HomeMy WebLinkAboutBOARD MINUTES 01-13-66 l?~J MINUTES OF AN ADJOURNED REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD JANUARY 13,1966 The District Board of Central Contra Costa Sanitary District convened in an Adjourned Regular Session at its regular place of meeting located at 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of California, on January 13,1966, at 8:00 o'clock P.M. The meeting was called to order by President Mitchell. I. ROLL CALL PRESENT: Members: Gibbs, Rustigian, Howard, Roemer and Mitchell ABSENT: Members: None II. APPROVAL OF MINUTES It was moved by Member Roemer, seconded by Member Howard, that the Minutes of the meeting of January 6, 1966, be approved after the following amendment: The first paragraph under "VI. NEW BUSINESS. REQUEST OF MR. RICHARD JOHNSON. DANVILLE. ATTORNEY FOR H. E. JOHNSON CONSTRUCTION CO., THAT THE DISTRICT ACCEPT H. E. JOHNSON CONSTRUCTION CO.'S LETTER DATED NOVEMBER 19, 1965, REQUESTING EXTRA COMPENSATION. AS A PROPERLY FILED CLAIM", to read as follows: "Mr. Horstkotte, District Manager-Engineer, and Mr. Bohn, Counsel for the District, stated that the claim of H. E. Johnson Construction Co. was in letter form; it should really have been a properly prepared legal claim. HoweveL, it was determined that the claim, as presented, would be considered as properly filed as a matter of form to save Mr. Richard Johnson the work of having to put the claim in proper text. This action is not to be con- sidered as an indication of any change in claims for extra compensation." Motion amending the Minutes carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Gibbs, Rustigian, Howard, Roemer and Mitchell None None III. OLD BUSINESS SALARY SURVEY President Mitchell stated that Mr. Austin, from the State Personnel Board, was present to discuss the salary survey they had been authorized to make. President Mitchell stated the Board would meet in an Executive Session to discuss'the report with Mr. Austin. After the Executive Session, the District Board reconvened to the Regular Session. RESOLUTION NO. 1533, A RESOLUTION ESTABLISHING THE SALARY OF G. A. HORSTKOTTE, JR.. DISTRICT MANAGER-ENGINEER. EFFECTIVE JANUARY 1.1966 It was moved by Member Gibbs, seconded by Member Howard, that Resolution No. 1533 be adopted. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Gibbs, Rustigian, Howard, Roemer and Mitchell None None President Mitchell stated that the Board Members had each received a salary survey for District employees with recommendations from Mr. Horstkotte, District Manager-Engineer. 01 13 66 t71 Member Rustigian questioned Mr. Horstkotte relative to the established salaries for several classifications, which Mr. Horstkotte explained. Member Gibbs questioned whether the 5% recommended was a justifiable figure. President Mitchell stated he did not think an increase was justifiable at this time and suggested salary increases be considered in June, 1966. Members Gibbs and Howard felt an increase was justifiable, but not the 5% recommended. Mr. Horstkotte stated that the salary schedule recommended was not across the board and requested an Executive Session to discuss certain situa- tions. The District Board again met in an Executive Session after which it reconvened to the Regular Session. RESOLUTION NO. 1534, A RESOLUTION ESTABLISHING SALARY SCHEDULE FOR DISTRICT EMPLOYEES, EFFECTIVE JANUARY 1. 1966. PROVIDING CERTAIN INCREASES OF 3% After discussion, it was moved by Member Gibbs, seconded by Member Howard, that Resolution No. 1534 be adopted. Carried by the following vote: AYES: NOES: ABSENT: Members: Member: Members: Gibbs, Rustigian, Howard and Roemer Mitchell None MARTINEZ SEWERING STUDY President Mitchell asked Mr. Horstkotte, District Manager-Engineer, to review the Martinez sewering study to date. Mr. Horstkotte stated that annexing the City of Martinez to the District and taking over their sewage disposal works would be of benefit to the District. The $26,000,000.00 added assessed valuation would lower the tax rate for bond service, and, after two years, would also reflect a reduction in unit operation costs. Annexation terms being considered provide that the District advance a maximum of $1,000,000.00 on a watershed trunk basis. The watershed charge would provide for the eventual recovery of the $1,000,000.00. Mr. Horstkotte stated that the quality of sewage from Martinez was the same as that of the District. The staff felt the per mile cost of maintaining the City of Martinez sewers should not be any greater than the District. The Mt. View Sanitary District would also be in a position to annex and connect if they should elect to do so. Mr. Horstkotte stated he is to meet with a Martinez committee and would like to submit some tangible evidence that the District is interested. The Martinez connection would be an independent trunk system and would not add capacity to existing lines. The annexation of Martinez would not change the schedule for Treatment Plant expansions. Mr. Horstkotte stated that the City's ultimate service area was approximately 12,500 acres. 37% of the future City is adverse to Martinez plant and tributary to Sanitary District's. Mr. Horstkotte pointed out that the Amador Valley, which was proposed for service in the Brown and Caldwell Report of 1956, will not be served by the District and was adverse in grade. 01 13 66 1.75 President Mitchell and Member Gibbs stated they would like to see figures presented that would show the capital cash flow and tax rate with and without Martinez. After discussion, Mr. Horstkotte asked the Board Members if they were interested in continuing to work out an agreement with the City of Martinez. The Board Members stated that they were interested in continued dis- cussion in an effort to work out an agreement. IV. ADJOURNMENT At 10:10 o'clock P.M., the meeting was adjourned by President Mitchell to January 20, 1966.
