The District Board of Central Contra Costa Sanitary District convened
in an Adjourned Regular Session at its regular place of meeting located at
1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of
California, on November 15,1962, at 8:00 o'clock P.M.

APPROVAL OF HINUTES
The Minutes of the meeting of November 1, 1962, were approved as presented.

APPROVAL OF EXPENDITURES
It was moved by Member Bowman, seconded by Member Gibbs, that the expendi-
tures, as audited by the AuditIDg Co~~ittee and as submitted by the District
Ma~ager-Engineer, be approved, reference being specifically made to Sewer
Construction Vouchers Numbers 1488 to 1495, inclusive, and Running Expense
Vouchers Numbers 671 to 692, inclusive. Carried by the following vote:

Nember Gibbs explained that he had investigated the policies of Contra
Costa County and the Standard Oil Company relative to determining length of
employees' service when a break in service had occurred. He explained these
policies to the Board Members.
After discussion, the matter was contilmed to December 6,1962, for
determination of policy.

WATERSHED 24 SOUTH, EASEHENT PARCEL 3
Letter from Mr. Lee, O1mer of Parcel 3, Watershed 24 South, was presented,
in which he stated that on further checking the parcel of land he agreed to deed
in fee to the District he discovered there was more land than he thought and
would grant an easement for the agreed SUffi of $50.00.
Upon the recommendation of the District staff, it was moved by Member Gibbs,
seconded by Member Roemer, that Parcel 3 of Watershed 24 South be settled in the
amount of $50.00 for an easement and not a fee deed as previously approved.

NEW BUSINESS
DISTRICT ANNEXATION NO.7
Mr. Horptkotte, District Manager-Engineer, presented a map and explained
which properties were to be annexed under District Annexation No.7. The
total of the areas to be annexed was 1938 acres; 1780 acres in the San Ramon
area. Mr. Horstkotte recommended that the San Ramon area be annexed without
charge for processing and that the annexation fee for the San Ramon area be
$232.00 per acre.
After discussion, it was moved by Member

demnation action to acquire Parcel 4 of Local Improvement District No. 41

Upon the recommendation of the District staff, it was moved by Member
Gibbs, seconded by Member Bo'~an, that the following easements in Watershed
24 South be settled for the amounts indicated:
Parcel h, Osborn $750.00
Increased from previous $500.00 authorized due to Gregory Gardens
Water District requirement resulting in additional land needed from
Osborn and will result in more damage to walnut trees;
$ 60.00;

Subject to additional payment for damage to shrubs and trees; and

CLAIM OF THOMAS C. PAULI
Mr. Horstkotte, District Manager-Engineer, stated that the District staff
and the District's insurance carrier recommended payment of the Pauli claim
in the amount of $57.19 for damages to his car caused by a loose rodding inlet
cover.
It was moved by Member Roemer, seconded by Member Bowman, that the clai¡n
of Thomas C. Pauli in the amount of $57.19 be paid after receipt of a signed
Release in Full Settlement and Compromise. Carried by the follmJing vote:

It was moved by Member Gibbs, seconded by Member Roemer, that easements
from M. F. Bruzzone, Bernard Johnson, H. B. Blincow, Walter F. Bertram, Lewis
A. Osborn, Bernice Boradori, et al, J. R. Chadima and Marvin C. Pierson, Alan
Lippincott, and Glen B. HacKenzie be accepted and their recording ordered.

ACCEPT.ANCE OF TREATMENT PLANT SITE IMPROVEHENTS, AUTHORIZING FILING OF NOTICE
OF COMPLETION AND FINAL PAYMENT LESS 10% RETENTION
Upon the recommendation of Mr. Horstkotte, District Manager-Engineer, it
was moved by Member Bowman, seconded by Member Roemer, that the Treatment
Plant Site Improvements work be accepted, filing of a Notice of Completion be
authorized, and final payment be made less 10% retention; the 10% retention
to be paid when the Notice to Withhold period has expired. Carried by the

CORRESPONDENCE FROH HRS. FREDERICK G. SCHILLER
Correspondence from Mrs. Frederick G. Schiller was presented to the
District Board.
Mrs. Schiller's letter was referred to the District staff for a reply.
REPORTS AND INSPECTION TOURS
Member Bowman stated that the Board appreciated the concise reports it
receives and suggested more frequent inspection tours of the District by
Board Members. Mr. Horstkotte, District Manager-Engineer, stated that he
would arrange one after the first of the year.

REPORTS
DISTRICT MANAGER-ENGINEER
WORK ON GRINDA CROSSROAOO PUMPING STATION PUMPS
Mr. Horstkotte, District Manager-Engineer, requested authorization in the
amount of $1,050.50 from Sewer Construction General Funds for repair of pumps
at the Orinda Crossroads Pumping Station.
It was moved by Member Gibbs, seconded by Member Roemer, that $1,050.50
be authorized from Sewer Construction General Funds for work on Orinda
Crossroads Pumping Station Pumps. Carried by the following vote:

S.AFE DRIVING AWARDS
Mr. Horstkotte reported that on November 21,1962, at 9:00 o'clock A.M.
at the District office, safe driving awards would be presented to District
employees, and invited Members of the Board to attend.
INSPECTION OF SUBMARINE SECTION OF OUTFALL SEWER
Mr. Horstkotte requested $1,000.00 from Sewer Construction General
Funds for inspection of the submarine section of the Outfall Sewer.
It was moved by Member Bowman, seconded by Member Roemer, that
$1,000.00 be authorized from Sewer Construction General Funds for inspection
of the submarine section of the Outfall Sewer. Carried by the following

STAtUS OF LOWER ORINDA PUMP STATION ALTERATIONS WORK
Mr. Horstkotte reported that the Lower Orinda Pump Station Alterations
work is now essentially complete and the Station is on automatic operation.
