ISSUE: Board approval is required for the District to accept Grants of Easements.
BACKGROUND: The subject Grants of Easements are a continuation of the group of post-
construction easements for the Lakewood Sewer Renovation Project in Walnut Creek.
Five similar Grants of Easements were accepted by the Board on September 15, 1999,
and have been recorded with the County Recorder. Some of the sewer segments included
in the project were in properties that lacked recorded easements (map attached). The
facilities were originally built via rights defined in the subdivision's Covenants, Conditions,
and Restrictions. The District relied on these rights and any acquired prescriptive rights
to accomplish the renovation project. The fact that these property rights were not
recorded and did not appear on land titles created confusion with some owners.
To avoid similar confusion with future maintenance or construction projects, staff has
been perfecting the District's easement rights through these properties by recording
Grants of Easements. This action will provide public notice of our easements, properly
delineate their location, and define our existing rights. Letters were sent (June 21, 1999)
to 14 property owners explaining our intention to document our easements. A transaction
fee of $250 was offered for signed and returned Grants of Easements. In cases where
the Grants of Easements are not returned, an Easement Declaration will be recorded by
the District (at no charge to the District) with the County Recorder to accomplish a similar
purpose.

for acceptance:

Funds for the purchase of right of way were included in the authorized Lakewood Sewer
Renovation Project 4805.
Staff concluded that this transaction is exempt from the California Environmental Quality
Act (CEQA) under District CEOA Guidelines Section 18.6, since it involves a minor
alteration in land use limitations. Acceptance of these Grants of Easements will establish
the Board of Director's independent finding that this action is exempt from CEOA.
RECOMMENDATION: Accept the Grants of Easements from Philip Austin and Carol J.
Austin, The Adeline Lee Revocable Living Trust, Laurence T. Cromelin and Penelope S.
Brody, and authorize staff to record said Grants of Easements with the Contra Costa
County Recorder.

ISSUE: Construction has been completed to replace 100 feet of gravity sewer and
rehabilitate the junction structure within the Martinez Refining Company as part of the
Martinez Transmission Sewer Project, District Project 5328, and the work is now ready
for acceptance.
BACKGROUND: There were two portions of the Martinez Transmission Sewer Project to
rehabilitate corroded gravity sewer pipelines. The first part of the project was to contract
with the Martinez Refining Company (MRC) to replace 100 feet of 36-inch (M5) corroded
pipeline and rehabilitate the junction structure located within their boundaries. Please refer
to Attachment 1 for location of the project. The second part of the project is to replace
180 feet of 36-inch pipeline and rehabilitate structures along the same pipeline system in
the public right-of-ways. That contract was awarded to 0' Arcy and Harty Construction,
Inc., and is currently in construction.
On September 2, 1999 the Board of Directors authorized an agreement with MRC to have
its on-site contractor perform the sewer construction for a lump sum price because of the
unique environmental and construction conditions present on the refining site.. The
contract work was substantially complete on October 31, 1999. The remaining work
consists of minor punch list items, which do not affect the project acceptance. It is
appropriate to accept the work at this time. An accounting of the project cost will be
provided to the Board at the time of project close out.
RECOMMENDATION: Accept the work for the rehabilitation of the gravity pipeline located
within Martinez Refining Company of the Martinez Transmission Sewer Project, District
Project 5328.

ISSUE: Construction has been completed on the Treatment Plant Substation
Improvements Project, DP 6113, and the work is now ready for acceptance.
BACKGROUND: The District has nine electrical substations to distribute power from the
main power supply to 14 motor-control centers. Seven substations have direct-current
control power to ensure safe breaker operation during times of power interruptions. The
old, 125-volt, direct-current control, power systems located in seven of the nine
substations at the treatment plant reached the end of their useful lives and were beginning
to fail. This project replaced the old power systems with state-of-the-art Ni-Cad batteries,
new chargers, and seismically designed racks.
Additional information can be found in the Fiscal Year 1998-99 Capital Improvement
Budget (CIB) on pages TP-85 through TP-87.
The Board of Directors authorized the award of a construction contract for this work in
the amount of $155,522 to California Electric Company on January 21, 1999. The
contractor was issued a Notice to Proceed, which was effective May 3, 1999. The
District took beneficial use on October 4, 1999, with all work being completed on
October 8, 1999.
It is appropriate to accept the contract work at this time. The total authorized budget for
this project is $209,000. An accounting of this project will be provided to the Board of
Directors at project close out.
RECOMMENDATION: Accept contract work of California Electric Company for the
Treatment Plant Substation Improvements Project, DP 6113, and authorize the filing of
the Notice of Completion.

ISSUE: Construction has been completed on the Ash Handling Improvements Project, DP
7186, and the work is now ready for acceptance.
BACKGROUND: The furnace ash system must provide continual, uninterrupted removal
of ash from the furnaces to prevent sludge disposal upsets and potential air permit
violations. On-going problems with equipment breakdowns, ash pipe plugging, and a lack
of back-up equipment made it increasingly difficult to keep the ash system in service. In
1996, the Furnace Continuous Improvement Team (CIT) completed an evaluation of
potential furnace improvements and identified the ash system as having the highest
priority. The Furnace Process Redesign Team (PRT) subsequently developed
recommendations for improving the ash system and upgrading to newer, more reliable
technology.
The recently completed Ash Handling Improvements Project involved the installation of
new ash filtration (dust collection) equipment, vacuum blowers, ash conveyance piping
(designed to prevent plugging), and associated valving and instrumentation. This project
also included new furnace control panels and conversion of the ash control system to
programmable logic controllers (PLCs) to replace obsolete equipment. Additional
information can be found in the Fiscal Year 1999-2000 Capital Improvement Budget (CIB)
beginning on page TP-22; Attachment 1 shows the project location.
The Board of Directors authorized award of a construction contract in the amount of
$995,000 to Monterey Mechanical Co. of Oakland, California on September 17, 1998.
The contractor was issued a Notice to Proceed, effective October 21, 1998, with a
contract completion date of October 21, 1999. The District received beneficial use of the
Ash Handling Improvements Project on September 1, 1999. The contractor achieved
substantial completion of the Ash Handling Improvements Project contract work within

ISSUE: A resolution by the District's Board of Directors must be adopted to finalize District
Annexation 146, Parcels 1 through 10.
BACKGROUND: The District made application to the Local Agency Formation Commission
(LAFCO) for the annexation of ten parcels of land designated as District Annexation 146.
LAFCO has considered this request and has recommended that Parcels 1 through 10 as
shown on the attachments be processed with minor adjustments. No public hearing is
required and the annexation of these parcels can be completed.
District staff has concluded that the subject annexation is categorically exempt from the
California Environmental Quality Act (CEOA) under District CEQA Guidelines Section
18.14 because the areas included within the annexation contain existing or private
structures developed to the densities allowed by the local land-use planning agency and
the extension of sewer service would have capacity to serve only those existing facilities.
Approval of this annexation will establish the Board of Directors' independent finding that
the annexation is exempt from CEOA.
RECOMMENDATION: Adopt a resolution independently finding that the subject annexation
is categorically exempt from CEQA, and ordering the completion of District Annexation
146, Parcels 1 through 10.

ISSUE: A public hearing must be conducted and a Resolution of Necessity adop d to
initiate eminent domain (condemnation) proceedings for acquisition of public easements.
BACKGROUND: Staff has been negotiating with the Royale Ridge Homeowner's
Association, San Ramon, to acquire right of way needed for the Dougherty Tunnel and
Trunk Project. The current Capital Improvement Plan (pages CS-35 through CS-38)
describes the purpose of the proposed tunnel and trunk sewer as the means of conveying
wastewater from the planned 11 ,OOO-unit Dougherty Valley developments to the San
Ramon (Larwin) Pumping Station. The subject right of way consists of a permanent
subsurface only easement for the tunnel portion and of a surface and subsurface
easement for the tunnel portal (map attached). The trunk sewer portion of the project is
planned for construction through city surface streets.
Although negotiations with representatives for the Homeowner's Association are
continuing, staff considers it appropriate to proceed with the commencement of eminent
domain action to acquire the needed easements in time to meet the scheduled
construction in mid-2000.
Staff is prepared to present evidence at the public hearing to show that this public
improvement project meets all of the following criteria:
1. The public interest and necessity require the project;
2. The project is planned or located in a manner that will be most compatible
with the greatest public good and the least private injury;

ISSUE: A public hearing is required to receive public comments on proposed changes to
the schedule of charges for small businesses that use the services at the Household
Hazardous Waste Collection Facility (HHWCF).
BACKGROUND: On August 6, 1998, the CCCSD Board of Directors passed Ordinance
Number 206 establishing hazardous waste handling and disposal charges for eligible small
businesses to pay when they use the services of the HHWCF. The Conditionally Exempt
Small Quantity Generators (CESQG) rates were set to recover the incremental cost of
disposal of the wastes delivered to the HHWCF by the business customer. The packaging
method and the transportation/disposal cost per container charged to CCCSD are used to
calculate this incremental cost of disposal. Changes to either the packaging method or
disposal charges can prompt a c~ange to the CESOG fees.
Since passage of Ordinance Number 206, several changes have occurred which reduce
the CESOG fees that small business should be charged. Examples of these changes
include:
. Reduced charges by Phillips Services Corporation (PSC) for certain types of waste
transported under the contract with them;
. Alternative packaging methods to take advantage of lower charges for larger
shipping containers;
. Recently completed and planned improvements to the HHWCF that have or will
provide for more efficient handling of hazardous wastes; and

. Alternative vendor used to recycle propane cylinders at a lower price than PSC's
services.
The proposed modifications to the charges are presented in Exhibit A titled "Schedule of
Hazardous Waste Handling and Disposal Charges for Conditionally Exempt Small Quantity
Generators." Under the proposed modifications, the charges for eight different
classifications of hazardous wastes are being reduced. The reductions range from 4% to
50% of the existing charges. The proposed charges were distributed to the Board on
November 4, 1999. As reported on November 4, 1999, staff recommended holding the
charge for antifreeze at its current rate.
During fiscal year 1998-99, $9,000 in revenue were generated from the CESOG charges
which represents less than 1 % of the HHWCF's operating budget. The reduction in
revenue from the CESOG customers will depend on the types of wastes delivered to the
HHWCF and is anticipated to range from 10% to 20%.
The column titled "Example Waste Materials" in Exhibit A has been modified to clarify the
applicable charges to be used for certain types of flammable wastes.
The bulking of certain types of flammable liquids is being pursued at the HHWCF and
should be operational during this fiscal year before the rates for fiscal year 2000/01 are
established. A proposed unit charge for flammable liquids that will be eligible for bulking
is included in Exhibit A to enable staff to charge customers a rate based on the bulking
packaging method. The rate is qualified with a footnote to record the conditions when
the charge for bulked wastes will apply.
RECOMMENDATION: Conduct a public hearing on the proposed schedule of CESQG
Charges for small businesses that use the services of the HHWCF identified in Exhibit A.
Approve the proposed schedule of CESQG charges and adopt an ordinance to implement
the schedule effective December 1, 1999.

CENTRAL CONTRA COSTA SANITARY DISTRICT
TO AMEND THE SCHEDULE OF
HAZARDOUS WASTE HANDLING AND DISPOSAL CHARGES
FOR
CONDITIONALLY EXEMPT SMALL QUANTITY GENERATORS
WHEREAS, the Central Contra Costa Sanitary District (District) operates a
permanent Household Hazardous Waste Collection Facility (HHWCF) at 4797 Imhoff Place,
Martinez, California; and
WHEREAS, the HHWCF and its operating plan were designed to provide hazardous
waste collection, handling, recycling and disposal services to both residential customers
and small businesses that qualify under state regulations as "Conditionally Exempt Small
Quantity Generator{s)," generally referred to as CESQGs; and
WHEREAS, the Board of Directors adopted Ordinance No. 206 on August 6, 1998
adding Chapter 6.40 Hazardous Waste Handling and Disposal Charges for Conditionally
Exempt Small Quantity Generators to the Central Contra Costa Sanitary District Code; and
WHEREAS, Section 6.40.030 of the District Code provides authority for the Board
of Directors, from time to time, to determine and adopt charges for handling and disposal
of CESQG hazardous wastes; and
WHEREAS, a properly noticed public hearing to receive comments on the proposed
schedule of charges was conducted by the Board of Directors at their regularly scheduled
meeting on November 18, 1999;

NOW, THEREFORE, the Board of Directors of the Central Contra Costa Sanitary
District does ordain as follows:
Section 1
The Schedule of Hazardous Waste Handling and Disposal Charges for Conditionally
Exempt Small Quantity Generators described in Exhibit A to this Ordinance,
attached hereto and incorporated by reference, shall be as set forth therein. The
charges set forth in the attached Exhibit A shall be codified in Chapter 6.40 of the
District Code and said Schedule of Hazardous Waste Handling and Disposal
Charges for Conditionally Exempt Small Quantity Generators shall supersede the
preexisting Schedule of Charges contained in the District Code on the effective
date of this Ordinance. Said Schedule of Charges shall remain in effect until
amended by ordinance.
Section 2
This Ordinance shall be general regulation of the District and shall be published in
the Contra Costa Times, a newspaper of general circulation, published and
circulated with the Central Contra Costa Sanitary District and shall be effective as
of December 1, 1 999.

ISSUE: Board authorization is required to create and delete positions, establish salary ranges,
and adopt new job classification descriptions.
BACKGROUND: Pumping Stations' staff has historically included a Pumping Stations
Superintendent, two Pumping Stations Supervisors, and six Pumping Stations Operators at the
1/11 level, for a total staffing complement of nine. As a result of the retirement and the deletion
of one Pumping Stations Supervisor position last year, the presently authorized staff is one
Pumping Stations Superintendent, one Pumping Stations Supervisor, and six Pumping Stations
Operators at the 1/11 level, for a total authorized staff of eight. The remaining supervisor
position is currently vacant. These staffing changes have taken place during a time of
extensive construction work and the addition of another remote station. The present Pumping
Stations Superintendent has been in his position approximately one year. Restructuring this
group will move much of the daily decision-making responsibilities to the front-line personnel
responsible for the performance of the Pumping Stations, and will promote more self-direction.
Over the past year, staff has successfully demonstrated their ability to work independently in
the field, taking ownership of these facilities and the responsibility for facilities operation.
Many of the daily operation and maintenance activities require coordination but not direct
supervision. Thus, it is proposed that two lead positions of Pumping Stations Operator III be
created and filled through the Personnel Advancement Policy, as outlined in the present
Memorandum of Understanding between Central Contra Costa Sanitary District (CCCSD) and
the Employees' Association, Public Employees Union Local 1. Establishing this position would

allow the Pumping Stations Superintendent additional time to participate in project planning and
review, planning and scheduling of major repair work, training of personnel, setting long-term
goals and objectives, and performing other duties normally done at the superintendent level.
As work group duties are realigned after these positions are put into place, the need for a third
Pumping Stations Operator III will be evaluated.
The concept of a "lead Pumping Stations Operator" in this section has been presented to the
District Board Personnel Committee and approved.
The proposed job classification description for the Pumping Stations Operator III position and
the modified job classification descriptions for the Pumping Stations Operator 1/11 are attached.
Also attached is an organization chart showing the present and proposed organization for the
Pumping Stations Section.

PUMPING STATIONS OPERATOR 1/11
DEFINITION
Operate, inspect, maintain, and repair equipment and facilities at District pumping
stations; perform a variety of mechanical and building maintenance tasks. This is a
flexibly staffed class series whereby I level positions may reasonably expect to progress
to the II level with training, experience, and satisfactory job performance.
DISTINGUISHING CHARACTERISTICS
The use of respiratory equipment (including self-contained breathing apparatus (S.C.B.A.))
may be required for this position. Therefore, the Pumping Stations Operator I will be
required to be free of facial hair that would interfere with the use of a respirator for annual
fit tests and for any occasion which requires the use of respiratory equipment to comply
with the District's respiratory program and Cal/OSHA standards.
Pumping Stations Operator I
This is the entry level class for the Pumping Stations Operator series. Positions in this
class typically have at least one to two years experience in mechanical maintenance but
are unfamiliar with the full range of duties in the pumping stations. I level positions work
under closer supervision than II level positions.
Pumping Stations Operator II
This is the journey level class in the Pumping Stations Operator series. Positions in this
class perform the full range of pumping stations work and are frequently required to work
alone and exercise independent judgement.
SUPERVISION RECEIVED AND EXERCISED
Pumping Stations Operator I
Receive immediate supervision from a higher level position progressing to general
supervision with training and experience.

SUPERVISION RECEIVED AND EXERCISED
Pump Stations Operator II
Receive general supervision from a Pumping Stations Supervisor the Pumping Stations
Superintendent and functional supervision from a Pumping Stations Operator III.
May exercise technical supervision over lower level Pumping Stations Operators.
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the
following:
Operate, inspect, repair, and maintain pumps, electric motors, diesel and gasoline engines,
air compressors, hydraulic systems, valves, electrical controls, and associated
instrumentation.
Check, record, and monitor pumping station operations and, as necessary, make operating
adjustments including opening and closing suction or discharge valves and pumping down
and flushing sumps and wet wells.
Perform preventive maintenance work on engines and equipment; diagnose mechanical
problems; order or procure parts for repairs; order supplies.
Remove, repair, and install piping, valving, controls, filters, emergency by-pass systems,
and hydrauliC and pneumatic valve and instrument control systems.
Operate, maintain, and repair chemical feed systems.
Operate manual and automatic control liquid pumping stations.
Perform a variety of building maintenance and groundskeeping work.
Prepare ~ime cards, call-out reports, and spillage reports.
Keep maintenance records and work activity reports.
In the absence of the Pumping Stations Supervisor Operator III, or when directing others
in such work, assume lead responsibility for pumping stations operations and
maintenance.

Assist in analyzing pumping stations operations; make suggestions to supervisors on
improvements.

MINIMUM QUALIFICATIONS
Pumping Stations Operator I
Knowledge of:
Methods, equipment, tools, and materials used in the maintenance of diesel and
gas engines, electric motors, pumps, compressors, and other equipment.
Safety hazards and appropriate precautions applicable to work assignments.
Ability to:
On a continuous basis know the parts of the station and what they do; observe,
remember, and understand equipment operations, identify problems related to
equipment operations, and explain situations. Intermittently analyze pump
problems, interpret schematics, and problem solve equipment malfunctions.
Intermittently sit, walk, stand, bend, squat, climb, kneel, and twist while
performing various tasks in and around work station, perform simple and power
grasping, pushing and pulling, fine manipulation, use feet to operate foot controls;
and lift or carry weight of -lOO 75 pounds or less.
Operate and perform preventive and routine maintenance and repair work on diesel
engines and electric motors, pumps, compressors, and related equipment; operate
related power tools.
Perform a variety of building maintenance tasks including cleaning, groundskeeping,
painting, light carpentry, plumbing, and electrical work.
Learn basic wastewater treatment processes and control procedures; perform
routine process control tasks.
Maintain records accurately and neatly.

Ability to:
Understand and carry out oral and written directions.
Establish and maintain cooperative relationships with those contacted in the course
of work.
Learn and observe all appropriate safety precautions as required by the District
including, but not limited to, Cal/OSHA General Industry Safety Orders, the
District's Respiratory Protection Program, and District Safety Directives.
Work shift, on-call, weekends, and holidays as assigned.
Special Physical Requirements:
Must be able to wear respiratory protection device for dust protection and while
painting and using certain chemicals and solvents. May be required to enter
confined space. Must be able to wear S.C.B.A. and perform job duties while
wearing protective equipment and S.C. B.A. weighing 32 pounds.

the required knowledge and abilities would be qualifying. A typical way to obtain

treatment plant.

Methods and precautions in storing and handling hazardous gases and chemicals.
Wastewater sampling and routine process control tests.
Ability to:
Perform the full range of repair and maintenance work on pumping stations
equipment.
Work independently and exercise good judgement without close supervision;
assume functional responsibility for designated operations in absence of
supervision.
Perform gas and electrical welding.
Diagnose problem situations and recommend effective courses of action.

Any combination equivalent to experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical way to obtain
the knowledge and abilities would be:

One year of experience as a Pumping Stations Operator I or comparable to

PUMPING STATIONS OPERATOR III
DEFINITION
Participate in and provide coordination and lead direction of a crew in the operation,
inspection, maintenance, and repair of the District's pumping station facilities; perform
administrative duties as assigned such as daily reporting and regular inventories; regularly
assist in the training of lower level Pumping Stations Operators in equipment and systems
operations, departmental procedures, and safety practices.
DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class in the Pumping Stations Operator series. Positions
in this class are distinguished from Pumping Stations Operator II positions in that they, in
addition to the duties of the II class, regularly lead a crew and are responsible for the work
of assigned crew. The Pumping Stations Operators III regularly perform the most
technically difficult tasks and are responsible for safety in the work practices of assigned
crews, as well as contractor compliance with District rules when working within their
assigned facilities.
The use of respiratory equipment (including self-contained breathing apparatus (S.C.B.A.))
may be required for this position. Therefore, the Pumping Stations Operator III will be

Inspect, operate, repair, and maintain pumping station equipment and facilities;
troubleshoot and resolve the more complex problems associated with the operation of the
District's pumping stations.
Train and direct assigned crew members; be responsible for adherence to rules,
procedures, work methods, and compliance with safety requirements.
Perform administrative duties, such as work order and requisition processing, as assigned;
maintain appropriate records and logs.
Assist in the coordination interface between Pumping Stations operators and contract
personnel in conjunction with contract work.
Act on behalf of the Pumping Stations Superintendent as required.
Perform related duties as required.
MINIMUM QUALIFICATIONS
Knowledge of:
Operation of the components and systems of highly automated pumping stations
facilities.
Equipment and the maintenance tools and procedures applicable to such equipment
in the District's pumping station facilities.
Safety hazards, appropriate precautions, and safe work practices applicable to
work assignments and pumping station operations.
Methods and precautions in storing and handling of hazardous gases and
chemicals, including, but not limited to, lubricants, gasoline, diesel fuel, and odor
arid sulphide control chemicals.
Wastewater sampling and routine process control tests.
Basic wastewater treatment processes and control procedures.
Basic supervisory skills and techniques.

power grasping, pushing and pulling, fine manipulation; use feet to operate foot
controls; and lift or carry weight of 75 pounds or less.
Train and lead assigned personnel.
Inspect pumping stations equipment and recognize inefficient, unusual, or
dangerous operating conditions; diagnose problem situations and recommend
effective courses of action.
Perform routine process control tasks.
Perform the full range of repair and maintenance work on pumping stations
equipment and facilities; perform gas and electrical welding.
Use District computer systems for administrative duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative relationships with those contacted in the course
of work.
Learn and observe all appropriate safety precautions as required by the District
including, but not limited to, Cal/OSHA General Industry Safety Orders, the
District's Respiratory Protection Program, and District Safety Directives.
Work shift, on-call, weekends, and holidays as assigned.or required.

May be required to respond in an emergency. Must be able to wear S.C.B.A. and
perform emergency response duties in protective clothing and equipment including
S.C. B.A. weighing 32 pounds.
