MINUTES OF THE REGULAR MEETING
OF THE SANITARY BOARD OF CENTRAL
CONTRA COSTA SANITARY DISTRICT
HELD APRIL 1. 1948
The Sanitary Board of the Central Contra Costa Sanitary
District convened in regular session at its regular pla.ce of
meeting located at 1335 Commercial Lane, in the City of Walnut
Creek, County of Contra Costa, State of California, on the 12th
da~ of Karch 1948, at the hour of 8:00 o'clock p.m.
Due to the absence of Secretary Cutler. it was moved by
Director Smitten, seconded by Director Johnson, that Mrs.
Phillips be appointed Secretary Pro Tem.
The meeting was called to order by President Weill and the
following roll was called:

READING OF MINUTES OF PREVIOUS MEETING
It was moved by Director Johnson, seconded by Director
Smitten that the Minutes of the previous meeting be waived
and be approved as entered.
Carried unanimously.
OPENING BIDS FOR CONSTRUCTION OF
OFFICE BUILDING
Bids for the construction of the Office Building were opened
and read, and referred to the Architect for his recommendation.
The Architect recommended that the Board accept the bid of
Anderson-Haglund, being the lowest responsible bid.
The bids were as follows:

CHANGE IN CONTRACT FOR SECTION III
The following letter was read from Stolte, Inc. Contractor
for Section III, main Trunk Sewer:
"Central Contra Cata Sanitary Dist.
April 1, 1948
Gentlemen:
Re: Section III, Creek Crossing
Sta. 107 + 81 to 109 + 31
In lieu of the siphon type creek crossing as now shown on
sheets 5 and 8 of the Section III plans, we propose to fur-
nish and install an elevated crossing as follows:

The District Engineer recommended that the above change be
approved as it would be equal in quality to 'the work originally
specified, and would amount to a saving to the District of $3.070.
- It was moved by Director Smitten, seeonded by Director
Wadsworth that the Board approve the change in contract for
Section III as recommended by the Engineer.
Carried unanimously.
DEEDS OF DEDICATION
The following resolutions were offered by Director Wadsworth,
seconded by Director Toland:
RESOLUTION NO. 132
WHEREAS, CHARLES X. SCHMITT and LUCILE V. SCHMITT, for
value received, have granted a Deed of Dedication for sewer
easement of all that certain real property situate in the County
of Contra Costa, State of California, described as follows:
Portion of Lot 19, as designated on the map entitled
"Goodman Tract, Walnut Creek, Contra Costa County, Cal.",
which map was filed in the office of the Recorder of the
County of Contra Costa, State of California, on July 1,
1918 in Volume 16 of Maps, at page 354, described as
follows:
A strip of land 5 feet in width, the northwest line of
which is parallel with and 5 feet northwesterly at right
angles from the southeast line thereof and which south-
east line is described as follows:
Beginning on the west line of the parcel of land described
in the deed from Oliver K. Warnecke, et al to Charles X.
Schmitt, et ux, dated August 21, 1944 and recorded Sept-
ember 5, 1944 in Volume 796 of Official Records, at page
108, distant thereon S 250 50' 30" E, 70.21 feet from the

Central Contra Costa Sanitary District for the purpose of con-
structing, laying, maintaining and operating sewer pipes therein

NOW, THEREFORE, BE IT RESOLVED that said Deed of Dedication
be, and same is hereby accepted, and the Recorder of Contra
Costa County be, and he is hereby authorized to adirected to

RESOLUTION NO. 133
WHEREAS, OTT GARDNER and GLADYS GARDNER, for value received,
have granted a Deed of Dedioation for sewer easement of all
that certain real property situate in the County of Contra
Costa, State of California, described as follows:
Portion of Lot 32, as designated on the map entitled
"Goodman Tract, Walnut Creek, Contra Costa County, Cal.1I
which map was filed in the office of the Recorder of
the County of Contra Costa, State of California, on -
July 1,1918 in Volume 16 of Maps, at page 354, des-
cribed as follows:
A strip of land 10 feet in width, right angle measure-
ments, the center line of which .1s described as follows:
Beginning on the southwest line of said Lot 32, distant
thereon north 400 31' west 49.61 feet and north 320 401
west 12.39 feet from the most southerly corn8r thereof;
thence from said point of beginning north 60 48' 30"
east, 134.65 feet to the southwest line of the parcel
of land described as Parcel One in the deed from Albert
S. Shreyer, et ux, to Theodore R. Reedy, et ux, dated

WHEREAS, GEORGE B. CADWELL and EDWINA CADWELL, for value
received, have granted a Deed of Dedication for sewer easement
of all that certain real property situate in the County of
Contra Costa, State of California, described as follows:
Portion of the Rancho Canada del Hambre, Southern Part,
described as follows:
A strip of land 10 feet in width, lying 5 feet on each
side of a center line described as follows:
Beginning on the west line of Dewing Lane, being the
east line of the 1.18 acre parcel of land described in
the deed from William Bradley, as guardian, to George B.
Cadwell, et ux, dated January 16, 1943 and recorded Feb-
ruary 11, 1943 in Volume 715 of Official Records, at
page 159, distant thereon south 00 241 east, 70.09 feet
from the northeast corner of said 1.18 parcelL thence
from said point of beginning south 690 551 44 west,
51.88 feet; thence north 620 31139" west, 65.65 feet;
thence south 880 34' 30" west, 254.72 feet to the west
line of said 1.18 ~cre parcel, distant thereon south 00
461 east, 64.69 feet from the northwest corner of said
1.18 acre parcel. The north line and the south line of
said strip are to be lengthened or shortened to extend
to the east and west lines of said 1.18 acre parcel.
Said Deed of Dedication for sewer easement together with the

Central Contra Costa Sanitary District for the purpose of con-
structing, laying, maintaining and operating sewer pipes therein
and thereupon together with appurtenances and appliances.
NOW, THEREFORE, BE IT RESOLVED that said Deed of Dedication
be, and same is hereby accepted, and the Recorder of Contra Costa
County be, and he is hereby authorized and directed to record
said deed.

Deed of Dedication for sewer easement of all that dertain real

ornia, described as follows:
Portion of Lot 4, as designated on the map entitled

filed in the office of the Recorder of the County of
Contra Costa, State of California, on July 19,1913
in Volume 10 of Maps, at page 241, described as
follows:
A strip of land 10 feet in width, the center line of
which is described as follows:
Beginning on an east line of the tract of land designated
on the map entitled "Map of Kendall Acres, Contra Costa
County, California", which map was filed in the office
of the Recorder of the County of Contra Costa, State of
California, on December 5, 1946 in Volume 32 of Maps, at
page 4, distant thereon north 10 48' west, 5 feet from
the northwest corner of the parcel of land described in
the deed from Flora L. Hook to Virginia Scudder, dated
February 1, 1946 and recorded April 29, 1946 in Volume
905 ofOtficial Records, at gage 440; thence from said
point of beginning, north 89 19' east, parallel with
the north line of said Scudder parcel and the extension
thereof easterly, to the west line of the 40 feet in
width unnamed road running northerly and southerly along

Said Deed of Dedication for sewer easement together with the
right of ingress thereto and egress therefrom to be used by the
Central Contra Costa Sanitary District for the purpose of con-
structing, laying, maintaining and operating sewer pipes therein
and thereupon together with appurtenances and appliances.
NOW, THEREFORE, BE IT RESOLVED that said Deed of Dedication
be, and same is hereby accepted, and the Recorder of Contra
Costa County be, and he is hereby authorized and directed to
record said deed.

WHEREAS, MORTIMER R. BROWN and Ragna M. BROWN, for value
received, have granted a De~d of Dedication for sewer easement
of all that certain reel property situate in the County of Contra
Costa, State of California, described as follows:
The north 10 feet (right angle measurements) of the east
40 feet of Lot 4, as designated on the map entitled
"Eulamont, Unit No.1", which map was filed in the office
of the Recorder of the County of Contra Costa, State of
California, on March 21, 1941 in Volume 25 of Maps, at
page 803.
Said Deed of Dedication for sewer easement together with the
right of ingress thereto and egress therefrom to be used by the
Central Contra Costa Sanitary District for the purpose of construct-
ing, laying, maintaining and operating sewer pipes therein and there-
upon together with appurtenances and appliances.
NOW, THEREFORE, BE IT RESOLVED that said Deed of Dedication be,
and same is hereby accepted and the Recorder of Contra Costa County
be, and he is hereby authorized and directed to record said deed.

ELECTRICITY TO SEWAGE TREATMENT PLANT
It was moved by Director Johnson, seconded by Director
Smitten that the Board authorize the President to execute a
contract with the Pacific Gas and'Electric Company for power
service under Schedule p-i5.
Carried unanimously.
PAYMENT OF BILLS
It was moved b, Director Toland, seconded by Director Wads-
worth that the bills as audited by the auditing committee be paid.

AWARDING CONTRACT FOR CONSTRUCTION
OF OFFICE BUILDING
The following resolution was offered by Director Toland,
seconded by Director Wadsworth:
RESOLUTION NO. 138
WHEREAS, this Sanitary Board, on Thursday, March 4, 1948, auth-
orized and caused to be published a call for bids for the construc-
tion of the Office Building in accordance with plans and specifica-
tions therefor, heretofore approved and adopted by this Board, and
WHEREAS, in response to call for said bids the following bids
were received and opened on April 1, 1948, at 8:00 o'clock p.m., in
accordance with the foregoing call for bids:

NOW, THEREFORE, BE IT RESOLVED:
(I) That the bid of Anderson-Haglund, Inc. be, and the same
is hereby accepted and the President is hereby authorized and
directed to execute a contract on the behalf of the Central Contra
Costa Sanitary District with said successful bidder and the Secretary
be and he is hereby authorized to countersign the same on behalf of
the District.
(2) Immediately following the execution of the Contract by the
successful bidder and the District, upon the furnishing by the bidder
of the bonds required by said Contract, the Secretary is hereby auth-
orized and directed to return to the successful bidder such deposit
as may have accompanied said bid, or to give such release as may be
requested from further liability upon the bidder's bond.
(3) Upon the execution of a contract by the successful bidder
and the approval on behalf of the Sanitary District of the accompany-
ing bonds, the Secretary is hereby authorized and directed to return
all certified checks accompanying the bids of the unsuccessful
bidders.
