ISSUE: One Truck Mounted Sewer Cleaner was authorized in the 1982/1983 Equipment Budget
for the CSO Department, staff work has been completed, and we hereby recommend to the
Board that the purchase be approved.
BACKGROUND: Formal public bidding started December 8, 1982 with Bid Opening December 21,
1982. Three bid request were issued and three bids were received.
The commercial evaluation was conducted by Purchasing and the technical evaluat.ion was
done by the CSO Department. This joint evaluation showed that all Bidders were responsive
in their bids and met all District criteria both commercially and technically.
The bid prices are all under the approved budget amount of $125,000.00. The three
bids are:

ADMINISTRATIVE/PURCHASING
ISSUE: District offices require relocation to the new home office bui 1ding, staff work
has been completed, and we hereby recommend to the Board that the contract award be ap-
proved.
BACKGROUND: Formal public bidding started December 16, 1982 with Bid Opening on December
27, 1982. A mandatory onsite walk through was conducted for all bidders on December 20
and 21, to assure both the bidder and the District of the full requirements of the move.
Seven bid requests were issued and five bids were received.
The evaluation was done by Purchasing. This evaluation showed that the low bidder,
Metropolitan Van & Storage (Atlas Van Lines), was completely responsive to all District
commercial and technical requirements. Metropo1 itan has successfully completed moves
for Contra Costa County moving 225 people and 150 people on 9/30/82 and 11/29/82, respect-
ively.
The five bidders and their bids are:

The costs for relocating the District offices will be taken from the Central Services
1982-1983 0 & M Budget. Therefore, we are not requesting additional funds from the Board.
Attached is the bid summary sheet that details the bids received.
RECOMMENDATION: Award Contract to Metropolitan Van & Storage Co. for relocation of the
District offices to the new home office building at $5,392.40.

ISSUE: An 8-inch sewer main has been installed across a portion of
the above referenced public park in County Service Area R-8. An ease-
ment must be created to permit the operation and maintenance of the
sewer in its present location.
BACKGROUND: The subject sewer is the downstream portion of a system
which wi 11 provide servi.ce to Subdivision 5619. The sewer was con-
structed under a I'Right of Entryll i.ssued by the County in March 1981.
The County has prepared the subject Grant of Easement which will
create permanent easement rights for the District. The terms and
conditions of the easement are similar to those that the County and
District have agreed to in the past. Most of the conditions are the
same as those in our 'IStandard Specifications'l regarding work in
easement areas.
RECOMMENDATION: Approval, execute easement and authorize acceptance
of easement, and forward to County for their execution.

ISSUE: Project 3023 is ready for acceptance by the District.
BACKGROUND: In August of 1980, the District awarded a contract to
Mountain Construction for relocation of existing sewer facilities in
Pleasant Hill. The work was necessary to accommodate the widening of
Interstate 680 between North Main Street and Oak Park Boulevard. Work
has been completed and the project can be accepted. The District will
be reimbursed by the State of California for the cost of the work which
totals $120,000.
RECOMMENDATION: Accept Project 3023, Oak Park Boulevard - Treat
Boulevard sewer modifications and authorize the filing of the Notice
of Completion.

ISSUE: Additional funds must be authorized to complete the treatment plant Holding
Basin Flood Protection Study.
BACKGROUND: In July, 1980, the Board authorized $9,980 for an engineering study to
determine the existing level of flood protection for the District's holding basins
and recommend improvements to the holding basins to withstand 20-and lOa-year storm
events. This study was required by the District's NPDES permit. The District
retained Camp, Dresser and McKee to perform the study.
The initial results of the study were that drainage culvert enlargement or
additional storage basins would be required for protection during a 100-year storm.
The estimated cost of these improvements was $60,000 to $80,000. However, it was
pointed out that by conducting a detailed flood routing evaluation, it possibly
could be demonstrated that smaller or no culvert enlargements would be required.
The District proceeded with the additional evaluation because of the possible
significant cost savings. The results of the evaluation demonstrated that the
existing facil ities were adequately protected for 20- and laO-year storms, and that
no additional improvements were required.
Authorization of an additional $2,731 is necessary to complete the study and close
out the account.
RECOMMENDATION: Authorize an additional $2,731 to complete the Holding Basin Flood
Protection Study.
