HINUTES OF AN ADJOURNED REGULAR IvŒETING
OF THE DISTRICT BOARD
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD MARCH 18,1965
The District Board of Central Contra Costa Sanitary District convened
in an Adjourned Regular Session at its regular place of meeting located at
1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of
California, on March 18,1965, at 8:00 o'clock P.M.
The meeting was called to order by President Mitchell.

APPROVAL OF HUJ1JTES
At the suggestion of President Mitchell, it was moved by Member Roemer,
seconded by Member Gibbs, that the Minutes of the meeting of March h, 1965,
be approved subject to the Iollmáng changes:
After the first paragraph under "V. OLD roSINESS, LEGISLATIVE PROGRAH
RE FACILITY REIOCATION.S", the wording shall be as follows:
"After the Executive Session, the District Board reconvened in Open
Session.
"It was moved by Member Gibbs, seconded by Member Rustigian, that
$6,000.00 be authorized from Sewer Construction Funds to investigate the
feasibility of obtaining statewide support from other Districts to secure
legislation concerning seì^ler relocation costs and including submission of
a Bil] to the 196~ Legislature. Carried by the following vote:

RESOLUTION NO. 1470, LOCAL IMPROVEl£NT DISTRICT NO. 43
President Mitchell opened the Hearing on Resolution No. 1470 re modifica-
tion and changes in Local Improvement District No. 43 and asked for any written
or oral protests.

NEW BUSINESS
APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZING THE CALL FOR BIDS FOR
TRUNK SEWER C
Mr. Horstkotte, District Manager-Engineer, presented the plans and
specifications for Trunk Sewer C and stated that the plans were prepared
by an outside engineer which had previously been authorized by the District
Board.
Mr. Horstkotte stated the cost was estimated at $119,5h4.00 for con-
struction plus engineering and incidental expenses.
It was moved by Member Rustigian, seconded by Member Howard, that the
plans and specifications for Trunk Sewer C be approved and the call for
bids be authorized. Carried by the following vote:

ACCEPTANCE OF EASEMENT FROIV¡ GENEVIEVE CATTRAN
It was moved by Member Rustigian, seconded by Member Howard, that the
easement from Genevieve Cattran be accepted and its recording ordered.

REPORTS
DISTRICT MANAGER-ENGINEER
CONPLETION OF STATE HIGHWAY SEWER RELOCATION IX
Mr. Horstkotte, District Manager-Engineer, requested authorization to
file a Notice of Completion on State Highway Sewer Relocation IX.
It was moved by Member Rustigian, seconded by Member Howard, that Mr.
Horstkotte, District Manager-Engineer, be authorized to file a Notice of
Completion for State Highway Sewer Relocation IX. Carried by the following
vote:

PURCHASE OF TRANS IT
Mr. Horstkotte requested authorization to purchase an additional transit
at a cost not to exceed $600.00.
After an explanation of the need, it was moved by Nember Gibbs, seconded
by Member Rustigian, that $600.00 be authorized for the purchase of an addi-
tional transit. Carried by the following vote:

INSTALLATION OF ENGINE AND PUHP AT THE TREATMENT PLANT
Mr. Horstkotte, District Manager-Engineer, recommended that the District
install another engine and pump at the Treatment Plant at this time at an
estimateri cost of $7e,OOO.OO.

After discussion, it was moved by Member Rustigian, seconded by Member
Gibbs that the preparation of plans and specifications for a new engine and
pump ~ssembly at the Treatment Plant and the call for bids be authorized.

FLOW TUBE MODIFICATION AT THE TREATMENT PLANT

Mr. Horstkotte requested authorization to spend $1,500.00 for flow tube
modification at the Treatment Plant.
After an explanation and discussion, it was moved by Member Roemer,
seconded by Member Howard, that $1,500.00 be authorized from Sewer Construc-
tion Funds for flow tube modification at the Treatment Plant. Carried by
the following vote:

BRO1Jm AND CALDìrJELL ENGINEERING REPORT AND IvlONITORING PROGRAM
Mr. Horstkotte stated that it was his recommendation that the Brown and
Caldwell report of 1956 be brought up to date so that the District r~y be in
a better position to plan for the District's future requirements as many
unforeseen changes have occurred since the report.
Mr. Horstkotte also recommended that Brown and Caldwell be retained for
an up-to-date monitoring program for determining the degree of contamination
in Suisun Bay waters.
Mr. Horstkotte stated that the cost of the up-to-date report would be
$18,000.00 and the monitoring of Suisun Bay $3,500.00.

After discussion, Mr. Horstkotte was instructed to have an agreement
prepared for Board consideration at the next meeting.
FEDERAL AID FUNDS
Ivlr. Horstkotte suggested that the next stage of the Treatment Plant
Enlargement plans be prepared so that if Federal funds become available
application could be made.
Some Members of the Board felt that the District should not apply for
Federal aid.
After discussion, Mr. Horstkotte was instructed to obtain Board approval
prior to making application for Federal aid funds.
NATIONAL ASSOCIATION OF COUNTY ENGINEERS COMHITTEE MEETING
Mr. Horstkotte stated that he had been invited to attend a Committee
Neeting of the National Association of County Engineers in Minneapolis on
April 21,1965.
He stated that the District would be reimbursed for his transportation
by the Association.

After discussion, it was moved by Member Gibbs, seconded by Member
Rustigian, that $90.00 be authorized for expenses for Mr. Horstkotte's
attendance at a Committee Meeting of the National Association of County
Engineers in Minneapolis on April 21, 1965; the District to advance
transportaion costs and be reimbursed by the Association. Carried by the
following vote:

¡"ir. Bohn, Counsel for the District, stated that the Board Nembers ¡"lOuld
soon receive an agreement from the San Francisco Bay Area Hapid Transit
District which he has been reviewing.

INTRODUCTION OF BILLS IN STATE LEGISLATURE
Mr. Bohn stated that the Bill relative to the relocation of facilities
would be introduced in the State Legislature in the next fevJ days.
Mr. Bohn discussed other Bills in which the District has an interest.
