MINUTES OF A SPECIAL MEETING OF THE
SANITARY BOARD OF CENTRAL CONTRA COSTA
SANITARY DISTRICT HELD APRIL 8. 1948
The Sanitary BoArd of the Central Contra Costa Sanitary District
convened in special session at its regular place of meeting located
at 1335 Commerdial Lane, in the City of Walnut Creek, County of
Contra Costa, State of California, on the 8th day of April, 1948,
at the hour of 8:00 o'clock p.m.
The meeting was called to order by President Weill.
Due to the
absence of Secretary Cutler it was moved by Director Wadsworth and
seconded by Director Toland that Mrs. Phillips be appointed Secretary
Pro. Tem.
Carried unanimously.

It was moved by Director Wadsworth, seconded by Director Toland

CONSTRUCTION OF SECTION V. MAIN TRUNK SEWER
BE IT RESOLVED, that the plans and specifications on file with
this Board, for the construction of Section V, Main Trunk Sewer be,
and the same are hereby approved and the President and Secretary
be, and they are hereby authorized and directed to endorse the same
showing such approval thereof.

WAGE RATES FOR SECTION V
The following resolution was offered by Director Smitten,
seconded by Director Johnson:
~SOLUTION NO. 150
WHEREAS, in pursuance of Article 1 and 2 of Chapter 1 of Part 7
of Division 2 of the Labor Code of the State of California, before
the Sanitary Boa.rd of the Central Contra Costa Sanitary District may
award any contract for public work on behalf of said Sanitary Dist-
rict, thè Sanitary Board must ascertain the general prevailing rate
of per diem wages in the locality in which with work is to be per-
formed, to-wit: within the limits of the Central Contra Costa Sani-
tary District for each craft or type of workman or mechanic needed
to execute the contract, and must specify in the call forbids for
said contract and in the contract itself what the general prevailing

rate of per diem wages in said locality is for each craft or type
of workman or mechanic needed to execute the contract and also the
general prevailing rate for legal holiday and overtime work;
NOW, THEREFORE, BE IT RESOLVED, that the said general prevail-
ing rate of per diem wages and the general prevailing rate of per
diem wages for legal holiday and overtime work within the limits
of said Sanitary District for each craft or type of workman or
mechanic needed to execute a contract for the construction of the
main trunk sewer from Lafayette to St. Mary's, as specified in the
plans and specifications heretofore approved by this Sanitary

Overtime, and Saturday work shall be paid for at double the
normal hourly rate except as noted below for Cement Finishers and
Truck Drivers and work on Sundays and Holidays shall be paid for
at double the normal hourly rate.
The foregoing schedule of prevailing rates ~ wages, and rates
for overtime, Sunday and Legal Holidays, is based, unless otherwise
specified, upon a working day of 8 hours.
Overtime and Saturday rates for Truck Drivers shall be at 1-1/2
times the normal hourly rate.
The first two hours overtime, after a normal 8 hour day, for
CementFinish~rs shall be at 1-1/2 times the normal rate and further
overtime shall be at double the normal rate. Saturday work for Cem-
ent Finishers shall be at 1-1/2 times the normal rate for the first
8 hours worked and at double the normal rate for all further time
worked on Saturdays.
Notice is also hereby given the bidders that it shall be mand-
atory upon the contractor to whom the contract is awarded, and upon
all subcontractors under him, to pay not less than said general pre-
vailing rates of per diem wages, as above listed, to all laborers,
workmen, and mechanics employed in the execution of the contract.

The follow1ng resolution was offered by Director Wadsworth

RESOLUTION NO. l51
WHEREAS, in the judgment of the Sanitary Board of the Central
Contra Costa5anitary District, it is necessary to secure all labor,
materials, equipment, mechanical workmanship, tran~portation and
services required for the construction of Section of the Main
Trunk Sewer from Lafayette to St. Mary's College, in accordance with
the plans and specifications for the same prepared by the District
Engineer, heretofore approved by this Sanitary Board and which are
on file in the Office of the Sanitary District, located at 1335
Commerical Lane, Walnut Creek, Ca.lifornia;

NOW, THEREFORE, BE IT RESOLVED, that the general prevailing rates
of wages as heretofore ascertained and determined by this Board in
its Resolution No. 150 adopted on the 8th day of April, ,1948, in
pursuance of Articles 1 and 2 of Chapter I of Part 7 of Division 2
of the Labor Code of the State of California, shall be the general
prevailing rates per diem wages for each craft or type of workman or
mechanic needed for the construction of said main trunk sanitary
sewer; and
BE IT FURTHER RESOLVED, that the Secretary of this Board be and
he is hereby authorized to advertise for proposals for the construc-
tion and completion of said work by publishing the same once a week
for two successive weeks in the COURIER-JOURNAL, a newspaper of
general circulation, published in the Central Contra Costa Sanitary
District.
BE IT FURTHER RESOLVED that the Notice Inviting Sealed Proposals
shall be in the form as follows:

FOR THE CENTRAL CONTRA COSTA SANITARY DISTRICT
Notice is hereby given that the Sanitary Board of the Central
Contra Costa Sanitary District, Walnut Creek, California, invites
and will receive sealed proposals until 8 o'clock p.m. May 6, 1948,
for furnishing all labor, materials and services for the construction
of Main Trunk Sewer, Section V for the Central Contra Costa Sanitary
District in accordance with the plans and specifications adopted
therefor. .
The plans and specifications for the proposed work may be seen
and examined at the office of the Central Contra Costa Sanitary
District, 1335 Commercial Lane, Walnut Creek, California, or at the
Engineering Office of Clyde C. Kennedy, Room 504, 604 Mission Street,
San Francisco, California, or may be secured at the Engineering
Office of Clyde C. Kennedy by making a payment of ten dollars
($10.00). There will be no refund on returned plans or specifica-
tions.
Pursuant to the statutes of the State of California, the Sani-
tary Board of the Central Contra Costa Sanitary District has ascer-
tained and determined the general prevailing rate of per diem wages
and rates for overtime and legal holidays in the locality in which
this work is to be performed for each craft or type of workman or
mechanic needed to execute the contract. The prevailing rates so

WHEREAS, the County Health Officer has filed with this Sanitary
Board a report stating that the conditions in the hereinafter des-
cribed area in the Central Contra Costa Sanitary District in the

Contra Costa Sanitary District, Contra Costa County, State of Cal-
ifornia, that it is hereby found that the necessity for the con-
struction of a sanitary sewer system in the above described area
does exist, and hereby orders that proceedings be prepared for
adoption by this Board for the construction of such sewers as
recommended by the Health Officer, said proceedings to be as pro-
vided in Division 7 of the Street and Highway Code of the State
of California, the "Improvement Act of 1911", with bonds to be

line of the highway, 31 feet south of a guyed pole, in
Line with a row of Eucalyptus trees, and about level
with the highway. A standard disk, stamped "107.018 A

ing 6 inches above ground. (32.619 meters or 107.018

WAGE RATE FOR WELL DRILLING AND TESTING
The following resolution was offered by Director Toland, seconded
by Director Johnson:
RESOLUTION NO. 155
WHEREAS, in pursuance of Article 1 and 2 of Chapter 1 of Part 7
of Division 2 of the Labor Code of the State ~f California, before
the Sanitary Board of the Central Contra Costa Sanitary District
may award any contract for public work on behalf of said Sanitary
District, the Sanitary Board must ascertain the general prevailing
rate of per diem wages in the locality in which the work is to be
performed, to-wit: within the limits of the Central Contra Costa
Sanitary District for each craft or type of workman or mechanic
needed to execute the contract, and must specify in the call for
bids for said contract and in the contract itself what the general
prevailing rate of per diem wages in said 10ca1lty is for each
craft or type of workman or" mechanic needed to execute the contract
and also the general prevailing rate for legal holiday and overtime
work;
NOW, THEREFORE, BE IT RESOLVED, that the said general prevailing
rate of per diem wages and the general prevailing rate of per diem
wages for legal holiday and overtime work within the limits of said
Sanitary District for each craft or type of workman or mechanic need-
ed to execute a contract for the drilling and testing of a well at
