MINUTES OF A SPECIAL MEETING
OF THE SANITARY BOARD OF CEN-
TRAL CONTRA COSTA SANITAKY
DISTRICT HELD NOVEMBER 6. 1947
The Sanitary Board of the Central Contra Costa Sanitary Dist-
rict convened in specia,l session at i te regular place of meeting
located at 1335 Commercial Lane, in the City of Walnut Creek,
County of Contra Costa, State of California, on the 6th day of
November, 1947, at the hour of 8:00 olclock p.m.
The meeting was called to order by President Weill.

worth that the reading of Minutes of the previous meeting be
waived, and be approved as entered.

CONSTRUCTION SPECIFICATIONS
It was moved by Director Wadsworth, seconded by Director Toland
that the Secretary be instructed to issue a letter to prospective
bidders giving an interpretation of specifications contained in
parap:raph 74. Carried by the following vote:

Central Contra Costa Sanitary District

Re: Interpretation of Specifica-
tions, Par. 74, Refilling
Trenche s:
In response to inquiries from various prospective bidders on
Section I of the Districtls Main Sewer, as to what would constitute
satisfactory refilling of trenches and consolidation of back fill
it is considered that satisfactory refilling of trenches and com-
paction of back fill may be accomplished in the various sections of
the work as follows:

Full compaction by tamping will be required as specified in
Par. 74 of the specifications between the following stations, and
at the following points:
Station 71 + 58 to 73 + 25
Station 190 + 42 to 191 + 72
Crossing of pavement at Hookston Road
Crossing of pavement at Ygnacio Road
Station 395 + 30 to 395 + 66
Adjacent to manholes and bridge piers
Under railroad tracks
Back filling by scraper or bulldozer and compaction by flooding
and puddling or vibrating will be permitted in all unpaved sections
of the work as specified in Par. 74.
Back filling by scraper or bulldozer and compaction by flooding
and puddling or vibrating or cempaction by jetting will be permitted
adjacent to pavement of County Highway No. 21 between Stations 66+
01 and 190+42 and in or adjacent to pavement of secondary County
roads and city streets. Where back fill is consolidated by jetting
a jet shall be used to every four square feet or less of ground
surface area, and the water shall flow through the jet pipe until
it appears at the surface and general earth subsidence results.
Where consolidation of back fill by flooding or jetting is used in
or adjacent to paved areas the surface shall be maintained in a
passable condition for traffic for not less than thirty days of
drying weather before resurfacing or until it is satisfactory for
resurfacing in the opinion of the District Engineer.
The alternate methods of refilling trenches and consolidating
back fill refer only to that part of the back fill from a level of
one foot above the pipe to the ground surface.

The following resolution was presented by Director Johnson:
RESOLUTION NO. ~
AUTHORIZING CONDEMNATION OF EASEMENT OVER
PROPERTY OF ROWENA BLANCHE BARKER.
WHEREAS, this Sanitary Board has heretofore approved plans
and specifications prepared by its District Engineer for the con-
struction of a main trunk sanitary sewer between the City of Walnut
Creek and Lafayette, California, more commonly referred to as
Section 2 of the main trunk sanitary sewer, and
WHEREAS, this Board proposes to award a contract for the con-
struction of the said main trunk sanitary sewer, in accordance
with said plans and specifications;
NOW, THEREFORE, BE IT RESOLVED and this Board does hereby find

and determine that the public interest, convenience and necessity,
require the acquisition, construction and completion by this Dist-
rict of the main trunk sanitary sewer as set forth in said plans
and specifications and that a permanent easement over the real
property hereinafter described, together with the right of ingress
thereto and egress therefrom, is necessary for the constructing,
laying and maintaining a sewer pipe therein of said main line sewer
in accordance with said plans and specifications; said pipe ~o be
24 inches in diameter at an average depth from the top of said pipe
to the average level of 7 feet, without surface structures; to-
gether with a temporary easement 10 feet in width immediately ad-
joining the northerly boundary line of the easement hereinafter
described, together with the right of ingress thereto and egress
therefrom, said temporary easement to be used for construction
purposes for the installation of said sani t8.ry sewer within and
through said permanent easement hereinabove referred to and to
continue for a period of one year from the date of the entry of
an Order of the Superior Court of the State of California in and
for the County of Contra Costa, entitling the Sanitary District to
the immediate possession~ the permanent and temporary easement
hereinafter described;

BE IT FURTHER RESOLVED, that W. H. Brailsford, Jr., Attorney
for said District be and he is hereby authorized and directed to
commence and maintain an action and proceeding of eminent domain
in the Superior Court of the State of California, in and for the
County of Contra, Costa, for the purpose of condemning and acquiring
said easement over, upon and through said hereinafter described
parcel of real property for the uses and purposes aforesaid. Said
real property is more pe.rticularly described as follows:
An easement over the hereinafter desc~ibed land situate in the
County of Contra Costa, State of California, together with the right
of ingress thereto and egress therefrom, to-wit:
Portion of the Rancho Boca de la Canada Del Pinole,
described as follows:
A strip of land 10 feet in width, the north line of
which is parallel with and 10 feet northerly, at
right a,ngles, from the south line thereof, and which
south line is the south line of the parcel of land
described as Parcel One in the deed from Rasmus
Andreasen to Rowena Blanche Barker, dated September
20, 1939, and recorded September 25, 1939 in Volume
512 of Official Records, at page 399, - the easterly
extremity of said strip being the east line of said
Barker parcel and the westerly extremity thereof
being the west line of said Barker parcel.
Together with a temporary easement for one year over a strip of
land 30 feet in width immediately adjoining the northerly boundary
line of the easement hereinabove described.
PASSED AND ADOPTED this 6th day of November, 1947, by the follow-
ing vote:

DEED OF DEDICATION - PAT LA ROCCA
Director Johnson presented the following resolution:
RESOLUTION NO. 78
WHEREAS, Pat and Louise La Rocca, for value received, have
granted a Deed of Dedication for sewer easement of all that certain
real property situated in the County of Contra Costa, State of
California, described as follows:
Portion of the Rancho Boca de la Canada del pinole,
described as follows:
A strip of land 10 feet in width, the side lines of
which lie 5 feet southerly and 5 feet northerly
from and parallel to and extending the entire length
of a line described as follows:
Beginning on the west line of the parcel of land
described as Parcel One in the deed from Rasmus
Andreasen to Rowena Blanche Barker, dated September
20,1939 and recorded September 25, 1939 in Volume
512 of Official Records, at page 399, distant there-
on south 20 30' east, 178.23 feet from the northwest
corner of said parcel; thence from said point of
beginning north 710 021 30" west, 88.28 feet; thence
north 30 47130" west, 301.06 feet; thence north-
westerly along the arc of a curve to the left with a
radius of 500 feet, tangent to the last course,
329.43 feet; thence north 680 321 30" west, tanget
to said curve, 236.47 feet to the east line of the
tract of land designated on the map entitled "Lafay-
ette Manor, Contra Costa.County, California", which
map was filed in the office of the Recorder of the
County of Contra Costa, State of California, on Nov-
ember 12, 1936 in Volume 22 of Maps, at page 635,
distant thereon south 140 10' west, 21.48 feet from
the center line of Moraga Boulevard, as designated
on said map.
Said Deed of Dedication for sewer easement together with the
right of ingress thereto and egress therefrom to be used by the
Central Contra Costa Sanitary District for the purpose of con-
structing, laying, maintaining and operating sewer pipes therein
and thereupon together with appurtenances and appliances.
NOW, THEREFORE, BE IT RESOLVED that said Deed of Dedication
be, and same is hereby accepted, and the Recorder of Contra Costa
County be, and he is hereby authorized and directed to record
said deed.

CONCORD ANNEXATION
Mr. Brailsford advised the Board that Mr. Turner, City
Attorney of Concord had requested information on a possible
annexation cost to Concord and immediate environs for annexation
to the Central Contra Costa Sanitary District.
The Board in-
structed Mr. Brailsford to advise Mr. Turner that the Sa,ni tary
District would hold a regular meeting on November 13 and this
annexation would be considered upon a formal request to the
Sanitary Board by the City Council of Concord.
ADJOURNMENT.
There being no further business it was moved by Director
Toland, seconded by Director Wadsworth that the meeting adjourn
to November 13, 1947.
