MINUTES OF THE SPECIAL MEETING
OF THE SANITARY BO~~ OF THE
CENTRAL CONTRA COSTA SANITARY
DISTRICT HELD SEPTEMBER 4. 1947
The Sanitary Board of the Central Contra Costa Sanitary
District convened in special session at its regular place of
meeting located at 1335 Commercial Lane, in the City of Wal-
nut Creek, County of Contra Costa, State of 'California, on
the 4th day of September, 1947 at the hour of 8:00 p.m.
The meeting was called to order by President Weill.

READING OF MINUTES.
Director Johnson made a motion, seconded by Director Smitten
that the reading of the minutes of the previous meeting be waived,
and be approved as entered.

WAGE SCALE DISPUTE.
The following representatives of the Laborers' Union,
Local 324 were present:
Mr. Gordon
Mr. Wright
Who stated that the prevailing wage rate for laborers in
Contra Costa County was $1.50, and although there was an existing
agreement with the Associated General Contractors at the rate of
$1.40, the majority of contractors paid the $1.50 rate.
This statement was substantiated by Mr. Reed, representative
of the Building Trades Council.
The following represented the Associated General Contractors:

Mr. H. Ringrose
Who stated that the prevailing rate should be $1.40.

It was moved by Director Toland, seconded by Director
Wadsworth that the Board hold a hearing of the wage rate dispute
at the meeting of September II, when further data will be furnished
by the Union and the A.G.O., at which time the Board will deter-
mine and set the wage rate.

Portion of Lot 1, as designated on the map entitled
"Hillside Terrace Tract", which map was filed in the
office of the Recorder of the County of Contra Costa,
State of California, on September 6, 1946 in Volume
30 of Maps, at page 45, being a strip of land twenty
feet in width lying adjacent to and southeasterly
from a line parallel and concentric with, and twelve
feet southerly, measured radially, from the north
line of said Lot 1 and extending from the east line
of said lot to the east terminus of King Drive, as
said drive is designated on said map.
Said Deed of Dedication for sewer easement together with the
right of ingress thereto and egress therefrom to be used by the
Central Contra Costa Sanitary District for the purpose of con-
structing, laying, maintaining and operating sewer pipes therein
and thereupon together with appurtenances and appliances.

County be, and he is hereby authorized and directed to record

WHEREAS, Vera T. Ammen, for value received, has granted
a Deed of Dedication for sewer easement of all that certain
real property situated in the County of Contra Costa, State

Portion of the Rancho San Ramon, being a strip
of land twenty feet in width, the side lines of
which lie eight feet northerly and twelve feet
southerly (right angle measurement) from and
parallel with and extending the entire length
of a line described as follows:
Beginning on the west line of the 8.4 acre parcel
of land described in the deed from Vera T. Ammen
to Richard C. King, et ux, dated June 26, 1946

RESOLUTION NO. 53
WHEREAS, this Sanitary Board by Resolution No. 32 approved
the plans and specifications and authorized the advertising for
bids for the main line sewer Section I, after having adopted
Resolution No. 31 establishing a prevailing wage scale specifying
wages to be paid for workmen necessary to execute said contract
and. -

WHEREAS, this Board was misinformed as to certain pre-
vailing wage scales paid within the territory of the Sanitary
District,
NOW, THEREFORE, BE IT RESOLVED, that all bids
in response to the published call for bids on said

Street and Moraga Boulevard in Lafayette, California be approved,
and the President and Secretary are hereby authorized and directed
to signify this approval by placing their signatures upon said
Plans and Specifications.

The following resolution was presented by Director John-
son, seconded by Director Smitten:
RESOLUTION NO. 55
WHEREAS, this Sanitary Board has heretofòre approved plans
and specifications prepared by its District Engineer for the
construction of a main trunk sewer between the proposed treat-
ment plant site, north of the Arnold Highway to a point opposite
Newell Avenue on State Righway No. 21, and;
WHEREAS, this Board proposes to award a contract for the
constl~ction of said main trunk sewer in accordance with said
plans and specifications.
NOW, THEREFORE, BE IT RESOLVED, and this Board does hereby
find and determine that the public interest, convenience and
necessity require the acquisition, construction and completion
by this District of the main trunk sewer as set forth in said
plans and specifications and that the easements over the real
property hereinafter described, together with the rights of
ingress thereto and egress therefrom, and necessary for con-
structing, laying, maintaining B~d operating sewer pipes there-
in of said main line sewer.
BE IT FURTHER RESOLVED, that W. H.Brailsford, Jr., Att-
orney for said District, be and is hereby authorized and dir-
ected to commence and maintain an action and proceeding of
eminent domain in the Superior Court of the State of California,
in and for the County of Contra Costa for the purpose of con-
demning and acquiring said easements over, upon and through
said hereinafter described parcels of real property for the
uses and purposes aforesaid.

RESOLUTION NO. 55-A
WHEREAS, this Sanitary Board has heretofore approved plans
and specifications prepared by its District Engineer for the
construction of a main trunk sewer between the proposed treat-
ment plant site north of the Arnold Highway, to a point opposite
Newell Avenue on State Highway No. 21, and;
, WHEREAS, this Board proposes to award a contract for the
construction of said main trunk sewer in accordance with said
plans and specifications.
NOW, THEREFORE, BE IT RESOLVED, and this Board does hereby
find B.nd determine thB.t the public interest, convenience and
necessity require the B,cquisition, construction and completion
by.this District of the main trunk sewer as set forth in said
plans and specifications and that the easements over the real
property hereinafter described, together with the rights of
ingress thereto and egress therefrom, are necessary for construct-
ing, laying, maintaining and operating sewer pipes therein of said
main line sewer.

, BE IT FURTHER RESOLVED, that W. H. Brailsford, Jr., Attorney
for said District, be and is hereby authorized and directed to
commence and maintain an action and proceeding of eminent domain
in the Superior Court of the State of California, in and for the
County of Contra Costa for the purpose of condemning and acquiring
said easements over, upon and through said hereinafter described
parcels of real property for the uses and purposes aforesaid.
