BE IT RESOLVED, that the regular meeting date of the
Janitary ~oard of the ~entral vontra ~osta Sanitary District of
ContI'a~osta Connty of the State of ~alifornia, be and the same
is hereby established as the second rhursday of each month at
the hour of 8:00 o'clock p.m., in the veteran's Building, Walnut
Creek, California.

4-LUNITS, PROVIDING FOR
THE>EMPLOYMENT OF A SAN-
ITARY INSPECTOR, FIXING
THE FEE TO BE CHARGED FOR
INSPECTION AND PROVIDING
A PENALTY FOR THE VIOLA-
TIONS OF THE PROVISIONS
HEREOF.
The Sanitary Board of the Cen-
tral Contra Costa Sanitary District
of Contra Costa County, State of
California does hereby regulate
and ordain as follows:
SECTION I .
Section 14 of Article I of Regu-
lation and Ordinance No.1 is
hereby amended to read as fol-
lows: .
Septic Tank System is com-
posed of reservoirs or tanks
which receive crude sewage
and by. bacterial action, ef-
fects liquidâtion thereôf, thus
prepar-in~ it for clarification
and, purificl1tion which take
place by further bacterial ac-
tion in the nitrification ducts
composed of drains extending
into the sub soiL The top of
any drain shall be laid not
less thall eighteen (18) inches
below the surface of the
,ground. The drains may be
box type with open bottom or
open jointed tile. The bottom
åncWIides of a box type drain
. shalT have not less than three
(3) inche; of rock between
the box and the adjacent soil.
Tile drains shall be' laid on
at least three (3) inches of
rock and êovered by the same
amount ,of rock. The size of
the rock or gravel to be not
more than one (1) inch mesh.
Tbis system must be designed
as specified in Article III, Sec-
tion 15 and approyed by an

SECTION II
Section 11 of Article II of Reg-
ulation and Ordinance No.1 is
hereby amended to read as fol-
lows:
Section 11-Fees.
(a) The following fees shall
be paid to said District for
the following': .
For issuing ,permit $1. 00
For,iuspecting a side
sewer 2.50
For inspecting collecting
sewer $1.00 per
house served.
For inspectin~ community
disposal units $1.00 per
house served.
(b) A fee of twenty five dol-
lars, ($25.00) shall be paid
to the District for the re-
view and approval of plans
for community sewage col-
lecting systems and- dispos-
al units.
SECTION III
Section 6 (a) is hereby added to
Article III of Regulation and Or-
dinance No.1 reading as follows:

balance remaining on deposit
refunded when in the judg-
r ment of the Sanitary Board I
the permitee has fully com-. I
plied with Regulation Ordin- i

conditions of his permit, and

such sewer installation.
SECTION IV
Section 15 of Article III of Reg-
ulation and Ordinance No.1 here-
by amended to read as follows:
~ Community sewage disposal
units shall be designed to suit
soil condition at the sites
where the ~wage is discharg-
ed into the ground; they shall
be designed to, not less than,
the following standards:
(a) Sewage flow 7Q gals. per
capita, per day, average.
(b) Population 3.5. persons

appointed ~emporary Sanitary Inspector.
The Jecretary was requested by secure a copy of letter of agree-
ment of Moraga Land va. and J. Rheems Co. with Board of Super-
visors relative to posting of bond for their inclusion in the
Central Contra Costa Sanitary District.
~he Secretary was instructed to send letters to all rural and
oi ty boxholders in l\Jorth Orinda t Alamo and Janville request ing
an expression from them relative to joining the District and
asking for action prior to January 5,1947.
It was moved by Director 'l'oland, seconded by Director.'!adsworth

The regular monthly meetinG of the board of
Directors of the Central"'Coilta Costa Sari tary J>istrict met at
the place a~d upon the date above written and there were nresent
the followine nirectors: PreBident "VeilJ" Directors Toland
Tuttle ~adsworth and Johnson.
The rninute~ of U'e previous me(~tinc were ::-ead and
approved as rdad with correction of one word i~ the contract
between the District and ~reineer.
It was moved by TIir.ec tO2'~' Johnson, seconded by
Director Tuttle they waive the readine of the contract in the
minutes and also '~aive the readinG of the ordinance i~ minutes.
President Weill requested that Eneineer Mason
eY.:pandon the Alamo, J)g,nville situation. Mr. Mason adviE'-ed that
some preliminary work had been done and Mr. Brailsford now has
copies of proper petition to be circulated in that area for 25%
or more signatures. Mr. Mason further explained that the petitions
would require certain legal processine; such as affadavits and
must be accompanied by a bond..
It was moved by Director Toland, seconded by Director
Wadsworth, "That the Board authorize aI".ð instruct the engineer
and attorney to prerare boundary description and determine assessed
valuation of the Alamo Danville Sectionf also prepare the proper
petitions for annexation of this area for circulation in order to
secure signatures of the necessary 25% freeholders residing therein.
The motion was carried unanimous. '
Director Johnson re~uested discussion on the method
of determining when the legal 25,0 signatures are bona-fide.
Discussion disclosed that the Board must know.
Attorney ~railsford advised that the Board must satisfy itself
that any petition contai~s the pro~er number of signatures of
qualiftÅ“ñg names and some checkine will be De~e58a~y at the
County Cffices.
Citizens of Danvi1le present at the meeting were
advised that these petitions must be returned to the Board by
the January 9th 1947 meeting.. Mr. Marrotte adŸised that the
Alamo, Danvi1le petitions will be return by that date properly
notarized.
Engineer Mason explained

Engineer Mason presented the subject of Orindas'
desires stating that the Orinda valuation and approximate
cost as within required limits.
Director Wadsworth advised the Board that he had
contacted some of the Orinda people and his belief was that they
desire a petition for annexation procedure. Some Orinda
residents were present with expressions.
Mr. De La Veaga advised that the townsite of Orinda
is ready for sewers but they have problems of certain property,
such as the East Bay Municip1e Water District, now non-assessable
also some adverse Bpinion from Country Club management. He asked'
for estimated valuation and costs to Orinda. Engineer Mason
advie~d him that an app~oximate cost of adding Orinda to the
Distr1ct looks like $298,000 for their portiom Mr. De La Veaga
