Plant Operations/Maintenance Issue: On October 18, 1983, sealed bids for cleaning out Alum Sludge Basin I, located at the District's Water Pollution Control Plant, were opened. The Board of Directors must award a contract or reject proposals within 30 days of the opening of bids. Background: The Central Contra Costa Sanitary District continues to treat alum sludge generated by the Contra Costa County Water District through the use of settling/drying basins on the Water Pollution Control Plant site pending the resolution of the alum sludge issue. At present the second of the two alum sludge settling/drying basins is full, dried, and requires cleaning; the other alum sludge basin was cleaned last year and is now in use. Approximately 10,500 cubic yards of dried alum sludge will be banked in a disposal area on site. This contract does not provide for off-site disposal of the alum sludge. Based on last year's contract cost, the engineer1s estimate for this contract is $60,000. A Sewer Construction Fund Account will be established for this work to track costs and to recover costs from Contra Costa County Water District. This project was advertised on October 9, 1983, inviting contractors to review the project and submit sealed bids within ten days. Bids were received ranging from $35,700 to $252,000. The apparent low bidder is Winton Jones. Keen interest and a close geographic location allowed the contractor to bid below the engineer's estimate. Recommendation: Award the contract for the cleaning of Alum Sludge Basin I to Winton Jones per their bid and authorize $41,000 in Sewer Construction Funds for construction, contingencies, and incidentals. BACKGROUND: The property owner, Mr. Jerome Magee, made application to the Local Agency Formation Commission for the annexation of one parcel of land designated as District Annexation 84. The annexation was initiated with L.A.F.C. because the property is outside the District's Sphere of Influence (SOl) boundary. On August 10, 1983, L.A.F.C. held a hearing to consider the application. L.A.F.C. determined that the annexation was categorically exempt from environmental review. L.A.F.C. approved the annexation and the amendment of the District SOl to include the annexed territory. Pursuant to Government Code Section 56261, the District was authorized to proceed with the annexation without notice and hearing. RECOMMENDATION: Adopt a resolution ordering the completion of District Annexation No. 84 in compl iance with L.A.F.C. Resolution 83-14 which was passed and adopted on August 10, 1983. Engineering ISSUE Funds are required for the design and construction of a relief sewer to prevent surcharging of a 30" trunk sewer in Walnut Blvd., Walnut Creek, during wet weather. BACKGROUND The 30 inch diameter trunk sewer flowing north in the old Sacramento Northern right of way in Walnut Creek (shown on Attachment A), is flowing full during wet weather. It parallels a 60 inch diameter trunk sewer that is flowing partially full. The high flows in the 30 inch diameter sewer are causing the two 18 inch diameter sewers in Walnut Boulevard to surcharge. The proposed project entails installing an overflow structure that would allow the smaller trunk sewer to discharge excess flows to the larger trunk sewer. Design work has been completed by the Engineering Division using Sewer Construction Funds authorized by the General Manager-Chief Engineer. The construction work will be accomplished by Collection System Opera- tions Department. A cost estimate is included on Attachment B. DOLAN General Manager-Chief Engineer DATE October SUBJECT TYPE OF ACTION AUTHORIZE GENERAL MANAGER-CHIEF ENGINEER TO EXECUTE A CONTRACT WITH LOWRY & ASSOCIATES FOR A PLANNING AUTHORIZE CONTRACT THAN R INITIATING DEPT./DIV. Engineering Division SUBMITTED BY John A. Larson ISSUE: A planning study is needed at this time to identify the collection system facility needs resulting from growth in and around the San Ramon Valley. Board of Directors' approval is required for the General Manager-Chief Engineer to execute a contract for professional services. BACKGROUN): Collection system facilities planning has been accomplished by the Engineer- ing Department in recent years by a combination of watershed planning and sewer design. The increasing rate of growth in the southern area of the District coupled with advances in the state-of-the-art of computer-based planning have dictated a new approach to collection system facilities planning. Growth within the San Ramon Valley is proceeding rapidly and a major planning effort is required at this time to provide for the orderly design and construction of facilities necessary to accommodate this growth. Two developments will have far reaching effects: The Bishop Ranch Office Park and Oakcreek (Kaplan-Wiedeman). In addition, the Tassajara Valley has the potential for additional development and the Dublin San Ramon Services District is conducting a study which identifies the Central Contra Costa Sanitary District Wastewater Treatment Plant as one alternative for its future sewage disposal capacity needs. The District has performed a wet weather metering study which confirms that the San Ramon Valley Collection System has the capacity to accommodate growth in the near term. However, it is time to initiate a comprehensive collection system facilities plan for the San Ramon Valley. A planning study is proposed that will encompass the area shown on the attached map. The study wi II have a broader scope than recent watershed studies and wi II include the following work: o Detailed facilities planning for Danville, Alamo, San Ramon, South Walnut Creek and Sycamore Valley watersheds 33, 34, 35, and a portion of watershed 29 including facilities required within five years and ultimate facilities at "build-out." o Updated watershed fees within the study area. o Design information for a bypass around downtown Walnut Creek to be built in conjunction with the proposed Corps of Engineers San Ramon Creek bypass project o Facilities requirements associated with serving portions of the Tassajara and Liver- more/ Amador Valleys at various levels of growth, and REVIEWED AND RECOMMENDED FOR SOARD ACTION INITIATING DEPT ..'DIV. A VL JAL o Information for use in assessing the adequacy of the current collection system design criteria. The planning study approach is consistent with previous sewerage system studies conducted in 1956 and 1966 in that the watersheds with simi lor growth scenarios and/or sharing downstream facilities are evaluated concurrently. The proposed project team consists of District staff, the consulting firm of Lowry and Associates, and the flow monitoring specialist, American Digital Systems. District staff would be responsible for project management. Lowry and Associates was selected for their experience in collection system planning. They wi II develop growth scenarios for District review, evaluate facility requirements using the computer model, and prepare a report. Use of the Lowry computer program for facilities planning has the following advantages: o Flow monitoring will allow a computer model calibration that will make sewer sizing much more accurate than was achievable in the past o The computer program can be rented in the future to perform local capacity studies, thus saving repetitive future work o The District will have the opportunity to purchase the computer program for possible in-house use for future collection system planning studies after the program's usefullness is evaluated. It was decided to use a consultant for the facilities planning effort because District staff time is committed on other high priority projects and because of the availability of an "on-the-shelf" computer program. American Digital Systems was chosen for flow monitoring because they have developed a sewer flow monitoring system that is reliable, accurate, and relatively inexpensive to use. The cost of the planning study is estimated to be $48,600 as outlined in the attachment. Funds for the planning study would come from the watershed accounts as previously authorized. The study will take approximately four months to complete. RECOMMEI\DATION: Authorize General Manager-Chief Engineer to execute a contract with Lowry and Associates for a planning study in the San Ramon Valley at a cost not to exceed $37,000.
