GM-CE ISSUE: Board authorization is required for Leave Without Pay in excess of 30 days. BACKGROUND: James Desurne, Accounting Technician, has been off work since June 1, 1997, due to a work related injury. Mr. Desurne has been receiving temporary disability benefits from State Compensation Insurance Fund (SCIF). Integrating these payments with accrued sick leave, in accordance with District policy, has maintained his active employee status. Mr. Desurne has now been determined to be a qualified injured worker and can therefore receive vocational rehabilitation. During this process, Mr. Desurne will not be receiving any compensation from the District. It is the District's practice in these cases to provide a Medical Leave of Absence Without Pay. Mr. Desurne has requested this medical leave without pay unti.1 the closure of his Workers' Compensation case, which is anticipated to be within the next six months. By allowing this unpaid leave, Mr. Desurne retains his status as an employee while he completes the resolution of his Workers' Compensation claim. BACKGROUND: Dennis Hall, Associate Engineer in the Plan Review Right-of-Way and Permit Sections, will be retiring on April 30, 1999. Among Mr. Hall's duties are the review and preparation of right-of-way maps and descriptions, and the overseeing of the preparation of easement documents. State law requires that individuals who perform these duties be either a licensed land surveyor or a registered civil engineer authorized to practice land surveying. Accordingly, as part of the recruitment for Mr. Hall's replacement, the class description for Associate Engineer must be modified to reflect the state law. A paragraph has been added to the Licenses or Certificates section on the last page of the attached draft class description to clarify the licensing requirements for Mr. Hall's replacement. The modified class description is offered for Board consideration. RECOMMENDATION: Adopt a revised class description for Associate Engineer. 311 0/99 U :\PPr\Raposa\Associate Engineer.pp. wpd Page 1 of 6 CENTRAL CONTRA COSTA SANITARY DISTRICT Effective: 7/1JQa 3/18/99 Range: S-77 Respirator Class: CSO,POD: 2 Engineering: 3 ASSOCIATE ENGINEER DEFINITION Perfonn responsible, professional engineering work in the planning, design, investigation, and construction of District wastewater treatment plant, collection system, and related facilities; perfonn project management responsibilities during an engineering project; perfonn line supervisory duties in the operation of an assigned District function. DISTINGUISHING CHARACTERISTICS An Associate Engineer works under direction and is expected to complete complex engineering assignments requiring the use of judgement and initiative in developing solutions to problems, interpreting general policies, ~nd detennining work assignments. Work in this class is distinguished from that of the Assistant Engineer class by the greater complexity of the assignments received, by the greater independence with which an incumbent is expected to operate, and by the possession of a Certificate of Registration as a professional engineer in the State of California. In addition, positions assigned to the class of Associate Engineer may be responsible for project management during the course of an engineering project and/or for line supervision over a permanent engineering-related District function. The use of respiratory equipment (including self-contained breathing apparatus (S.C. B.A.)) may be required for this position. Therefore, the Associate Engineer assigned to the Collection System Operations or Plant Operations Department will be required to be free of facial hair that would interfere with the use of respirators for annual fit tests and for any occasion which requires the use of respiratory equipment to comply with the District's respiratory program and CaVOSHA standards. The Associate Engineers assigned to the Engineering Department are exempt from the shave on demand requirement. SUPERVISION RECEIVED AND EXERCISED Receive direction from higher level professional or management personnel. May exercise direct or indirect supervision over other District personnel. CENTRAL CONTRA COSTA SANITARY DISTRICT Associate Engineer (Continued) EXAMPLES OF ESSENTIAL DUTIES - Duties may indude, but are not limited to, the following: Design or prepare contract documents and specifications for a variety of District engineering projects involving the wastewater treatment plant, pumping stations, collection systems, or related facilities. Negotiate and administer contracts for a variety of routine and complex consulting engineering projects; schedule and approve progress payments; monitor and review progress. Review District construction projects in progress, interpret specifications and District policy, analyze and resolve complex problems that may arise, and negotiate, recommend and approve contract change orders as necessary. Prepare and review cost estimates and engineering calculations. As assigned, oversee and supervise Right of Way/Plan Review functions: provide information to the public relating to real property, easements, annexation and review, negotiate and approve easement documents, property agreements, and annexations. Provide review and approvals of design drawings submitted by engineers for developer sponsored sewer projects. Manage and coordinate assessment district formation. Administer the collection and rebate of District fees for sewer connections. As assigned, provide supervision over less experienced engineering and technical staff; assign and review work; conduct performance evaluations. Prepare engineering reports and engineering-related matters for presentation to District Board; make recommendations for Board action. As assigned, make public presentations. Assist in the planning and administration of the capital improvement budget. Coordinate engineering related activities with other District departments, divisions, and sections, public agencies, engineering consultants, and individuals. Review and check engineering plans for District projects prepared by consultants for conformance with District standards and specifications. Enforce District policies and appropriate state and federal laws, codes, and regulations. Develop revised design and construction standards for District operated and maintained structures and appurtenances. Prepare special engineering studies and reports. Review and make recommendations on technical studies and reports. Perform value engineering. Perform related duties as required. MINIMUM QUALIFICATIONS Knowledae of: Principles and practices of engineering as applied to District facilities. Methods, materials, and techniques used in the construction of public utilities projects. Modern developments, current literature, and sources of information regarding engineering. Safety hazards and appropriate precautions applicable to work assignments. Ability to: Continuously analyze, identify. and interpret engineering plans and data; problem solve technical problems and prepare recommendations and solutions. observe others' work, know and understand regulations, and remember and explain procedures. Sit for long periods of time, write or use a keyboard to communicate through written means, walk through project and field sites, perform simple grasping and fine manipulation. and lift or carry weight of 10 pounds or less; and for confined space entry, lift or carry weight of 50 pounds or less. May be required to lift manhole covers weighing 50 to 80 pounds. May be required to communicate via radio and hear radio dispatch signal. Make complex engineering computations and check. design. and supervise the preparation of engineering plans and studies. Enforce District policies and appropriate state and federal laws. codes, and regulations. Communicate clearly and concisely, both orally and in writing. Perform complex engineering work with a minimum of supervision. As assigned, supervise subordinate staff assigned to a major District function. Learn and observe all appropriate safety precautions as required by the District including, but not limited to, Cal/OSHA General Industry Safety Orders, the District's Respiratory Protection Program, and District Safety Directives. Special Phvsical Reauirements (CSO, POD assignments): May be required to enter confined space and/or respond in an emergency. When required to wear respiratory protection equipment, must be able to wear S.C.B.A. and perform confined space entry and emergency response duties in protective clothing and equipment including S.C.B.A. weighing 32 pounds. EXPERIENCE AND EDUCATION Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years of experience in professional engineering, preferably in District engineering projects. Education: Equivalent to a bachelor's degree from an accredited college or university with major work in engineering or a closely related field. LICENSES OR CERTIFICATES Possession of a valid Certificate of Registration as a professional engineer issued by the State of California. Page 5 of 6 CENTRAL CONTRA COSTA SANITARY DISTRICT Associate Engineer (Continued) LICENSES OR CERTIFICATES The Associate Engineer assigned to the section in the Engineering Department that is responsible for review and preparation of right of way maps and descriptions must be either a civil engineer registered in the State of California prior to January 1, 1982, who is therefore authorized to practice land surveying, or a civil engineer registered in the State of California after January 1, 1982 and licensed by the State of California as a Professional Land Surveyor.
