MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE DISTRICT BOARD
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD FEBRUARY 23. 1967
The District Board of Central Contra Costa Sanitary District convened in
an Adjourned Regular Session at its regular place of meeting located at 1250
Springbrook Road, Walnut Creek, County of Contra Costa, State of California,
on February 23, 1967, at 8:00 o'clock P.M.
The meeting was called to order by President Gibbs.

GARBAGE RATES
Member Mitchell stated that the financial statements of the garbage
collectors were not over a long enough period of time to establish a trend of
historical value.
Mr. Horstkotte, General Manager-Chief Engineer, selecting the Oringa
Garbage Disposal Service, indicated on the blackboard what their earnings are.
Members of the Board discussed the gross earnings o,f the various collec-
tors along with capital investments.
Mr. Horstkotte stated that the best advice of those familiar with estab-
lishing rates for such organizations was to use a percentage of gross revenue.
Problems of collection such as terrain and population density were
discussed.
President Gibbs stated that three things should be considered when estab-
lishing rates:

Charges made in other areas
Trend of rates related to cost changes
Board Members discussed establishing different rates for the different
areas.
Salaries of owners of garbage collecting firms included in expenses
were discussed.
ORDINANCE NO. 66, AN ORDINANCE ADJUSTING GARBAGE RATES, ZONE I - $2.05;
ZONE II - $2.05; ZONE 3 - $2.20; ZONE IV - $1.90; ZONE V - $1.90
It was moved by Member Mitchell, seconded by Member Allan, that Ordinance
No. 66 be adopted. Carried by the following vote:

"ORDINANCE NO. 66
AN ORDINANCE OF CENTRAL CONTRA COSTA SANITARY DISTRICT
AMENDING SECTION 12-122 OF THE DISTRICT CODE DEALING
WITH MAXIMUM RATES FOR GARBAGE COLLECTORS
SECTION 1: Section 12-122 of the Code of the Central Contra Costa
Sanitary District is hereby amended to read as follows:
Sec. 12-122.
Maximum rates for garbage collections.
(1) The rates to be charged in all zones shall be established on the
basis of the number of containers collected as follows: (a) single family
dwelling units, multi-family dwelling units, and commercial establishments
shall be entitled to one collection each week at a rate fixed for the first
container collected and an additional rate fixed for each additional container
collected at the same time; (b) bulk collections shall be charged on the basis
of cubic yards and fractions thereof collected.
(2) Except as provided in sections 12-123 and 12-124, the maximum rates
which shall be charged for each zone and each classification beginning Febru-
ary 1, 1967, are hereby fixed as follows:

SECTION 2. PUBLICATION AND EFFECTIVE DATE.
This Ordinance shall be a general regulation of the District and shall
be published once in the Contra Costa Times, a newspaper of general circula-
tion published and circulated in the Central Contra Costa Sanitary District
and shall be effective upon expiration of the week of publication.
PASSED AND ADOPTED by the Board of Directors of the Central Contra Costa
Sanitary District on the 23rd day of February, 1967, by the following vote,
to-wit:

President Gibbs stated that any garbage collecting firm could appear
before the Board to discuss the rates established.
Mr. Webb, who stated he worked for the State Public Utilities Commission,
discussed with the Board Members whether a cash or accrual accounting basis
should be used along with other basic items in the calculation.
Mr. Horstkotte presented for approval a letter to be sent to other govern-
ment bodies in the bay area who have the responsibility of establishing garbage
rates, suggesting meetings to discuss and coordinate the setting of rates.
The letter met with approval.

NEW BUSINESS
SETTLEMENT OF EASEMENT PARCEL 44-7-2
Mr. Horstkotte, General Manager-Chief Engineer, reported that H. E.
Johnson Construction Company, contractor for Local Improvement District No.
44-7, had not restored easement Parcel 44-7-2, Leisure property, to a satis-
factory condition and it can be settled for $252.00, stating that it was the
recommendation of the staff and Mr. Bohn, Counsel for the District, to settle.
It was moved by Member Allan, seconded by Member Mitchell, that easement
Parcel 44-7-2, owner Leisure, be settled for $252.00. Carried by the follow-
ing vote:

REPORTS
GENERAL MANAGER-CHIEF ENGINEER
DISPLAY AD
Mr. Horstkotte presented the format for the display ad to be placed in
the Contra Costa Times special edition in March.
TUNNEL AND OUTFALL LINE
Mr. Horstkotte showed the Board Members a picture of the holing out of
Job 1371 Tunnel at the west end and pictures of an experimental procedure
for coring a section of Outfall Line under water for the installation of
manholes.

None.

ADJOURNMENT
At 10:05 o'clock P.M., the meeting was adjourned by President Gibbs to
March 2, 1967.
