory agencies have formed an Aquatic Habitat Institute for
the purpose of overseeing water quality monitoring in San Francisco
Bay. The major bay area dischargers should form an Association to
provide a coordinated response to the Aquatic Habitat Institute.
BACKGROUND
A draft joint powers agreement has been prepared and circulated to
the five major dischargers: Central Contra Costa Sanitary District,
East Bay Dischargers Authority, East Bay Municipal Uti lity District,
the City and County of San Francisco, and San Jose-Santa Clara Water
Pollution Control Plant. All parties have indicated that they accept
the text of the present agreement. The joint powers agreement states
that the purpose of the Association would be:
o
To collect data on the aquatic life and quality of waters of the
San Francisco Bay system, with emphasis on pollution-related effects;
o
To coordinate the work of this Association with related work of
other agencies or organizations;
o
To interpret data collected by this Association and by others in
order to assess the effects of pollution and other factors on the
system;
o
To manage this data to assure its continued usefulness;
o
To carry out other tasks in support of the collection, interpretation,
and management of data;
o
To represent the interests of the member agencies;
o
To develop and disseminate information about the Bay;
o
To carry out other programs of mutual interest.

ISSUE: It is necessary to obtain property rights for the installation of a
cathodic protection system at North Court Street, Martinez.
BACKGROUND: The District is currently advertising for bids for installation of
a cathodic protection system for the M-6 Force Main in Martinez. The new
facil ities are located on land under the control of the East Bay Regional Park
District. Since the Park District is in the process of formally acquiring the
subject property from the State Lands Commission, an encroachment permit is the
appropriate document for the transfer of property rights to this District. Said
encroachment permit contains provisions which are consistent with other real
property agreements which this District has with the Park District.
RECOMMENDATION: Authorize the General Manager-Chief Engineer to execute an
encroachment permit with East Bay Regional Park District for installation of
cathodic protection facilities for the M-6 Force Main in Martinez.

ISSUE
On August 22, 1983 sealed bids for DSP No. 3812.2 were received and
opened. The Board of Directors must award a contract or reject
proposals within 60 days of the opening of sealed bids.
BACKGROUND
The Service air system which supplies both service and instrument air,
is a critical part of the treatment plant. However, the existing
service air compressor units are under capacity and poorly designed.
Major maintenance is required about once every six months. Since
October 1980, the District has spent over $60,000 in maintenance and
rental compressor costs to keep the service air system operational.
To date, the Board has authorized $87,380 for the prepurchase of a
new service air compressor and for force account for administering
the prepurchase contract and advertising and printing costs for the
installation contract. The service air compressor has been delivered
and is ready for installation.
On August 22, 1983, sealed bids for the installation of the service
air compressor were received and opened. The bid tabulation is
attached. The low bidder is Champion Plumbing & Heating, Inc. at
$30,917. The engineer1s estimate prepared by District staff was
$40,000..
A post bid/pre-construction cost estimate is attached. The total
project cost is estimated at $134,542. At this time $47,162
in additional funds are required for the installation contract cost,
construction contingencies, and force account costs for construction
management and inspection, development of O&M instructions and
startup/acceptance testing.
The installation contract and associated force account costs are not
eligible for grant funding. On April 21,1983, the Board was advised
of the urgency of the project and the advantages for proceeding with
the project without Clean Water Grant funding.

part of the Stage 5A Completion Project.

contingencies.
