HELD OCTOBE~ 4,1962
The District Board of Central Contra Costa Sanitary District convened
in a Regular Session at its regular place of meeting located at 1250 Spring-
brook Road, Walnut Creek, County of Contra Costa, State of California, on
October 4,1962, at 8:00 o'clock P.M.
The meeting was called to order by President Mitchell.

APPROVAL OF HlNUTES
The I~inutes of the meeting of September 20,1962, were approved as
presented.

APPROVAL OF EXPENDITURES
It ¡-las moved by Hember Gibbs, seconded by Hember Bol¡lITlan, that the
individual expenditures shown on the sun~ary sheets, as audited by the
Auditing Committee and as submitted by the District Manager-Engineer, be
approved, and an error in the total as a result of duplication be
corrected, reference being specifically made to Sewer Construction
Vouchers Numbers 1459 to lL.71, inclusive, and Running Expense Vouchers
Numbers 278 to 495, inclusive. Carried by the following vote:

Upon the recommendation of Hr. Horstkotte, District l'~anager-Engineer,

GARBAGE RATES FOR APARTHENTS AND POLITICAL BODIES
Hr. Horstkotte, District Hanager-Engineer, reported that Mr. Ring,
attorney for the Garbage collectors, had certain objections to the proposed
amendments to the garbage Ordinance.
Mr. Ring, attorney for the garbage collectors, stated that there was
no objection to Section 19.1 relating to government agencies. Section 19.2
relating to charges for apartments and multiple dwellings should be given
further consideration with multiple units being given a definite classifi-
cation in the Ordinance rather than either residential or commercial use.
Mr. Ring went on to explain the present collection procedure for large
apartments. He gave the example of a 45 unit apartment where 20 cans are
used and picked up two or three times a week with charges adjusted to the
residential unit pick up.
After discussion, the District Board directed that Mr. Bohn, Counsel
for the District, and Mr. Ring, attorney for the garbage collectors, work
out an amendment to the garbage Ordinance that will define charges for
multiple dwelling garbage collections for consideration by the District
Board.
CITY OF HARTINEZ AGREEMENT HE FRUMENTI'S VIRGINIA HILIB SEWER EXTENSION
AGREEMENT
Mr. Horstkotte, District Manager-Engineer,. reviewed the procedure to
be followed in the assessment district for Virginia Hills. All Watershed
2L. charges collected by the District each year and paid to the City of
Martinez will be prorated to each assessment in the assessment district
and, if any assessment shall have been paid in full, then the prorata
share will be paid to the person who paid the assessment. The City of
Martinez is adopting an Ordinance to provide for this procedure, a copy
of which will be sent to the District.
Mr. Bohn, Counsel for the District, stated that heW)uld like to
change certain wording in the Agreement.
It was moved by Member Boltnnan, seconded by Member Roemer, that the
Agreement with the City of Martinez relative to the Virginia Hills
assessment district be approved subject to the approval of Mr. Bohn,
Counsel for the District. Carried by the following vote:

CITY OF HARTINEZ AGREEMENT RE VIRGINIA HILLS SEWER EXTENSION EASEMENTS
An Agreement providing that the City of Martinez deposit with the
District $19,000.00, set up in the Virginia Hills assessment district
for the acquisition of rights of way, copies of which were sent to
each Board Member, was discussed.
Mr. Bohn, Counsel for the District, stated that the Agreement was
in order except for certain minor changes he would like to make.
Mr. Hargraves, engineer for the work, stated that the bonds had
been sold and funds would be available about October 24,1962.
. It was suggested to Mr. Frumenti that he deposit with the District
$5,000.00 until funds from the assessment district are available so as
to conclude certain easement agreements.
Mr. Frumenti stated he would deposit the $5,000.00 with the District.
Mr. Bohn stated that an agreement would be worked out with Mr.
Frumenti.

finalizing easement agreements for the Virginia Hills Subdivision Outfall
Sewer, Watershed 2u; the agreement with the City of Martinez for the

of Hr. Bohn, Cc'J.nsel for the District; and Hr. Bohn, Counsel for the
DÜ;trict, be authorized to work out an agreement with }II'. Frumenti for the
deposit of $5,000.00 to be used for the acquisition of rights of Hay until
the assessment district funds are available, after Hhich the $),000.00 'Nill
be returned to Hr. Frwn.enti as provided in said agreement. Carried by the

VII.
REPORTS
DISTRICT }~NAGER-ENGINEER
STATUS OF TRUNK SEWER G, SECTIONS 11 THRU 17, AND LOWER ORINDA PUMPING
STATION ALTERATIONS WORK
rvIr. Horstkotte, District Manager-Engineer, reported that Trunk Sewer
G, Sections 11 Thru 17, was approximately 50% complete and that work on
the Lower Orinda Pumping Station Alterations was progressing O.K. b'J.t a
little messy.
AHERICAN ROAD BUilDERS ASSOCIATION NEETING
}~. Horstkotte reviewed his recent trip to the American Road Builders
Association meeting in Springfield, Illinois.
FUTURE CONSTRUCTION
Presi¿ent Mitchell requested that the Board Members be furnished with
an an~lysis of District funds needed for future construction.
CLOSED CIRCUIT TELEVISION INSPECTION
Nr. Horstkotte requested authorization to spend $1,850.00 from Seller
Construction General Funds for a closed circuit television inspection of
the 39-inch, original main trun:{ sewer installation.
After discussion, it was moved by Member Gibbs, seconded by Member
Bovnnan, that $1,850.00 be authorized from Seller Construction General
Funds for a closed circuit television inspection of the origi~al, 39-i~ch

Mr. Horstkotte requested authorization for four of the District
personnel to attend the California Water Pollution Control Federation
meeting at Santa Cruz at $30.00 per person, a total of $120.00.
It was moved by Nember Roemer, seconded by IVlember Fisher, that
$120.00 be authorized to send four of the District personnel to the
California Water Pollution Control Federation meeting at Santa Cruz
October 12 and 13,1962. Carried by the following vote:
