MINUTES OF A REGULAR }fJEETING

CENTRAL COt~RA COSTA SANITARY DISTRICT
HELD NOVEMBEH 1, 1962
The District Board of Central Contra Costa Sanitary District convened in
a Regular Session at its regular place of meeting located at 1250 Springbrook
Road, Walnut Creek, County of Contra Costa, State of California, on November 1,
1962, at 8:00 o'clock P.M.
The meeting was called to order by President Mitchell.

APPROVAL OF MINUTES
The Minutes of the meeting of October 18,1962, were approved as presented.

APPROVAL OF EXPENDITURES
It was moved by Hember Gibbs, seconded by Hember Bowman, that the expendi-
tures, as audited by the Auditing Committee and as submitted by the District
Manager-Engineer, be approved, reference being specifically made to Sewer
Construction Vouchers Numbers Ih72 to Ih87, inclusive, and Running EÀpense
Vouchers Numbers L96 to 670, inclusive. Carried by the following vote:

REQUEST OF GIL CONSTRUCTION CO. FOR EXTENSION OF TTI1E ON lOWER ORINDA PilliPING
STATION ALTERATIONS CONTRACT
Letters from Brown and Caldwell and Gil Construction Co. were presented.
Mr. Horstkotte, District Manager-Engineer, explained the present status
of the work and stated the extension was requested because of the heavy storm.
It was moved by Member Fisher, seconded by Hember Bowman, that the
extension of time requested by Gil Construction Go. for the work on the

l1r. Horstkotte, District Manager-Engineer, stated that the Carmel Drive
Relocation¡.mrk "Jas completed and requested authorization to file a Notice of

Completion and make final payment, less 10% retention.
It was moved by Member Gibbs, seconded by Member Bowman, that the filing
of a Notice of Completion be authorized for the Carmel Drive Relocation work
and the Contractor be paid his final payment, less lO% retention; the 10%
withheld to be paid at the end of the lien period if no claims have been
filed. Carried by the following vote~

PAYHENT OF lEGAL EXPENSE, VIRGINIA HILLS ASSESSMENT DISTRICT
Hr. Horstkotte, District Hanager-Engineer, recommended that the $600.00
bill presented to the District by Mr. Bohn, Counsel for the District, for
work to date on the easements for the Virginia Hills Assessment District, be
paid.
It was moved by Nember Fisher, seconded by Hember Gibbs, that Hr. Bohn,
Counsel for the District, be paid $600.00 for work to date on the easements
for the Virginia Hills Assessment District. Carried by the following vote:

ACCEPTANCE OF EASEMENTS
It was moved by Member Bowman, seconded by Hember Fisher, that easements
from Lydia Sallee, William D. Barton, Peter Hassolo, Gontra Costa County
Flood Control and Water Conservation District, Title Insurance and Trust Co.
(h), Vera Bennett Mcl1ahon and Feichtmeir Properties, Inc. be accepted and
their recording ordered. Carried by the following vote:

APPRAISAL OF PARCEL 11, LINE D-IO
After discussing the request for an independent appraisal of Parcel 11,
Line D-IO, by the property owner, the District Board felt that the appràisal
of the District staff 1-,as adequate and denied the request.
LID 41, EASEEENT PARCEL 8, SETTIDIENT AGREElvIENT
Mr. Horstkotte, District Manager-Engineer, recorr~ended that condemnation
action for easement Parcel 8 of LID hl be settled in the amount of $25.00.
It was moved by Member Bo~%an, seconded by Member Gibbs, that the con-
demnation action for easement Pal'eel 8 of LID 41 be settled in the amount
of $25.00. Carried by the following vote:

CORRESPONDENCE FROM MR. PARKINSON RE \'¡ATERSHED 24 SOUTH
Letter from Mr. Parkinson, expressing concern for possible flooding of
his property if rains come during the construction work in Watershed 2h
South as a drainage way was stopped, was~esented to the District Board.
Referred to the District staff.
ErvlPLOYEES' CHRISTHAS PARTY
Mr. Horstkotte, District Nanager-Engineer, reported that the employees'
Christ¡~s party would be held on December 8,1962.
VII.
REI)OETS
DISTRICT HANAGER-ENGINEER
STA TUS OF VARIOUS JOBS
Mr. Horstkotte, District Manager-Engineer, reported that Trunk Sewer G,
Sections 11 Thru 17, work was in the clean-up stage, Treatment Plant grading
was 75% complete, the Lower Orinda Pumping Station work was in the final
stages of checking out the engines and clean-up, and Local Improvement
District No. 41 in Danville was complete.
CALIFORNIA SANITARY AND SANITATION DISTRICTS ASSOCIATION HEETING
Mr. Horstkotte and Mr. Bohn, Counsel for the District, reviewed their
trip to Las Vegas for the California Sanitary and Sanitation District Associa-
tion Executive Committee meeting.
STATE WATER POLLUTION CONTROL BOARD CONVENTION
Hr. Horstkotte reported that hro of the District personnel who
go to the State Water Pollution Control Board convention did not go
result of the heavy storm that week and, of the $120.00 authorized,

Mr. Bohn, Counsel for the District, reported that the Hobbs Shore case
appeal was moving along.
