ISSUE: Work on the Dechlorination Project has been completed, and it is appropriate
to file a Notice of Completion.
BACKGROUND: The Dechlorination Project had an original, specified project length
of five months. Because of changes and adverse weather, the length of time for the
project was extended to a total of ten months. The revised project completion date
was July 20, 1982. The contractor, D. W. Young Construction Co., Inc., has finally
completed the work (with the exception of two minor punch list items) so that the
contract can be accepted.
Certain issues remain to be resolved in the project:
. Two Stop Notices have been filed by subcontractors.
. The contractor has been advised that liquidated damages will be assessed,
and the contractor may file claims against the District.
The action of filing a Notice of Completion allows the process of resolving the
outstanding issues to proceed.
RECOMMENDATION: Accept District Project 3272, Dechlorination Facility Improvements,
and authorize the General t1anager~Chief Engineer to sign and file the Notice of
Completion.
