HomeMy WebLinkAboutBOARD MINUTES 04-01-65 62 MINUTES OF A REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD APRIL 1, 1965 The District Board of Central Contra Costa Sanitary District convened in a Regular Session at its regular place of meeting located at 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of California, on April 1,1965, at 8:00 o'clock P.M. APPROVAL OF HINUTES The Minutes of the meeting of March 18,1965, were approved as presented. III. APPROVAL OF EXPENDITURES It was moved by Hember Roemer, seconded by Member Rustigian, that the expenditures, as audited by the Auditing Committee and as submitted by the District Manager-Engineer, be approved, reference being specifically made to Sewer Construction Vouchers Numbers 1918 to 1921., inclusive, and Running Expense Vouchers Numbers 6154 to 631.1, inclusive. Bashnick Vincent Rodrigues McGuire and Hester $112,719.20 113,691..00 114,740.00 115,068.20 160,998.00 Upon the recommendation of Mr. Horstkotte, District Manager-Engineer, it was rnoved by Member Rustigian, seconded by Member Howard, that the contract for Trunk Sewer C be awarded to Sto~kton Construction Co., Inc. on their low bid. Carried by the following vote: AYES : NOES : ABSENT: Hembers: Members: Members: Gibbs, Rustigian, Howard, Roemer and Mitchell None None RIGHT OF ENTRY AGREEfJlENT WITH BAKER, RODI & WEST AND ALLIED PROPERTIES FOI\. THE INSTALLATION OF TRUNK SEWER C ON THEIR PROPERTY I Mr. Horstkotte, District Manager-Engineer, stated that the location of Trunk Sewer C was along a future freeway frontage road the State will build and if the State does not acquire the property within five years from Baker et aI, the District, on written notice, would be required to file condemnation and acquire the property. It was moved by Member Howard, seconded by Member Rustigian, that the President and Secretary be authorized to execute the agreement with Baker et al for right of entry for Trunk Sewer C, subject to the approval of Mr. Bohn, Counsel for the District. OLD BUSINESS AGHEEMENT WITH BROWN AND CAWWELL Mr. Horstkotte, District l1anager-Engineer, presented an agreement with Brown and Caldwell for bringing the 1956 Brown and Caldwell Report up to date and the Suisun Bay survey, which was discussed at the March 18, 1965, meeting. I Copies to be mailed to each Board Member. Continued to April 15,1965. VI. NEW BUSINESS RESOLUTION NO. 1474, APPOINTING MICHAEL WINTER AND TON CARVER, UTILITY MEN (TECHNICAL) After discussing with Mr. Horstkotte, District Manager-Engineer, the need for the appointments of the temporary employees to permanent status, it was moved by Member Gibbs, seconded by Member Howard, that Resolution No. lh7Ìl be adopted. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Nembers: Gibbs, Rustigian, Howard, Roemer and Mitchell None None INSTALLATION OF JOINT DRIVEHAY ENTRANCE AT WILLOW PASS ROAD AND THE FREH-lAY WITH CONTRA COSTA COUNTY FLOOD OONTROL AND WATER CONSERVATION DISTRICT Mr. Horstkotte, District Manager-Engineer, stated that the Flood Control District had presented an agreement which provided that the District would pay $300.00, estimated to be one-half the cost of the entrance road; the Flood Control District to repair and maintain the entrance road. The road is needed by the District for access to manholes on Trunk Sewer A. I It was moved by Member Howard, seconded by Member Rustigian, that Mr. Horstkotte, District Manager-Engineer, be authorized to execute the letter of agreement dated Harch 19,1965, with the Contra Costa County Flood Control and Water Conservation District for joint use of an entrance road at Willow Pass Road and the State Freeway, and that $300.00 from Sewer Construction Funds be authorized for the District's share of the cost. Blachly, W. David Gray, Walter Laniel, Russell J. Bruzzone, Inc. , Gllbert P. Lazzareschi, Gilbert L. Hart, Hamie H. Porter, and William H. Aquino be accepted and their recording ordered. JACOBSEN Mr. Horstkotte, District Manager-Engineer, described on the blackboard the problem Mr. George W. Jacobsen, sewer contractor, had in repairing a side sewer at 2206 Tice Valley Blvd., Walnut Cree~. Mr. Horstkotte stated that due to the problem a section of the main sewer had to be replaced, resulting in a $200.00 cost above the repair of Mr. Deran's sewer. Hr. Horstkotte recommended that Mr. Jacobsen be paid $200.00 for this additional work. I It was moved by Member Roemer, seconded by Member Howard, that Mr. George W. Jacobsen be paid $200.00 for the additional work required on the main sewer while repairing the side sewer of Mr. Deran at 2206 Tice Valley Blvd., Walnut Creek, Carried by the following vote. AYES : NOES: ABSENT: Members: Members: Nembers: Gibbs, Rustigian, Howard, Roemer and Mitchell None None CALL FOR EXAHINATION TO ESTABLISH ELIGIBLE LIST FOR RECEPTIONIST TYPIST Mr. Horstkotte, District Manager-Engineer, stated that the examination was to establish an eligible list; no change in present personnel was anticipated at this time. It was moved by Member Roemer, seconded by Member Gibbs, that an examination to establish an eligible list for Heceptionist-Typist be authorized. Carried by the following vote: AYES: NOES: ABSENT : Hembers: Nembers: Members: Gibbs, Rustigian, Howard, Roemer and Mitchell None None I MATTERS FROIvI THE FLOOR PUBLIC UTILITIES COMMISSION REPORT President Mitchell stated that he had read the Public Utilities Commission report given to him during the Hearing on the request for garbage rate increase, and suggested that each Board Member read it. President Nitchell stated that he felt it presented a good procedure for handling requests for rate increases. The report was given to Member Gibbs and will be passed on to the other Board Members later. VII. REPORTS DISTRICT MANAGER-ENGINEER CONTRACTOR'S REQUEST FOR EXTENSION OF Tn-IE ON TREATHENT PLANT ENLARGE- HENT - 196Lt :;1TO RK Hr. Hostkotte, District IVianager-Engineer, stated that the completion date for the work on Treatment ~lant Enlargement - 1961. is April 2,1965, and the contractor had previously requested an extension due to weather . , labor problems, and delivery of materials. I Mr. Horstkotte recommended a 30 day extension on the contract completion time. Member Roemer questioned the advisability of granting an extension. After discussion, it was moved by Hember Gibbs, seconded by Nember Howard, that Fred J. Early, Jr. Co, Inc. be granted a 30 day extension 04 01 65 65 on their contract for Treatment Plant Enlargement - 1961. work. by the following vote: Carried AYES : NOES : ABSENT: Members: lVJ.embers: Members: Gibbs, Rustigian, Howard, Roemer and Mitchell None None CALIFORNIA WATER POLLUTION CONTROL ASSOCIATION CONVENTION I Mr. Horstkotte requested authorization of $805.00 plus transportation expenses to send Mr. Mott, Mr. Niles, Mr. Best, Mr. Hinkson, and himself to the California Water Pollution Control Association convention at San Diego for five days from April 27 to May 1,1965, inclusive. It was moveö by Member Roemer, seconded by Member Rustigian, that $805.00 plus transportation costs be authorized to send Mr. Mott, Mr. Niles, Nr,. Best, Hr. Hinkson, and Mr. Horstkotte to the California Water l'ollution Control Association convention at San Diego for five days from April 27 to May 1,1965, inclusive. Carried by the following vote: AYES : NOES: ABSENT: Members: Members: Members: Gibbs, Rustigian, Howard, Roemer "and Mitchell None None OUTFALL SEWER Mr. Horstkotte stated that the diffusers on the Outfall Sewer were going to be removed and replaced with weighted flap gates which he dès- cribed on the blackboard. PLUGGED SEWERS IN CIEOPATRA DRIVE I Mr. Horstkotte reported that when Line A was installed in Cleopatra Drive in Pleasant Hill it was necessary to sever the side sewers and to re-install them and they were now causing problems and the District could expect claims for plugged sewers and repairs. After discussion, it was suggested that property owners who could be affected be notified that they might have trouble. SAN LUIS DRAIN PROJECT President Mitchell stated that Congressman Baldwin, in his latest bulletin, requested that telegrams be sent to him expressing opposition to the San Luis Drain project. After discussion, Mr. Horstkotte stated that he would again send the telegram previously sent. CIVIL SERVICE CLASSIFICATIONS Members Gibbs and Rustigian discussed with Mr. Horstkotte certain Civil Service classifications. COUNSEL FOR THE DISTRICT , LEGISLATION I Mr. Carniatto and Mr. Ellersdorfer, representing Mr. Bohn, Counsel for the District, stated that Mr. Bohn was in Sacramento working on legislation. Copies of Bills 811 to 814, inclusive, relative to Sanitary District matters which had been introduced, were given to each Board Member. VIII .
