Minutes of the organization meeting of the Board of Vireotors
qf the ~entral Contra Costa Sanitary District held in the City
Hall, Walnut vreek, california, Monday evening, August -1:-5, 1946.
Present:
Eleoted Jireoturs ~awson Neill, ~lliott Johnson,
Harold W. Toland, J. H. Tuttle and H. ? Wadsworth.
Director Weill acted as temporary chairman: Mr. Mo Bride of
the District Attorney's office acted as Secretary.
Director Johnson placed in nomination as President, Director
J. H. ~uttle. Director wadsworth placed in nomination Direotor
L. H. ~eill, seconded by Director Toland. There being no second
to Director Johnson's nomination, in the interest of harmony,
Direotor Johnson withdrew ~ireotor Tuttle's nomination.
Director Weill was unanimously elected President.
Slips were then drawn for the terms of office for the Direotors
elected. Direotors Johnson and Weill drew the four (4) year
terms, and Direotors ~oland, ~uttle and wadsworth drew the two
(2) year terms.
Upon motion made by Director ¿ohnson, seconded by Director
Tuttle and una~imously carried: That all fees paid by this
Hoard to any engineer, designing or construction, be paid by the
standard set by the American Society of vivil Engineers.
President Weill then called for the selection of a secretary,
and upon motion made by Director Toland, seconded by Director
Wadsworth, and- unamimously carried, Mr. G. S. Cutler was
appointed secretary by the Hoard of Directors.
~ecretary Cutler assumed his office.
The secretary was instructed to write Mr. Gillispie, Sanitary
Engineer for the State of valifornia asking him for a list of
~orthern valifornia sanitary engineers whom his department con-
sidered qualified to be selected as engineer of our proposed
district.
It was suggested by Director Johnson that engineers and engin-
eering firms making application for the position be asked to
submit to the Hoard written qualifications, and that President
Weill request that they, or their representative, appear person-
ally before therloard where a personal interview will be granted.
It was thought best to call only two for the first interview,
and the secretary was ordered to write to those selected for
appearance at the next meeting.
Mr. Thos. Mc Morrow of the State Sanitary Board was present and
addressed the Hoard, extending all the assistance his department
could give and congratulated them upon the formation of the
iJistrict.
After a general discussion, motion was duly made and seconded
that the ~oard adjourn until Wednesday evening, 8 o'clock, .
August 14, to meet at the City tlall, Walnut ûreek, ~alifornia.
