1. CALL MEETING TO ORDER
Chair McGill called the meeting to order at 3 p.m.

No comments.
3. OLD BUSINESS
a. Two Outstanding Questions from Previous Meeting
COMMITTEE ACTION: None
4. CLAIMS MANAGEMENT
a. Review Outstanding Claims
Three claims were discussed. One new claim involved an overflow at the
John Swett Elementary school. This overflow was on the outside grounds
of the school. The dirt was removed and $7,500 has been set aside to
finish this cleanup work.
The other two claims involve a temporary construction easement,
trespassing, inverse condemnation and damage to the owner's driveway
at 26 Wanda Way, Martinez. These two claims will be discussed in closed
session at the Board meeting on December 18.

COMMITTEE ACTION: Received the report.
5. REPORTS/ANNOUNCEMENTS
a. Sewer Service Charge and Property Tax Revenue
Staff checked with the County Assessor's office who indicated that all
collected property tax and sewer services charges will be given to the
District in December and April. In June, based on the Teetor Plan, any
remaining monies will be paid.
COMMITTEE ACTION: None.
b. Update on AIG
Additional articles were provided and staff indicated that the District should
continue to receive insurance coverage form AIG.
COMMTTEE ACTION: None.
c. GASB 45 Trust
COMMITTEE ACTION: The Committee instructed staff to continue to
hold the first deposit to the GASS 45 Trust until the market volatility
slows.
d. Article on CalPERS
Staff provided an article on the investment losses of CaIPERS.
COMMITTEE ACTION: None.
e. Governor Schwarzenegger declares fiscal emergency for California
The economic emergency for the state of California was discussed.
Numerous articles were provided to the Committee. As of this date, there
is no indication that the State will take property taxes from public
agencies.

COMMITTEE ACTION: Recommended Board approval of expenditures.
