BACKGROUND: The subject easements were granted at no cost to this District in 1986 to provide for the construction of the "off-site" sewer serving Subdivision 6651. The alignment of this "off-site" sewer was chosen to fit with the future subdivision of the parcel of land it crossed. This parcel of land has now been subdivided (Subdivision 7443), and the "off-site" sewer alignment interferes with the building sites of Lots 7, 9, and 10 of Subdivision 7443. The "off-site" sewer has been relocated to provide for the maximum use of these lots, and new easements have been created. The existing sewer easement within these three lots is no longer needed and may now be quitclaimed. Lots 9 and 10 are owned by the developer, and Lot 7 is now owned by Mr. and Mrs. Jay Jacobs. The District's quitclaim processing fee has been paid. Staff has concluded that this project (the proposed quitclaim) is exempt from the California Environmental Quality Act (CECA) under District CECA Guidelines Section 18.6 since it involves a minor alteration in land- use limitations. Board of Directors' approval of this quitclaim will constitute an independent finding that this project is exempt from CECA. RECOMMENDATION: Approve Quitclaim Deeds to Leaning Oak Land Company, LLC, and to Jay Jacobs and Linda Brenton Jacobs, Job 4109; authorize the President of the District Board of Directors and the Secretary of the District to execute said Quitclaim Deeds; and authorize the Quitclaim Deeds to be recorded. Klimczak, Senior Engineer INITIATING DEPTIDIV Engineering Department/Plant Engineering Division ISSUE: Construction has been completed on the Martinez Pumping Station Improvements Project (DP 4922), and the work is now ready for acceptance. BACKGROUND: The Martinez Pumping Station is a critical link in the three pumping station system that conveys wastewater from the city of Martinez to the District's wastewater treatment plant. The Martinez Pumping Station Improvements Project included construction of a new 12 mgd pumping station and rehabilitation of existing facilities. The work included construction of a new building, installation of five pumps, piping, electrical and mechanical equipment and limited renovation of the existing buildings. In order to increase reliability, and reduce long-term operation and maintenance costs, an extensive instrumentation system was incorporated into the design of the pumping station. The project site is shown in Attachment 1. For additional information, please refer to the Fiscal Year 1995-96 Capital Improvement Budget (CIB), pages CS-91 to CS-93. The Board of Directors authorized award of a construction contract in the amount of $3,194,000 to Kaweah Construction Company of Fresno, California, on December 1, 1994. The contractor was issued a Notice to Proceed, effective January 23, 1995, with a required contract completion date of August 26, 1996. The original completion date was subsequently extended to September 9, 1996, due to construction delays caused by excessive rainfall. All work was substantially complete on October 16, 1996, with the remaining work consisting of punch list items which do not affect project acceptance. Negotiations are currently in progress to address the District's potential assessment of liquidated damages for late completion and the contractor's various requests for additional compensation and contract time relative to extra work that has been completed. It is appropriate to accept the contract work at this time. The total authorized budget for this project is $4,993,000. An accounting of the project costs will be provided to the Board at the time of project close out. RECOMMENDATION: Accept the contract work for the construction of the Martinez Pumping Station Improvements Project (DP 4922), and authorize the filing of the Notice of Completion. BACKGROUND: The majority of the sewers in the Lakewood area of Walnut Creek were constructed over 40 years ago. There is a history of both dry- and wet-weather overflows from sewers in this subbasin, and frequent maintenance is required. The Lakewood Sewer Renovation Project included construction of approximately 20,000 feet of new 8-, 10-, 12-, 14-, 15-, and 16-inch sewer. Approximately 10,000 feet of sewer was installed by open-cut construction technique; 8,800 feet of sewer was installed by pipe bursting; and 800 feet of sewer was installed by pipelining (Insituform). The project area is shown in Attachment 1. Additional information on the project is given on pages CS-71 to CS-73 of the 1995 - 96 Capital Improvement Budget. On December 21, 1 995, the Board authorized the award of a contract to D' Arcy and Harty Construction to construct the project. Notice to Proceed was issued on February 20, 1996. The contract completion date is November 20, 1996. The contract work was substantially completed on October 15, 1996. The remaining work consists of minor punch list items that do not affect the project acceptance. The total authorized budget for the project, including the cost of engineering design, consultant services, District forces, testing services, etc. is $4,367,000. A detailed accounting of the project cost will be provided to the Board at the time of project closeout. It is appropriate to accept the contract work at this time. RECOMMENDATION: Accept the contract work for the construction of the Lakewood Sewer Renovation Project (DP 4805), and authorize the filing of the Notice of Completion. BACKGROUND: William Echols, who was recently promoted to Maintenance Supervisor, is responsible for supervision of CSOD field crews. Attendance at this seminar will provide Mr. Echols with training in the effective management of collection system operations and improving system performance/reliability. The seminar will focus on methods and procedures specifically related to wastewater collection systems. The topics include regulations, liability, organization and staffing, operation of gravity sewers and force mains, pumping systems, safety, emergency response, construction and rehabilitation, computer systems, and system trouble shooting. The information obtained from this seminar will be directly useful to the field operations staff. This seminar is sponsored by the College of Engineering and the Professional Development Center at the University of Nevada, Las Vegas. Funds are available in the Collection System Operations O&M Budget; however, there will be an overrun in the Technical Training and Conference expense account due to the unbudgeted expense of this activity. BACKGROUND: Over the past decade the District has constructed treatment plant projects for environmental compliance, operational efficiency, and equipment reliability reasons. Although these projects were not constructed to increase the plant's dry weather capacity, it is possible that the dry weather capacity has increased as a result of their implementation. Additionally, staff believes that the plant's original capacity rating may have been conservative in some areas based upon capacity assessment technology that existed at that time. This project will quantify the capacity of each treatment plant process and identify the current, overall, operational capacity of the treatment plant. The components of this evaluation will include the following: collection of data on current operation, statistical screening of the data, application of modeling to evaluate the treatment plant, identification of capacities and limitations, and documentation of the results. Field testing of unit processes where necessary to confirm model predictions may follow. The approximate consultant cost of these components is $135,000. The estimated total cost of the project is $250,000. This evaluation will determine if and when our dry-weather capacity rating as stated in our NPDES permit needs to be increased by the RWQCB. The evaluation also will identify process bottlenecks which may need to be eliminated to meet future treatment demands and allow for sufficient planning and budgeting of such improvements. Brown and Caldwell (B&C) has been selected to conduct the technical evaluation which will include data validation and computer modeling to identify bottlenecks in the treatment train and isolate the components which require field evaluation. The choice of B&C was made based on their recent performance on the Selector Project and their expertise in statistical data analysis and computer modeling of the treatment plant. Any future projects to improve treatment plant processes or increase the capacity rating as a result of this study will require separate CEOA compliance actions to be determined following project identification. Board of Directors' approval of this agreement will constitute an independent finding that this agreement is exempt from CEOA. Reindl, Associate Engineer INITIATING DEPTIDIV Plant Operations Department ISSUE: Authorization by the Board of Directors is required for the General Manager-Chief Engineer to execute a professional services agreement when the amount is greater than $50,000. BACKGROUND: The existing Primary Building is made up of three separate structures: the Barscreen Building, the Influent Pump Building, and the Primary Operations Building. The new Headworks Facility Improvement Project originally included removal of the existing Primary structures, as well as the construction of a new facility. During the redesign and "Value Engineering" process of the Headworks, these items were deleted from the contract, and the remodel of the Primary Building was included in the Capital Improvement Budget (Page TP72) as a separate project with a project budget of $1.2 million. This is the first phase of that project to improve and utilize the existing structures first built in 1948. Sewage flows have been diverted to the new Headworks since the completion of that project, and recently the main influent pump engines have been removed for salvage value. The architectural firm of MacKin lay, Winnacker, McNeil Architects (MWM) and Sub-consultant Razzano Structural Engineers is being recommended to complete the final design for this project. MWM is being recommended, based on its past performance on other District projects including the Headquarters Office Building Project, completed in 1982, and the Plant Operations Department remodel, completed in 1992. The feasibility study has identified the need for minimum structural improvements necessary to meet current seismic guidelines, which are estimated to cost $150,000. ,. The primary structure is currently being utilized by Buildings and Grounds personnel and Maintenance Division staff. The feasibility study by MWM recommended remodeling the facility and the relocation of the Instrument and Electrical Shops to the Primary Building. The total estimate for architectural design fees is $82,000. The agreement with MWM will provide the final design and bid documents, which will allow the renovation of the Primary Building by Spring, 1997. Staff has concluded that this agreement is exempt from the California Environmental Quality Act (CEQA) under District CEOA Guidelines Section 17.3, since it involves a feasibility or planning study for possible future actions, which the District has not approved, adopted, or funded, and the outcome of the study will not have a legally binding effect on later activities.
