Collection System Operations SUBMITTED BY ISSUE: It is difficult to clean and otherwise maintain parts of the collection system in Martinez because of the lack of sewer structures to work from. This request is for funds to install structures in areas of the system that do not have them. BACKGROUND: C.S.O. crews recently completed cleaning the bulk of Martinez sewer system. Parts of it they could not clean because the shortage of structures denies them access to it. The installation of 12 manholes and 10 rodding inlets will make the rest of the system available for cleaning. The structure locations are shown on the attached sheet. Our estimate: 12 manholes 10 rodding inlets @ $1,400 ea. @ 500 ea. = $16,800 = 5,000 Sub-Total Contingency 10% $21,800 2,200 Total $24,000 RECOMMENDATION: Approve authorization of $24,000 from Sewer Construction for the installation of 12 manholes and 10 rodding inlets. Belcher INITIATING DEPT./DIV. Plant Operations Department Issue: It is proposed to install a mono crane rail system in the Steel Storage Room. The crane system will consist of one 54-foot long crane rail for access to the plate storage rack and two 9-foot long side crane rails for access to the pipe storage rack. The crane rails will be suppl ied with trolleys and have a capacity of 2,0001bs. The three crane rails will ensure the safest handling of the steel and nonferrous materials while expediting the loading and unloading time. See attached sheet. Background: The Treatment Plant uses more than 30 tons of steel and nonferrous metals a year. The metals are stored in the Steel Storage Room and most often are used by the Machine Shop. The metal is usually del ivered in 20-foot long bars or four-by-eight foot plates which may weigh up to 1,000 pounds. The material is currently moved in and out of the Steel Storage Room by a jib crane mounted on a fork lift. The manueuverabi1ity of the fork lift in the small entryway is limited. Usually, three or four people work together manually moving heavy material. This is an unsatisfactory practice. A crane rail system will improve the safe handling of the material; thereby, avoiding accidents. The present location for storing metals is the most advantageous because of its proximity to the Machine Shop. Recommendation: Authorize $6,000 in sewer construction funds for the installation of a mono crane rail system in the Steel Storage Room. Engineering Division BACKGROUND: The collection system sustained damage at 43 locations as a direct result of the severity of this past winter's storms. A preliminary engineering evaluation of each of the damage sites has been completed and the District staff has developed an overall approach to the repair work. A status report on the storm damage repair work will be presented at the June 9, 1983, Board of Directors' Meeting. The status report will cover the magnitude of the storm damage, the planned approach for the repair work, the schedule, and the preliminary construction cost estimates. Engineering Division Issue: A medical leave of absence is requested for Oliver Ingersoll. Background: Oliver Ingersoll, Engineering Aid III, has been employed as a printer by the District for over 13 years. Mr. Ingersoll has been unable to work since March because of illness. Since March, he has been charging time to his accrued sick leave and vacation time. These benefits will expire on June 27, 1983. A medical leave of absence is being requested for Mr. Ingersoll effective June 27, 1983 to January 3, 1984. During this six month leave, Mr. Ingersoll and District staff will evaluate the capacity in which he may return to active employment. Recommendation: Authorize a medical leave of absence for Oliver Ingersoll from June 27, 1983 to January 3, 1984. Belcher INITIATING DEPT./DIV. Plant Operations/Maintenance Issue: On June 6, 1983, sealed bids for coating the Barscreen Room and equipment were opened. The Board of Directors must award the purchase or reject all bids within 30 days of the bid opening. Background: The Barscreen Room and equipment have not been painted in over five years. The aggressive atmosphere ~onsistingof humidity and hydrogen sulfide has caused rapid and extensive deterioration of the existing coatings. Painting and recoating are required now to maintain the integrity of the structual steel, concrete, and equipment. The high cost of coating the Barscreen Room is due in part to the unique operation of this area. The Barscreen Room is a Class I, Division I occupancy that requires the contractor to take special precautions to maintain a safe operation. The deteriorated condition of the structure and equipment requires extensive surface preparation. High quality paints are being used to ensure lasting protection. This project was advertised on May 20, 1983, inviting the contractors to review the project and submit sealed bids within 17 days. Bids were received ranging from $18,886.00 to $38,222.00 The apparent low bidder is Blair & Sons Recommendation: Award the contract for coating the Barscreen Room to Blair & Sons for a contract amount of $18,886.00 REVIEWED AND RECOMMENDED FOR BOARD ACTION INITIATING DEPT./DIV.
