INITIATING DEPT./DIV. James Belcher, Ass~clate Engineer Plant Operations Department/Maintenance ISSUE: The District has over 100 protective relays that require annual maintenance and adjustment. The Plant Maintenance Division would like to send Joseph Puno, Electrical Technician, to an intensive five-day course on protective relay principles, operation, and maintenance. BACKGROUND: The District ras a well-designed, complex electrical distribution system. The service comes. In and Is distributed throughout the plant at 12,000 volts. Local substation centers transfonn the 12,000 volts to 2400Y, 480Y, or 120Y depending upon the service. The heart of the protection system for this extensive distribution network is the protective relays at each substation. The existing system has six types of relays: over and under voltage, reversed pOlarity, timed over current, Instantaneous over current, and ground fault. The District has most of the required test equipment, but has re1 ied on vendors for certain aspects of this testing due to lack of employee training. Last year the District spent over $3,000 on vendor testing of protective relays. The use of various manufacturer's relaYS and the required response by the vendor Indicate the need for the District to be able to maintain Its own relays. This course will enable the Electrical Sectiion of Plant Maintenance to test, adjust, and maintain all of the plant's protective relays. The cost of testing will be reduced, and the quality of maintenance will be increased. A copy of the course outline is attached. Alternate, closer course locations were investigated; no similar c~urses are being offered in the Bay Area. There are sufficient funds in the Pl~nt Operations Department Employee Education account to cover this expenditure. This item is placed on the Consent Calendar due to District Pol icy which requires Board approval for courses over $500. It is anticipated that one additional piece of test equipment will be required to fully test all of the protective relays. The estimated cost is $400. This equipment request will be forthcoming in the 1984-85 equipment budget. RECOMMENDATION: Authorize $1,450 for Joseph Puno to attend the course "Protective Relay Maintenance" in Anaheim, California, April 2-6, 1984. Following a basic definition of efficiency and heat rate in terms of plant parameters, the course examines losses throughout the plant. BACKGROUND: This site was identified as a sl ide area in the District's 1983 Storm Damage Report (Site No. 11). Staff determined that the sl ide repair work is the responsibil ity of the property owner. The subject retaining wall is needed to stabilize the face of an earth sl ide. The subject wall will be attached to a concrete block retaining wall which was constructed in 1982. This new wall has become necessary because of additional earth movement. The wall was designed by Ned P. Clyde, Registered Engineer. All District requirements have been incorporated into the design. Staff has determined that the wall will not interfere with the present use of our sewer; however, if it becomes an interference, the agreement requires the property owner to remove the structure within 30 days of notice to do so. RECOMMENDATION: Approve and execute the subject agreement and authorize its recording. Plant Operations Department Issue: The Central Contra Costa Sanitary District's Self Monitoring Program annual report for 1983 has been prepared for submission to the Cal ifornia Regional Water Qual ity Control Board, San Francisco Bay Section. Background: AI I effluent requirements were met through the year with the exception of 35 non-zero chlorine residual violation readings out of 8,736 analyses. These non-zero violations were because of process control problems with a total duration of less than 35 hours. The effluent discharge to the Bay is several mi les down- stream of the sample point. Because of this extended contact time in the outfal I I ine, the chlorine residual probably never reached the receiving water to cause any detrimental effects on the water qual ity. There were two total col iform violations; one violation occurred due to having moved the sampl ing points to accommodate work on the new dechlorination faci I ity, and the cause of the other was not apparent. There was a total of 17,666 mi I I ion gal Ions of wastewater treated for an average dai Iy flow of 48.4 mi I I ion gal Ions. This flow is a 28 per cent increase over 1981 and a six per cent increase over 1982. The treatment plant operated throughout the year and produced an effluent with an average BOD and total suspended sol ids concen- tration of 5 mg/I each. The BOD and total suspended sol ids removal efficiency for the plant averaged 96 per cent each. There was a total of 6&,975 tons, wet weight, of sol ids produced this year for an average of 5,581 tons per month. Out of this, 3,723 tons of sol ids were incinera- ted during the MHF test. The dewatered sludge met the regulatory criteria for off- site disposal by truck haul ing to Acme Fi I I. Upon acceptance of this report by the Central Contra Costa Sanitary District Board of Directors, the Annual Report wi I I be submitted to the Cal ifornia Regional Water Qual ity Control Board. Recommendation: Acceptance of the 1983 Annual Self-Monitoring Program Report. The water quality of the overflow as well as that of Walnut Creek up and downstream of the Pacheco Slough was closely monitored according to a special sampling and analysis program as approved by the Regional Water Quality Control Board. The water quality of the overflow was near secondary standard with the average TSS and BOD below the normal plant requirements of 30 mg/l. The total coliform values did not meet our five-day standard of 240 MPN/100 ml; however, the overflow from Basin C was of higher quality than the waters in Walnut Creek upstream of Pacheco Slough. Evidently, the District overflow did not deteriorate the Walnut Creek water quality beyond its natural background levels. The final effluent flow, three consecutive months' average, during the dry weather season this year was 7 to 9 percent over the permit limit of 35 MGD. Since there was no corresponding increase in the influent BOD and TSS loadings, it is believed that the increased flows were due to the residual effect of inflow/infiltration from record rains during the preceding wet weather period. The final effluent quality, otherwise, remained in compliance with all applicable NPDES standards. BACKGROUND: The existing repeater is located at the County's communication center on Glacier D~ive. The repeater takes incoming signals from mobile units and re-transmlts the signal to all other mobile units. It was installed on a temporary basi$ in 1964 and has exceeded its useful 1 ife. The County staff, who maintain:the District's radio equipment have provided maintenance service at least 4 times this past year and it is anticipated that more frequent and costlyiproblems will develop. They also indicate that the existing repeater m~st be replaced soon before it completely fails. It is therefore prudent t~ purchase a new repeater which the County will install for the District.
