HomeMy WebLinkAboutBOARD MINUTES 08-29-47 1 fìß MINUTES OF THE SPECIAL MEETING OF THE SANITARY BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD AUGUST 29. 1947 The Sanitary Board of the Central Contra Costa Sanitary District convened in special session at its regular place of meeting located at 1335 Commercial Lane, in the City of Waln~ Creek, County of Contra Costa, State of California, on the 29th day of August, 1947 at the hour of 3.00 p.m. The meeting was called to order by President Weill. following roll was called: The PRESIINT: ABSENT: Directors Johnson, Smitten, Tolan~Wadsworth, and Weill. Directors - None. . READING OF MINUTES. Director Toland moved, seconded by Director Weill that the reading of the minutes of the previous meeting be held over to the regular meeting on September ll, 1947, and carried unani- mously. Director Toland presented the following resolution; sec- onded by Director Smitten: RESOLUTION NO. 42 WHEREAS, the Sanitary Board of Central Contra Costa Sani- tary District did adopt its Resolution No. 31 on the 7th day of August, 1947, ascertaining general prevailing rate of per diem wages in the locality in which work is to be performed, to-wit: Within the limits of the Central Contra Costa Sanitary District for each craft or type of workman or mechanic needed to execute a contract for public work on behalf of said Sani- tary District, and WHEREAS, it has been determined that the current agreements between contractors and employers normally contracting for public work in the locality in which the work is to be performed, and the International Unions covering the crafts and workmen to be employed, specify rates at variance in certain particulars with those stated in the aforesaid Resolution No. 31. NOW, THEREFORE, BE IT RESOLVED, that the said general pre- vailing rate of per diem wages and the general prevailing rate of per diem wages for legal holiday and overtime work within the limite of said Sanitary District for each craft or type of workman or mechanic needed to execute a contract for the con- struction of the main trunk sewer between the proposed treat- ment plant site north of the Arnold Highway to a point opposite Newell Avenue on State Highway No. 21, shall be and the same are hereby ascertained, approved and adopted by this Sanitary Board after a full investigation to be as follows: 08 2(\ ",,:I 4 t¡' Class of Work ~ '.. The foregoing schedule of prevailing rates of wages, and 08 29 41; 1, r, ~4 ,} '-J rates for overtime, Sundays and Legal Holidays, is based, unless otherwise specified, upon a working day of 8 hours. , . Overtime and Saturday rates for Truck Drivers shall be at 1~1/2 times the normal hourly rate. Tbe first two hours overtime, after a normal 8 hour day, for Cement Finishers shall be at 1-1/2 times the normal rate and further overtime shall be at double the normal rate. Saturday work for Cement Finishers shall be at 1-1/2 times the normal rate for the first 8 hours worked and at double the normal rate for all further time worked on Sat- urday s. .All skilled labor not listed above that may be employed is to be paid not less than the Union Wage Scale for such labor provided there is such a scale established in this locality and in no event to be paid less than ONE AND lO/lOOTHS DOLLARS ($1.10) per hour. It shall be mandatory upon the contractor to whom the con- tract is awarded, and upon the subcontractor under him, to pay not less than the said specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract. .Properly indentured apprentices may be employed upon this work in accordance with the State Law. Such apprentices shall be properly indentured as called for by law and shall be paid not.less than the standard wage paid to apprentices under the regulations of the trade at which they are employed or, in the event the same are higher, not less than the wage rates here- inabove set forth for such apprentices. An apprentice shall be employed only at the work of the trade to which he is in- dentured. Anything hereinabove to the contrary notwithstanding, the.initial wage.to be paid an apprentice shall be not less than twenty-five.per cent (25%) of the journeyman's wage being paid and shall be increased each six (6) months in an amount not.less than fifteen per cent (15%). Anything to the contrary in the above wage scale notwith- standing, the Contractor and all Subcontractors under him shall pay ,all their laborers, workmen, mechanics and employees on said work a salary or wage at least equal to the prevailing salary or wage for the same quality of service rendered to private persons,firms or corporations under similar employ- ment, within the Central Contra Costa Sanitary District. , . The per diem wage rate is the hourly rate hereinabove mentioned established multiplied by the number of hours here- inabove mentioned as constituting the working day for the particular craft or type of workman. AND BE IT FURTHER RESOLVED, that the District Engineer is hereby instructed to issue an Addendum to the specifications for the contract for the construction of the main trunk sewer between the proposed treatment plant site north of the Arnold Highway to a point opposite Newell Avenue on State Highway No. 21, .which Addendum shall show the wage scales as adopted and shown herein.
