CALL MEETING TO ORDER Chair Lucey called the meeting to order at 3:05 p.m. 2. PUBLIC COMMENTS None. 3. OLD BUSINESS a. One outstanding question COMMITTEE ACTION: The Committee asked staff to review the rental of a vactor truck and ask the company from whom the District purchased the new vactor trucks to pay for the rental if the circumstances warrant. 4. CLAIMS MANAGEMENT a. Review outstanding claims There were no new claims reported. The existing Parkinen claim was discussed. COMMITTEE ACTION: None iA, Recycled Paper Budget and Finance Committee February 17, 2009 Page 2 5. REPORTS/ANNOUNCEMENTS a. Purchase of diesel fuel Staff reported that since the price of diesel fuel is currently so low, a larger quantity than budgeted has been purchased. COMMITTEE ACTION: The Committee concurred. b. GASB 45 Investment COMMITTEE ACTION: The Committee directed staff to continue to hold the District's GASB 45 contribution in LAIF. c. Review Position Paper on six-month O&M Budget (Item 9.a. in Board Binder) COMMITTEE ACTION: None d. The Committee asked staff to draft a letter with the help of Trucker Huss to Contra Costa County Employees' Retirement Association requesting that they do not increase the amortization period for the unfunded liability and losses that have occurred over the last year or the averaging period for the market returns. 6. LAIF INVESTMENT OVERVIEW FROM CASA The safety of investing in LAIF was discussed. COMMITTEE ACTION: Received overview. No action taken. 7. EXPENDITURES a. Review expenditures The Committee asked the status of the District's efforts to go "green': Also, a question was asked about the price of a golf cart. Staff will research and bring back information at the next Committee meeting. COMMITTEE ACTION: Recommended Board approval of expenditures. Budget and Finance Committee February 17, 2009 Page 3 8. REVIEW DECEMBER 2008 FINANCIAL STATEMENTS COMMITTEE ACTION: Recommended Board approval of Financial Statements. 9. ADJOURNMENT - at 3:30 p.m.
