ISSUE: Carlson, Barbee & Gibson, Inc., the developer's engineer has requested the District
quitclaim the subject easements.
BACKGROUND: The subject easement was dedicated to the District at no cost when the map
of Subdivision 7331 was filed on September 9, 1991. The site was resubdivided on April 7,
1993, when the map of Subdivision 7806 was filed. New easements were created with the
filing of Subdivision 7806, thus eliminating the need for the easements created by superseded
Subdivision 7331. The District's quitclaim processing fee has been paid. The subject
easements are no longer needed and may be quitclaimed.
Staff has determined that this project is exempt from the California Environmental Quality Act
(CECA) under District CECA Guidelines Section 18.6, since it involves a minor alteration in land
use limitations. The Board of Directors' approval of this project will constitute a finding of
agreement with this determination unless otherwise indicated.
RECOMMENDATION: Approve Quitclaim Deed to Kaufman and Broad of Northern California,
Inc., Job No. 4942, authorize the President of the District Board of Directors and the Secretary
of the District to execute said Quitclaim Deed, and authorize the Quitclaim Deed to be recorded.

ISSUE: The District has received petitions for annexation for 1 0 parcels as shown on the
attached tabulation and maps. It is appropriate to initiate formal annexation proceedings
with the Local Agency Formation Commission (LAFCO).
BACKGROUND: LAFCO has requested that the District submit no more than 10 separate
areas under anyone proceeding to avoid overloading their schedule. The subject areas
are generally located in Alamo, Danville, Lafayette, Martinez, and Walnut Creek. LAFCO
has indicated that they may add adjoining unannexed parcels to the separate areas we
submit to eliminate islands or straighten boundary lines. The District will have to hold a
public hearing to consider annexation of any parcel added by LAFCO.
RECOMMENDATION: Adopt a Resolution of Application for the annexation of properties
to Central Contra Costa Sanitary District under District Annexation 1 25.

ISSUE: District practice is to hold a public hearing prior to the Board considering approval of a
project which is subject to environmental review under the California Environmental Quality Act
(CEQA).
BACKGROUND: At its September 4, 1991, meeting, the Board certified the Final Program EIR for
the Pleasant Hill/A-Line Sewer Overflow Protection Project and approved several route segments
for construction of the Pleasant Hill Relief Interceptor (Segments 1, 3, 12, 16A, 19A and 20; see
Figure A). Additionally, at its October 2, 1991, meeting, the Board certified the same EIR to then
approve the A-Line Relief Interceptor Project for the purpose of right-of-way acquisition.
For two locations along the Pleasant Hill Relief Interceptor route, the Board directed staff to
proceed with further right-of-way and design studies before recommending a final route selection:
14 vs. 13/15 (Contra Costa Boulevard vs. Pleasant Hill Shopping Center); and 18 vs. 17 (Grayson
Creek vs. Ruth Drive). Following these studies, staff was to examine the coverage of the
recommended route in the EIR and notify the public of the recommendation.
Staff is now prepared to recommend that Segment 14 be given final approval as part of the route
for the Pleasant Hill Relief Interceptor Project, and that Segments 13 and 15 be dropped from
further consideration for this interceptor. Board approval is requested now so that construction
of this segment can be included in the first phase of the Pleasant Hill Relief Interceptor. Due to
ongoing right-of-way negotiations with the County Flood Control District, staff is not yet prepared
to make a final recommendation on Segment 18 vs. 17, which would be constructed in a later
phase of the project.
Staff also is prepared to recommend that Segments 1 and 3 of the Pleasant Hill Relief Interceptor
be sized to accommodate anticipated peak wet weather flows from the future A-Line Relief
Interceptor.
Furthermore, staff has determined that these recommendations are within the scope of the
program approved earlier, the Program EIR adequately describes the activity for the purposes of
CEQA compliance, and that preparation and Board consideration of an Addendum to the EIR would
be appropriate to identify the Program EIR analysis applicable to these recommended project
elements pursuant to District CEQA Guideline Section 11.5. The rationale for these recommen-
dations and determinations will be presented at the July 1, 1993, meeting.

ISSUE: LAFCO has added properties to several of the parcels which are a part of District
Annexation 124. A public hearing must be held before this District can order the annexation
of these amended parcels.
BACKGROUND: The above-referenced annexation was sent to LAFCO as required for the
formal annexation process. LAFCO has amended the boundaries of several of the parcels as
submitted by the District. The amended parcels are designated as D.A. 124, Parcels 1, 2, 7,
8, 9, and 10. As required by law, staff will notify all affected property owners 15 days prior
to the public hearing.
RECOMMENDATION: Set a public hearing date on July 1, 1993, at 3:00 p.m. for the
annexation of the above-referenced territories as amended by LAFCO.

ISSUE: Attendance by Central Contra Costa Sanitary District (CCCSD) employees at training
courses over $500 or out of state must be approved by the Board of Directors if not included as
part of the annual Operations and Maintenance Training Budget.
BACKGROUND: The Plant Operations Department (POD) requests authorization for Dale Ohda,
Plant Maintenance Superintendent, to attend an intensive management training program.
The Plant Maintenance Superintendent has a critical management role in the operation of the
treatment plant and within CCCSD. He is responsible for an organization of 37 subordinates and
an annual budget of over four million dollars. The Superintendent's decisions are key to the cost-
effective and reliable operation of the treatment plant's facilities. It is in CCCSD's best interest
that the person in this position possess excellent and up to date managerial skills and have access
to current knowledge in the field. We believe that Dale Ohda is at a point in his career to benefit
from a high-quality management training course.
In recent years, an innovative method of managerial training has been developed, which is superior
to traditional training techniques. This method combines classroom lectures in management theory
with an individualized program designed to elicit substantial managerial behavioral modification
from participants. The program includes collecting feedback from subordinates, peers, and
superiors of the participants, analyzing the feedback for consistency and applicability, and utilizing
this feedback prior to the formal training sessions to tailor individualized managerial improvement
action plans.
POD proposes to utilize the training program offered by Management Action Programs, Inc. (MAP).
Beginning in 1989 and continuing into 1993, CCCSD has sent several Engineering Department
personnel to this program with excellent results. Probable attendance dates for this course are
June 17,18, and 19.

The training program includes an information gathering phase, a three-day workshop session that
includes a weekend day at an off-site location in the Bay Area, and followup sessions at the two-
and six-week points where the sessions are focused on reporting progress and reinforcing newly-
learned skills as well as emphasizing goals and objectives.
Attendance by Dale Ohda at the program will be $2,100. While this training program was not
included in the 1992-93 Operations and Maintenance budget, sufficient funds remain in POD's
training budget to cover this expense without overrun. In the face of major financial cuts, staff
believes that this expenditure will enable the Maintenance Division to work more efficiently and
effectively.
RECOMMENDATION: Authorize the attendance of Dale Ohda, Plant Maintenance Superintendent,
at a Management Action Programs, Inc. training program at a cost of $2,100.
