ISSUE: On December 21, 1990, sealed proposals were received and opened for the
construction of the District Project 4615A, The Country Gardens/Third Avenue Sewer
Improvements, Phase I. The Board of Directors must authorize award of the contract or
reject bids within 50 days of the opening of bids. Consulting agreements in excess of
$50,000 require Board approval. In accordance with Section 3400 of the California Public
Contract Code, the Board of Directors is required to make a finding that "Spirolite" was
specified in order that staff may conduct a field test to determine the suitability of this
product for future use.
BACKGROUND: The Country Gardens/Third Avenue Sewer Improvements Project consists
of replacement, relocation, relief, and abandonment of various deteriorating sanitary sewers
in the Pleasant Hill and Walnut Creek area. To accommodate construction, the project was
divided into two phases. Phase I includes construction of approximately 15,000 lineal feet
of 8-inch to 24-inch diameter sanitary sewers in public streets. Phase II will involve
construction of sanitary sewers in easements on private properties and will be bid in 1992.
Attachment 1 shows the Country Gardens/Third Avenue-Phase I Project area.
The bid request/contract documents include the requirement that the contractor install 175
feet of 18-inch sewer of a District-specified brand of large diameter plastic pipe known as
"Spirolite." The Spirolite pipe was specified in order that staff may conduct a field test to
determine the suitability of this product for future use in the District. Spirolite pipe is a
lightweight, high- strength polyethylene product, which facilitates installation and has good
corrosion resistance qualities. Attachment 2 shows a catalogue cut of the Spirolite pipe.
A favorable evaluation of this product could reduce future construction costs.
Plans and specifications for Phase I of Country Gardens/Third Avenue Project were
completed by G. S. Dodson and Associates and the project was advertised on November 20
and 27, 1990. The Engineer's pre bid estimate for construction was $2,400,000. Fifteen
bids ranging from $2,040,790 to $3,245,540 were received on December 21, 1990. A
summary of bids is presented in Attachment 3.

The Engineering Department conducted a technical and commercial evaluation of the bids
and concluded that the lowest responsible bidder is Ranger Pipelines Inc. of San Francisco
with a bid price of $ 2,040,790. The additional funds required to complete Phase I are
$2,861,600, as shown on Attachment 4. The total cost for both phases is anticipated to
be $5,200,000.
District staff will administer the contract and provide inspection services. Resident
engineering services for the project will be provided by James M. Montgomery Consulting
Engineers, Inc. (JMM). Staff solicited and evaluated proposals from six construction
management firms and determined that JMM has the most qualified staff and the best
experience for this project. A cost reimbursement agreement has been negotiated with JMM
with a cost ceiling of $175,000.
The project will be constructed along residential streets in Walnut Creek and Pleasant Hill,
some of which are very narrow. Due to concern of potential damage claims, District staff
recommends a preconstruction damage survey of the immediate construction vicinity to
record the existing condition of property improvements. Three proposals for providing these
services were received and evaluated. Thomas Anderson and Company has been selected,
and a cost reimbursement agreement with a cost ceiling of $85,000 has been negotiated.
On previous sewer improvements projects, the District has used and was satisfied with the
services of Thomas Anderson and Company.
To comply with the District's California Environmental Quality Act Guidelines, the
environmental effects of this action have been addressed in the WS 23 Sewer Replacement
Project Negative Declaration and the Country Gardens/Third Avenue Sewer Improvements
Project Negative Declaration, both of which have been approved by the Board of Directors.
The Country Gardens/Third Avenue Sewer Improvements Project, DP 4615, is included in
the 1990-1991 Capital Improvement Budget beginning on Page CS-25.
RECOMMENDATION: Authorize award of contract to Ranger Pipelines Inc., as the lowest
responsible bidder, in the amount of $2,040,790 for the construction of Country
Gardens/Third Avenue Sewer Improvements Project, Phase I, District Project No. 4615A.
Authorize the General Manager-Chief Engineer to execute agreements with James M.
Montgomery Consulting Engineers, Inc. and Thomas Anderson and Company. Find that the
"Spirolite" pipe was specified in order that staff may conduct a field test to determine the
suitability of this product for future use.

Spirolite@ is manufactured from a high density, high molecular weight polyethylene especially designed for engineered piping
applications. This material has t-Jen used successfully to make pipe for over 30 years. The resin selected for Spirolite\!!) offers the
optimum combination of strength, stiffness, toughness and long-term reliability (see Figure 1). The material is classified by ASTM
D-1248 Standard Specification for Polyethylene Plastics Molding and Extrusion Materials as Type III, Class C, Category 5, Grade
P34. Other grades of HOPE and materials may also be selected based on application requirements.
LONG LENGTHS I I
Spirolite@ pipe is produced in standard 20' laying
lengths. This allows the contractor to operate at maximum
efficiency by reducing the number of joints that have to
be assembled. The benefits can be significant Many
contractors have found that they can install 20%-30% more
Spirolite@ pipe per day than a similar size pipe made
from traditional materials. The dramatic difference in the
number of joints is also important when you consider
the cost of jobsite testing. As shown in Figure 2 below, the
number of Spirolite@ joints which must be laid and
tested, and remain infiltration free for the life of the piping
system is substantially lower than that of other pipes supplied
in shorter lengths.
By request, Spirolite@ may be produced in shorter
lengths for projects where severe ground conditions may
limit the amount of trench that can be held open.

TOUGH AND DURABLE
SJ,Jirolite@ is rugged. It withstands stresses that would
normally damage conventional piping products. Its
resistance to cracking and breakage through customary
jobsite handling eliminates the need to order extra pipe.
LIGHTWEIGHT
The unit weight of Spirolite@ pipe is considerably less
than that of traditional pipe products. The savings resulting
from the use of a light weight piping system can be
significant Shipping costs are reduced. Installation equipment
may be lighter and thus less expensive to operate. Job
site handling efficiency is also increased. Many contractors
have found it possible to drastically reduce or, in some
cases, even eliminate the need for expensive lifting
equipment to lower the pipe into the trench.
A comparison of various pipe materials and their
respective weights is shown in Figure 3.

The outstanding chemical and corrosion resistance of
Spirolite@ pipe makes it ideal for sanitary sewer and a wide
variety of industrial waste disposal applications. It will not
rust or decay or support bacteriological growth and is
not subject to electrolytic or galvanic corrosion. Only very
few substances, such as aromatic and chlorinated
hydrocarbons, strong oxidizers, and some oils, affect the
physical properties of the pipe. Neither hydrogen sulfide
nor the resulting sulfuric acid commonly found in
sanitary sewers has any effect on the physical properties
of SpiroliteC") pipe. A comprehenSive chemical resistance

ISSUE: The Schlatters have requested the District to quitclaim a portion of the subject
easement.
BACKGROUND: The subject easement was granted to this District at no cost in 1950. It was
created to serve the Schlatter's property and other properties in the area. In 1989, the
Schlatter's had a home addition designed which encroached into a portion of the subject
easement. A new sewer has been installed to be clear of the new addition, and a 10-foot wide
replacement sewer easement which covers the new alignment and the existing sewer alignment
on the Schlatter's property was granted to the District in April, 1989. The original sewer main
in the quit claim area has been abandoned and, therefore, this portion of the subject sewer
easement is no longer needed. The property owner has paid the District's quitclaim processing
fee.
This project has been evaluated by staff and determined to be exempt from the California
Environmental Quality Act (CEQA) under District CEQA Guidelines Section 18.6, since it involves
a minor alteration in land use limitations.
RECOMMENDATION: Approve Quitclaim Deed to Craig Schlatter, et ux, Job 1557, authorize
the President of the District Board of Directors and the Secretary of the District to execute said
Quitclaim Deed, and authorize the Quitclaim Deed to be recorded.

ISSUE: All work has been completed on the Property Acquisition - Lagiss Project, and the
project can now be closed out.
BACKGROUND: The District identified the need to provide buffer zone around the perimeter
of the wastewater treatment plant. The Lagiss property, a 49 acre parcel at the north end of
Blum Road in Martinez, received the Board's authorization on January 7, 1989 to be acquired
for buffer zone purposes by eminent domain action.
The condemnation action between the District and Western Title Insurance Company (Lagissl
was settled on April 11, 1990. The total acauisition price was $5,252,360 consisting of the
real property cost at $5,000,000; the cost of District labor at $12,817; consultant/appraiser
costs at $99,354; and legal fees at $140,189. This project also included repairs and
replacement of approximately 5,900 feet of perimeter fence, posting of no trespassing signs,
and debris removed at a cost of $23,930. The total budget for the project was $5,294,000.
The total completed project cost is $5,276,290, which is $17,710 less than the budget. Staff
is closing out the project which will result in $17,710 being returned to the General
Improvement Program.
RECOMMENDATION: This item is presented to the Board for information. No action is
necessary.
